HomeMy WebLinkAboutContract 33474 AMENDMENT NO. 3 STATE OF TEXAS S CITY SECRETARY CONTRACT NO.: tet' 4 (MSC Required) COUNTY OF TARRANT S WHEREAS, the City of Fort Worth (City) and TranSystems Corporation Consultants, (Engineer) made and entered into City Secretary Contract No. 27574 , (the Contract) which was authorized by the City Council by MSC C-18999 on the 19th day of March, 2002 and subsequently revised by two previous amendments; and WHEREAS, the Contract involves engineering services for the following project: Trinity Boulevard Water Main Extension from Greenbelt Road to State Highway 360. WHEREAS, it has become necessary to execute Amendment No. 3 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1 . Article I, of the Contract is amended to include the addition- al engineering services specified in MSC C-21414, adopted by the City Council on 25th day of April, 2006, and further amplified in a proposal letter dated January 27, 2006 copies of which are both attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $145,323.00. 2. Article II, of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $600,918.50. Department of Engineering City of Fort Worth 1000 Throckmorton Street Fort Worth, TX 76102-6311 RE: Amendment No. 3 Trinity Boulevard Water Main Extension Contract 1 DOE 3600 and 5191 Original Water Project No. PI61-060161141050 Dear Mr. Chaubey, We appreciate the opportunity to present this proposal for your consideration. Per the request of the Water Department, this amendment revises the previously approved 36"water main design plans. Additional water mains along Jiminsons Ln. and FM-157 are to be connected to the existing system and the proposed 36"water main. Design effort for these two additional water mains include; a subsurface utility investigation (SUE) survey for the proposed 24" main along FM-157, alignment altematives, design of water mains, and easement documentation. Re-design and revisions to the approved 36"water main plans include; relocating valves per meetings with Field Operations and the Water Department for new connections, additional details per the Water Department, water main realignments at Greenbelt Rd and State Highway 360, and design and boundary survey for the realignment of approximately 2000 If of approved alignment under Trinity Blvd and State Highway 360. This amendment includes additional weekly meetings to be held with the Water Department, Field Operations and the Department of Engineering for Contract 1 (Greenbelt Rd to Fm-157) and Contract 2 (Fm-157 to SH 360). The meetings topics include dividing the project into multiple construction phases to expedite the project completion, alternatives and recommendations to connection the proposed 36"water to the existing system, relocating gate valves, revising vertical alignment and obtaining additional comments from Water Department. Additional design issues include; surge protection and corrosion protection design. These items were discussed in the proposal stage, but were not included into the original scope. Surge protection is recommended to be included in the project due to the large pressure Mr.Rakesh Chaubey,P.E. Subsequent amendments, if necessary, will be processed administratively, up to a $25,000.00 total. DISCUSSION: On March 19, 2002, (M&C C-18999) the City Council authorized the City Manager to execute an agreement with TranSystems Corporation Consultants, in the amount of $379,195.00 for Trinity Boulevard Water Main Extension Greenbelt Road to State Highway 360. The agreement provided for the design of a 36-inch water main to ultimately provide additional water supply to the Centerport Area and surrounding areas. The agreement was subsequently revised by two previous amendments totaling $76,420.00 as follows: Amendment No. 1 on March 4, 2003, (M&C C-19500) in the amount of $51,600.00 provided for alternate alignment studies because the originally selected alignment was determined to be in direct conflict with several utilities whose existence were unknown until after design of the project was underway. Amendment No. 2 on November 17, 2005, administratively approved by the City Manager, in the amount of $24,820.00 provided for additional design survey on the project and the preparation of a permanent easement. Amendment No. 3 will address the following: In order to increase the level of service to customers within the project area, the Water Department has requested that interconnections be provided between the 36-inch main and several existing water mains in the immediate vicinity. The interconnections will require the construction of 16 and 24-inch water mains along State Highway 157 and Jimson Lane, respectively. To expedite construction of the project, it is necessary to divide the project plans and specifications into two units. This amendment will provide the necessary engineering services for the design of the identified connecting water mains as well as the design of a corrosion protection system for the entire project. Staff considers this amount to be fair and reasonable. In addition to the amendment amount, $14,300.00 is required for project management, utility coordination and real properly services by the Engineering Department. TranSystems Corporation Consultants, is in compliance with the City's M/WBE Ordinance by committing to 31% M/WBE participation. The City's goal on this amendment is 17%. The project is located in COUNCIL DISTRICT 5, Mapsco 54W, Z, 555, T, U, V, W, 56N, P, S, T and 68 A, E.
