Subject: MOU for City of Fort Worth Emergency Access to AFP#4
To: City of Fort worth

Lockheed Martin understands that the City of Fort Worth(City)is responsible to maintain certain water
and sanitary sewer mains at the southeast corner of Air Force Plant 4(AFP 4). In order to execute that
responsibility the City may need to access the vicinity of these utilities on an emergency or routine basis
to perform repairs. Exhibit A contains the necessary access points and is attached hereto and
incorporated within this Agreement. Because of this requirement Lockheed Martin, operator of AFP 4
for the United States Government,agrees to the following procedures to allow the City access to
maintained utilities:
1. Provide as much advance notice as possible to the Lockheed Martin Maintenance Department
by calling 817-777-3134. After normal business hours call Lockheed Martin Security Department
(Security)at 817-777-2567.
2. Access Location:
a. Routine Work: Unless directed otherwise by Lockheed Martin Security arrive at Gate 2.
Gate 2 is located near the intersection of Clifford Street and Cherry Lane in the City of
White Settlement. Security will provide temporary badges for unbadged City personnel.
Security will concurrently contact Lockheed Martin Maintenance to direct City personnel
to the site of the work. Lockheed Martin Security will execute background checks on all
City employees and contractors before routine access is granted.
b. Emergency Work: Unless directed otherwise by Lockheed Martin Security arrive at the
Main Gate. The Main Gate is located at the intersection of Grants Lane and Clifford
Street. It is in the interest of all parties to access the site through Gate 22 and every
effort will be made to accommodate this.
3. Should a medical,environmental or other emergency arise as part of the City's repair efforts
contact the Lockheed Martin Fire Department at 817-777-2163.
All personnel at AFP 4 must be escorted by a Lockheed Martin employee or a nonemployee with a blue
badge at all times. Lockheed Martin will provide escorts so City crews can execute emergency work
continuously.
The City maintained 16 inch water main and sanitary sewer at the southeast corner of AFP 4 is located
adjacent to an aircraft operating area. For the safety of City personnel and operating aircraft,City
employees and contractors shall immediately turn south upon entering Gate 22 and avoid Lockheed
Martin's current and future aircraft operating areas. / S4 567-

Additionally, Lockheed Martin accepts that as part of the City's maintenance responsibilities the means
and materials, consistent with OSHA and EPA regulations,used to repair,operate and maintain utilities
are at the discretion of the City.
Maintenance of the system includes sewer inspection cameras operated inside of sewers and manholes.
No other photographs can be taken by the City. In order to document conditions at the beginning,
during,and end of repair work Lockheed Martin will provide photographic services through either a staff
photographer or other authorized Lockheed Martin employee; at the request of the city. Recording
initial conditions for late night and weekend emergencies may be delayed for several hours until
personnel can be made available. Lockheed Martin will make every effort to minimize this delay.
This Agreement may only be modified upon written consent of both parties.
Please note this Agreement only applies to AFP 4 and does not necessarily apply in any way to the Fort
Worth Joint Reserve Base.
