HomeMy WebLinkAboutContract 31090 CITY CONTRACT NO Y AMMENDMENT TO ENGINEERING CONTRACT THE STATE OF TEXAS § CITY SECRETARY CONTRACT NO. 27924 (No M&C Needed) COUNTY OF TARRANT § WHEREAS, the City of Fort Worth (City) and Lockwood, Andrews, & Newnam, Inc., (Engineer) made and entered into City Secretary Contract No. 27924, (the Contract) which was authorized by the City Council by M&C C-19146 on the 9th day of July 2002; and WHEREAS, the Contract involves engineering services for the following project: Water System Conservation and System Optimization Program. WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I of the Contract is amended to include the additional engineering services specified in the proposal letter dated October 21St, 2004, a copy of which is attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer is $20,380. 2. Article H of the Contract is amended to provide for an increase in the maximum fee to be paid to the Engineer for all work and services under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed$300,380. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. Acting Director Water Department City of Fort Worth 1000 Throckmorton Street Fort Worth, Texas 76102 Re: Amendment to Engineering Contract Contract No. 27924 (M&C C-19146) Dear Frank: Andrew and I have been in discussions with your staff on the need to update the City of Fort Worth's Water Conservation Plan to meet the recent changes and new requirements of the Texas Commission on Environmental Quality (TCEQ) and the Texas Water Development Board (TWDB). The following is a description of the scope of work involved and the fee estimates broken out by Task: TASK 1: Update Water Conservation Plan to meet TWDB Best Management Practices Requirements Reporting on the status of the City's efforts to improve water conservation, and its efforts related to the specific Best Management Practices (BMP's) as defined by the TWDB during the State Conservation Task Force meetings completed in September 2004. The city's efforts related to each of the 21 Municipal BMP's will be addressed in this Water Conservation Plan document. TOTAL TASK I FEE $3,700 TASK 2: Update TCEQ Requirements The requirements laid down in the TCEQ regulations Chapter 288 will also be addressed in this Water Conservation Plan document. Page 2 Acting Director TASK 3: Meetings with City, TCEQ and TWDB Preparation and meetings with City staff to present and review documents, and attend two meetings with Texas State Agency(TCEQ and/or TWDB) staff to review Water Conservation Plan document. TOTAL TASK 3 FEE $4,170 TASK 4: Meetings with City Council Preparation and presentation or advisory role for presentation of Water Conservation Plan document to Fort Worth city council TOTAL TASK 4 FEE $1,000 TASK 5: Drought Contingency (Emergency Management) Plan Updating of the city of Fort Worth's Drought Contingency(Emergency Management)Plan to conform with TCEQ Rules from Chapter 288 of the Texas Administrative Code. TASK 5A: Update TCEQ Requirements Review and re-development of drought stages and triggers. Explanation of these triggers and the anticipated water use reductions associated with the different drought stages. Development of procedures to implement this Plan. TOTAL TASK 5A FEE $5,400 TASK 5B: Meetings Preparation and meetings with City staff to present and review documents, and attend up to two meetings with TCEQ staff to review Drought Contingency Plan document. Preparation and presentation or advisory role for one presentation of Drought Contingency Plan document to the following: • General public • Tarrant Regional Water District • Wholesale Customers • Fort Worth city council TOTAL TASK 5B FEE $4,150 TOTAL BUDGET: 7777-1 The anticipated budget for this amendment will be $20,380. Page 3 Acting Director DELIVERABLES: • Up to 20 hard copies of the updated Water Conservation Plan document • Up to 20 hard copies of the updated Drought Contingency Plan document • One electronic copy of the Water Conservation Plan document • One electronic copy of the Drought Contingency Plan document SCHEDULE: The proposed completion of this project would be 30 days after completion of the Amendment for items 1 through 3 and 5A.
