HomeMy WebLinkAboutContract 47760-A1 R�CEtV� r AUG 222016 CITY SECRE'TAR� AMENDMENT No.1 014TRACT IO, CM00 '' TO CITY SECRETARY CONTRACT WHEREAS, the City of Fort Worth (CITY) and Dal - Tech Engineering, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 477601 (the CONTRACT) which was authorized by M&C C-27701 on the 3=d day of May, 2016 in the amount of $272,812 .00; and WHEREAS, the CONTRACT involves engineering services for the following project: Water Main and Sanitary Sewer Replacement contract 2016, WSM-D; and WHEREAS, it has become necessary to execute Amendment No.1 to the CONTRACT to include an increased scope of work and revised fee. NOWTHEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated June 1, 2016, a copy of which is attached hereto and incorporated herein. The cost to the City for the additional design services to be performed by Engineer totals $79,205.00 . 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $352,017 .00. 3. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. LFT. The additional professional engineering services include the following items: 1. For all streets with existing curb and gutter and associated limits included in the table below: • Design of removal and replacement of street pavement (All streets will be pulverized and overlay 8" stabilized base with cement and Road Bond EN1, and 3" HMAC surface pavement (POL). No concrete pavement.) Proposed curb and gutter to match existing curb and gutter location and elevation. Existing sidewalks will be replaced in place. New sidewalks aren't anticipated where they don't exist. • Design of removal and replacement of inlet tops. • Design of removal and replacement of driveway connections to street pavement (reinforced concrete) • Items note included in Basic Services unless otherwise noted below: pavement cross sections, drainage area map, storm drainage improvements aside from replacement of inlet tops, pavement striping and signage plans, and traffic control or sequence of construction plans. 2. For the East 4th Street/Galvez Avenue, combined area, prepare a general concept drainage area map to confirm adequacy of gutter capacities. Notify City Project Manager of any drainage issues /needs to increase any inlet/SD pipe capacities. 4. If needed, Pavement Striping Plans and Traffic Control Plans for Bluebonnet Circle to be provided by City staff. 5. Additional topographic survey services will be provided for the following project limits not included in original utility replacement scope: • Galvez Avenue from De Costa St. to Gross St. (550 LF) • Kentucky Avenue from Bessie St. to E Broadway Ave. (550 LF) 6. Level "D" SUE services to be provided for all project limits. QL-D is the most basic level of information for utility locations. It comes solely from existing utility records or verbal recollections. 7. Level "B" SUE services will be provided for all gas lines. QL-B involves the application of appropriate surface geophysical methods to determine the existence and horizontal position within a project's limits. 8. Level "A" SUE services are not included in Basic services. QL-A, also known as "daylighting", is the highest level of accuracy presently available. It provides information for the precise plan and profile mapping of underground utilities through the actual exposure of underground utilities, and also provides the type, size, condition, material and other characteristics of underground features. Exposure is typically achieved through hand digging or Hydro-Vacuuming. If needed, to be provided as part of City Directed Services upon approval of Project Manager. Plan and Submittal Checklists The additional professional engineering services will be provided within and concurrently with the time frames stated within the original 2016 WSM-D agreement. The additional professional engineering services will be provided for a lump sum fee of $ 79,205.00 resulting in a revised total contract amount of$ 352,017.00 as summarized below. DISCUSSION: On May 3, 2016 (Mayor and Council Communication (M&C) C-27701), the City Council authorized the execution of an Engineering Agreement with Dal-Tech Engineering, Inc. in the amount of $272,812.00 for the preparation of plans and specifications for the replacement of the water and/or sanitary sewer mains on various streets as identified in M&C C-27701. Amendment No. 1 will provide additional services for street design to allow for the proposed water, sanitary sewer and pavement improvements for the streets identified on the following table to be advertised and constructed as one combined project to minimize disruption to residents and expedite construction of the project: Street From To E. 4th St 1covelo Avenue IDenair Street Galvez Avenue IlDenair Street IS. Sylvania Avenue JEmma Street Kentucky Avenue Bessie Street Broadway Avenue Dal-Tech Engineering, Inc., proposes to perform the additional design services for a lump sum fee of $79,205.00. Staff considers the fee to be fair and reasonable for the scope of services proposed. Engineering for Water and Sanitary Sewer Replacement Contract 2016, WSM-D is one component of the overall project that includes project management, utility coordination, water/sewer and pavement ,construction, material testing, inspection and contingencies. The overall project budget is $7,000,000.00. Design is expected to be completed by December 2016. This project will be partially funded through the 2014 Bond Program. Available resources within the General Fund will be used to provide interim financing for these expenses until debt is issued. Once debt associated with this project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 21241-05-2014). M/WBE OFFICE: Dal-Tech Engineering, Inc., agrees to maintain its initial SBE commitment of 10 percent that it made on the original Agreement and extend and maintain that same SBE commitment of 10 percent to this first amendment. Therefore Dal-Tech Engineering, Inc., remains In compliance with the City's BDE Ordinance and attests to its commitment by its signature on the Acceptance of Previous SBE Commitment form executed by an authorized representative of its company. Additionally, Multatech Engineering, Inc., is a certified M/WBE firm. The project is located in COUNCIL DISTRICTS 3, 8 and 9, Mapsco 63K, 63U, 64S, W, 77F and 90A.
