JUSTIFICATION(REASONS) FOR CHANGE ORDER
Change Order No. 1 will add 3,000 linear feet of sidewalks and seven(7)ADA barrier free ramps in three additional street segments to the
project where sidewalks and ADA ramps do not exist.The locations that are being added to the contract are Academy Boulevard, Ray White
Road and West Shaw Street.The street segments were not included in the original contract and to change the scope of the project, Council
approval is necessary. These sidewalk and ramps are to fill gaps in existing sidewalk network to improve the use,safety and comfort for
pedestrians. This Change Order does not require an increase in contract amount due to the fact that there are remaining pay quantities
available in the contract. Contract time will be extended by 60 Calendar Days to perform the additional work.

Authorize Execution of Change Order No. 1 to City Secretary Contract No. 47635 with Advanced Paving
Acquisition, Ltd., for Construction of an Additional 3,000 Linear Feet of Concrete Sidewalk and Seven
Additional Americans with Disabilities Act Barrier Free Ramps at Academy Boulevard, Ray White Road and
West Shaw Street at No Additional Contract Cost and Authorize Additional Sixty Days for Completion of the
Contract, Provide for Additional Staff and Project Costs for a Revised Project Amount of$705,000.00 (2014
BOND PROGRAM) (COUNCIL DISTRICTS 3, 4 and 9)
RECOMMENDATION:
It is recommended that the City Council authorize the execution of Change Order No. 1 to City Secretary
Contract No. 47635 with Advanced Paving Acquisition, Ltd., for construction of an additional 3,000 linear
feet of concrete sidewalk and seven additional Americans with Disabilities Act barrier free ramps at
Academy Boulevard, Ray White Road and West Shaw Street at no increase in the contract cost and an
extension of sixty days to complete the contract.
DISCUSSION:
On February 9, 2016, (M&C C-27616) the City Council awarded City Secretary Contract No. 47635 in the
amount of$553,113.00 to Advanced Paving Acquisition, Ltd., for concrete sidewalk and Americans with
Disability Act (ADA) barrier free ramps at multiple locations and provided for additional construction costs
and contingencies for a project amount of$700,000.00.
Change Order No. 1 will add 3,000 linear feet of sidewalks and seven ADA barrier free ramps in three
additional street segments to the project where sidewalks and ADA ramps do not exist. The street
segments were not included in the original contract and to change the scope of the project, City Council
approval is necessary. These sidewalks and ramps will fill gaps in existing sidewalk networks to improve
the use, safety and comfort for pedestrians. This Change Order does not require an increase in contract
amount due to the fact that there are remaining pay quantities available in the contract. To manage the
longer duration of work function this Change Order requires an additional $5,000.00 for increased Staff
costs.
A portion of this project will include 2014 Bond Funds. Available resources within the General Fund will be
used to provide interim financing for these expenses until debt is issued. Once debt associated with this
project is sold, bond proceeds will reimburse the General Fund, in accordance with the statement
expressing official Intent to Reimburse, that was adopted as part of the ordinance canvassing the bond
election (Ordinance No. 21241-05-2014).
The street segments to be added to the contract are listed in the table below. TPW staff has reviewed and
verified the quantities for the additional work under Change Order No. 1 and subsequently request that the
contract time be extended by 60 calendar days to complete this additional work.
