DISCUSSION: Through a multi-year effort, the City of Fort Worth has established a Public Safety Radio Communications System that has replaced a system that served the City and surrounding communities for more than 20 years. The new system provides services for not only Fort Worth first responders, but with components shared with other jurisdictions, the new system ties more than 100 agencies in six counties together. During joint operations, each of these agencies possesses the capability to communicate with any other agency. As of October 2014, the system infrastructure (including transmitter sites and dispatch centers) of Fort Worth and other agencies tied to the system were at current hardware and software levels. Because the life of this system is expected to exceed 12 years, periodic upgrades are necessary to refresh critical hardware and software components and maintain manufacturer- supported levels. In December 2014, Council approved M&C C-27127 authorizing execution of a System Upgrade Agreement in the amount $7,337,132.00 to provide biennial upgrades to radio system infrastructure and police and fire dispatch centers for 10 years, well within the anticipated system life. The long- term Agreement and the consolidation of all agencies'Agreements into the Fort Worth Agreement resulted in savings of more than 15 percent. As the City and its partner agencies add new equipment, provisions must be made to cover upgrades. To accommodate hardware added in 2016, costs of the System Upgrade Agreement will increase $1,511,535.00 for the nine year period. The annual costs of the Agreement will be revised as follows: Original External Contract As Amended CFW Portion Agencies Amount Portion Year 1 2015 $200,210 $200,210 $0 $200,210 Year 2 12016 1 $472,7601 $568,2251 $169,022 $399,203 http://apps.cRvnet.org/council_packet/mc review.asp?ID=22738&councildate=9/13/2016[9/14/2016 10:27:54 AM] M&C Review Year 3 2017 $819,627 $922,471 $507,887 $414,584 Year 4 2018 $823,167 $956,953 $510,348 $446,605 Year 5 2019 $827,762 $1,022,610 $512,876 $509,734 Year 6 2020 $830,922 $1,026,385 $515,541 $510,844 Year 7 2021 $831,523 $1,027,806 $518,240 $509,566 Year 8 2022 $839,450 $1,036,348 $521,076 $515,272 Year 9 12023 $843,611 $1,041,226 $524,054 $517,172 Year 10 k024 $848,1001 $1,046,433 $527,050 $519,383 Total 1 $7,337,1321 $8,848,667 $4,306,094 $4,542,573 The amount for 2016 is $568,225.00 and is included in IT Solutions' Fiscal Year 2016 budget. As provided for in the Communications Systems Agreement executed with all participating agencies, Fort Worth will invoice external agencies for their share of the costs for use and maintenance of the system. Approximately 51 percent of the total cost of this Agreement will be reimbursed by Fort Worth's external partners, including 100 percent of the cost of this Amendment. Because the System is provided by Motorola Solutions, Inc. (Motorola), these services are available only through Motorola. Services will be acquired through Motorola's Houston-Galveston Area Council (HGAC) Contract No. RA05-15. M/WBE OFFICE -A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Department and approved by the M/WBE Office, in accordance with the BDE Ordinance, because the purchase of goods or services is from source(s) where subcontracting or supplier opportunities are negligible. ADMINISTRATIVE CHANGE ORDER -An administrative change order or increase may be made by the City Manager for an amount up to $50,000.00 and does not require specific City Council approval as long as sufficient funds have been appropriated. COOPERATIVE PURCHASE -State law provides that a local government purchasing an item or service under a Cooperative Purchasing Agreement satisfies any state law requiring that the local government seek competitive bids for purchase of the item. The HGAC contract was competitively bid to increase and simplify the purchasing power of government entities. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that funds are available in the current operating budget, as appropriated, of the Information Systems Fund and prior to an expenditure being made, the IT Solutions Department has the responsibility to validate the availability of funds.
