This amendment increases the total compensation possible under the contract in order that the City of Fort Worth may continue to operate and maintain nine whole air samplers. 1. Authorize the City Manager to execute an interlocal agreement with the Texas Commission on Environmental Quality (TCEQ) for the operation of local air pollution monitors at nine sites. The agreement amount is $402,921 for FY2003-2004; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $402,921 in FY2003-2004, subject to receipt of an executed contract. DISCUSSION: In 1998 the United States Environmental Protection Agency revised its measurement standards for particulate matter (PM) emissions into the atmosphere. Since FY1999-2000, the TCEQ has contracted with the City for operation and maintenance of the monitoring equipment they provide for six PM stations. In March 2003, the TCEQ expanded the particulate monitoring network with the installation of nine additional PM monitors in Tarrant County. The City is responsible for retrieving the sampling data, sending it for analysis, and performing regular maintenance activities on the equipment under the terms of this agreement. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriations ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
