WHEREAS, the City of Fort Worth (City) and Halff Associates,
Inc. (Engineer) made and entered into City Secretary Contract No.
19389 (the Contract) which was authorized by the City Council by
M&C C-13568 on the 6 of October, 1992; and
WHEREAS, the Contract involves engineering services for the
following project :
The design of additional water and sanitary sewer line
relocations for IH-30 Reconstruction requested by the Water
Department
WHEREAS, it has become necessary to execute Amendment No. 2 to
said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through
their duly authorized representatives, enter into the following
agreement which amends the Contract:
1.
Section I, of the Contract is amended to include the addition-
al engineering services specified in M&C C-18416, adopted by the
City Council on 9 day of January, 2001 , and further amplified in a
proposal letter dated October 25, 2000, copies of which are both
attached hereto and incorporated herein. The cost to City for the
additional services to be performed by Engineer total $22, 000 . 00
2.
Section IV, of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $479, 000 . 00
3.
All other provisions of the Contract which are not expressly amended herein shall remain in
full force and effect.

Dear Mr. Ehia:
In response to our previous conversations regarding the referenced contract, Halff
Associates is pleased to present this revised Amendment No. 2 for the following items:
• Field surveys and design for re-alignment of approximately 125 linear feet of Sanitary Sewer
Lateral L-138 crossing under the westbound IH-30 frontage road near Tucker Street.
• Field surveys and design for re-alignment of approximately 100 linear feet of Sanitary Sewer
Lateral L-1706 in the IH-30 right-of-way, approximately 2,200 feet west of Summit Avenue.
• Field surveys and design for re-alignment of approximately 650 linear feet of Sanitary Sewer
Lateral L-2474 along Vickery Boulevard, approximately 2,500 feet west of Summit Avenue.
• Field surveys and design for re-alignment of approximately 100 linear feet of 8"water line in El
Paso Street, approximately 300 feet east of Henderson Street.
The justification for Amendment No. 2 is the fact that proposed IH-30 highway
improvements were expanded since initiation of the subject contract, and design fees for the
additional water and sanitary sewer relocations were not included in the original fee. M/WBE
participation on Amendment No. 2 consists of field surveys from Gorrondona and Associates,
which constitutes $3,200 of the total $22,000 amendment amount (14.5%). If you have any

SUBJECT AMENDMENT NO. 2 TO ENGINEERING AGREEMENT WITH HALFF ASSOCIATES
FOR DESIGN OF WATER AND SANITARY SEWER LINE ADJUSTMENTS FOR
INTERSTATE HIGHWAY 30 RECONSTRUCTION
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 2 to
City Secretary Contract (No. 19389) with Halff Associates, Inc. in the amount of $22,000, thereby
increasing the contract amount to $479,000.
DISCUSSION:
On October 6, 1992 (M&C C-13568), the City Council authorized the City Manager to execute an
engineering agreement with Halff Associates, Inc. in the amount of $383,000 to prepare construction
plans and contract documents and specifications for adjustments to water and sanitary sewer lines for
Interstate Highway 30 (I1-1-30) reconstruction, Contract 213.
The Texas Department of Transportation (TxDOT) has requested the Water Department to relocate the
additional existing water and sanitary sewer lines along the proposed IH-30, from west of Summit
Avenue to U.S. 287 (Contract 2C).
Halff Associates, Inc. proposes to perform the additional engineering services for design of water and
sanitary sewer lines for a fee of $22,000. Staff considers this fee to be fair and reasonable for the
scope of engineering services.
It is anticipated that the engineering agreement and construction cost will be reimbursed to the City by
TxDOT, except for the cost of any betterment, which shall be at the sole expense of the City and not
eligible for reimbursements.
Halff Associates, Inc. is in compliance with the City's M/WBE ordinance by committing to an additional
15% M/WBE participation on this amendment.
This project is located in COUNCIL DISTRICT 8, Mapsco 76D and 76H.
