Penn Parks and Community Services Dept. City of Fort Worth 4200 South Freeway Suite 220 Fort Worth, TX 76115-1499 RE: Pecan Valley Pump Station—Additional Services Request Mr. Penn, We have a signed contract for the Pecan Valley Pump Station project dated March 31, 2014. The original tasks included coordination and design management, existing conditions and topographic surveys, geotechnical surveys and report (Alpha Testing), Schematic Design, Design Development, Construction Documents, Final Documents, Record Drawings, and Constriction Observation. We are submitting this additional services request for the additional scope items required by the US Army Corps of Engineers requirement for an archeological survey. The City of Fort Worth proposes to develop a 0.6-acre tract of land in Fort Worth, Tarrant County, Texas. The project is situated on land the City of Fort Worth leases from the United States Army Corps of Engineers, Fort Worth District (USACE), and will require compliance with Section 404 of the Clean Water Act. As a result, compliance with Section 106 of the National Historic Preservation Act will also be necessary. The following scope items for additional efforts for this project are listed below: TASK 1- BACKGROUND STUDY $1,026 Prior to initiating fieldwork, Pape-Dawson archaeologists will perform a background literature review to ascertain whether any cultural resources constraints exist in the project area. Archaeologists will consult the Texas Historical Commission's (THC) online Texas Archeological Sites Atlas and Texas Historic Sites Atlas, data files at the Dallas I San Antonia I Austin I Houston I Fort Worth Transportation I Water Resources I Land Development I Surveying I Environmental 5700 W.Plano Pkwy.,Suite 2500,Plano,TX 75093 T:214.420.8494 www.Pape-Dawson.com lir. Scott E.Penn Pecan Valley Pump Station July 14,2015 Page 2 of 4 Texas Archeological Research Laboratory, and the National Register of Historic Places (NRHP) database to locate previously recorded cultural resources within 1 kilometer of the project area, including those listed in the NRNP, SALs, Official State of Texas Historical Markers (OTHMs), Recorded Texas Archeological Landmarks (RTHLs), and cemeteries. If appropriate, Sanborn maps and other historic maps may be reviewed. This data, along with soils and geology for the project area, will be included in the draft report. TASK 2- FIELDWORK $3,264 Prior to project constriction, Pape-Dawson archaeologists will undertake an archaeological survey of the 0.6 acre project area. Archaeologists will perform a 100% pedestrian survey of this area supplemented by backhoe trenching in areas where pavement will be removed and/or improvements will occur. Trenches will be excavated in 4-6 inch layers, with a smooth blade bucket if one is available. Trenching may be precluded by existing structures, asphalt, or other conditions. Diagnostic artifacts will be collected for analysis and returned to the landowner or discarded with landowner permission once the project has been completed. A representative sample of all non- diagnostic artifacts observed during the survey will be photographed in the field but will not be collected. Trenches will be mapped using a handheld Trimble GPS unit. If archaeological sites are located on the property, site boundaries will be defined within the project area. Sites will be recorded on TexSite forms in the field, and the forms will be submitted to the Texas Archeological Research Laboratory (TARL) in order to obtain trinomials for newly recorded sites and to update the records for previously recorded sites. TASK 3-REPORT $59709 Following the completion of fieldwork and analysis, Pape-Dawson will produce a draft report that conforms to the Council of Texas Archeologists' report guidelines. The report will detail the methods and results of the field efforts and will include maps showing the location of any recorded archaeological sites. This report will be sent to the USACE and to the THC for review. Once the report has been approved, Pape-Dawson will produce a final report. Artifacts may be washed in distilled water and air-dried on drying racks or dry brushed prior to analysis. Archaeologists will analyze the artifacts according to class and material type and will include the results in the report. After analysis is complete, archaeologists will return or discard any collected artifacts. Paperwork will be curated with the Texas Archeological Research Laboratory. EXPENSES $4,596 Expenses for this project will include fees for equipment rental, backhoe and operator, report production, and Texas Archeological Research Laboratory fees. ASSUMPTIONS ❑ The proposed survey will encompass approximately 0.6 acres of land. ❑ Compliance with the Antiquities Code of Texas will not be necessary. ❑ If archaeological monitoring of bore entrance and exit pits is required, the associated cultural work will be covered under a supplemental scope and budget. ❑ Assumes right-of-entry will be obtained for the project area prior to fieldwork ❑ Backhoe trenching will conform to OSHA safety standards. ❑ Pape-Dawson will contract with backhoe and operator. ❑ A maximum of three backhoe trenches will be excavated. ❑ All work will be within the boundaries of the proposed project area. ❑ Assumes one new archaeological site will be found ❑ If an historical archaeological site is discovered, archival research may be required.
