TnEf REAS, the City of Fort Worth (CITY) and James DeOtte Engineering,
Inc. , (ENGINEER) made and entered into City Secretary Contract No. 42723,
(the CONTRACT) which was authorized by M&C C-25189 on the 11th day of
September, 2011 in the amount of $ 526, 623; and
WHEREAS, the CONTRACT was subsequently revised by Amendment Number 1
in the amount of $149, 866 which was authorized by M&C # C-27778 on June
21, 2016; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Greenfield Acres Storm Drain Improvements; and
WHEREAS, it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated el 3t jam, 2017, a
copy of which is attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by Engineer
totals $39, 300. 00 . (See Attached Funding Breakdown Sheet, Page -3-)

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $715, 819. 00 .
3.
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

GREENFIELD DRAINAGE IMPROVEMENTS

Mr. Eubanks,
Due to additional services that are outside the scope of the existing contracted
agreements that have been requested by the City to be performed as part of the
referenced project, James DeOtte Engineering, Inc. will perform the work outlined in the
following items:
Additional services:
1. Additional design of sanitary sewer line for North Hill Lane between Cindy Lane and
Tee Head Drive.
The final design of the drainage improvements on North Hill Lane required extension
of the storm drain for the entire length of the block. Subsequently, Water Department
requested that sanitary sewer replacement be extended as well as part of the
coordinated, combined project. This will require the design of an additional sanitary
sewer not previously addressed.
2. Design of drainage channel in lieu of detention pond on City acquired property on
the south side of South Ridge Road.
In an effort to create added value to the City, discussions were held in December
2015 with the Parks and Recreation Department about using the proposed south
detention basin for recreational opportunities. After final pond grading design was
complete, Parks staff responded favorably, and the design was modified through
multiple iterations to accommodate their initial comments. However, detailed design
to accommodate the Parks Department comments at a late stage would have

required a redesign of all retaining walls, which could not be done without incurring
major additional costs and delays. Further, recent market increases in construction
costs indicated that the entire project as designed could not be constructed within
the available budget. Based on both of these considerations,it was decided to defer
the south detention basin and install an earthen channel across the site in the interim
which is another design change.
Coordination with Parks would have required a redesign of all retaining walls (which
the budget would not sustain),so the revisions were necessary to remove all retaining
walls for now, as well as cut back on some of the pond excavation to account for
overall increased construction costs due to the currently competitive market.
3. Floodplain model update to include new drainage channel in lieu of detention pond
for a Floodplain Development Permit. The scope for this item will include updating
the anticipated flows occurring only upstream of downstream connection of the
channel into the existing twin 5'x4' box culverts north of Fathom Drive using the
currently proposed closed storm drainage system's figures. This scope item also
includes one review revision iteration after the initial update. All subsequent revision
iterations that the City should wish to be performed shall be considered additional
services not included in this amendment and will not be performed without
agreement of another design fee amendment.
Prior discussions with the Parks Department and their requested changes initiated the
need for an update to the floodplain model from the original concept. The loss of the
south detention pond changes both the hydrology and hydraulics in the floodplain
model. After the revisions are incorporated the results may call for a small berm to be
constructed and the opening would be sized by the addition iteration update in order
to ensure no downstream adverse impacts.
This update is required to acquire a Floodplain Development Permit that accounts for
the changes due to the proposed drainage channel.
JDEI anticipates the fees listed above for the various elements of the project to be a not to
exceed amount of$39,300.00. All costs, associated with the identified scope of work, will be
lump sum for the scope provided and will be billed as a percentage of completed work as
determined by JDEI.

be treated as an additional service. The owner will be notified before any additional
services are performed.
