(M&C Needed) COUNTY OF TARRANT § WHEREAS, the City of Fort Worth (City) and Freese & Nichols, Inc., (Engineer) made and entered into City Secretary Contract No. 29981, (the Contract) which was authorized by the City Council by M&C 20030 on the 13th day of April, 2004; and WHEREAS, the Contract involves engineering services for the following project: Program Management of the Eagle Mountain Water Treatment Plant Expansion WHEREAS, it has become necessary to execute Amendment No. 2 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: I. Article I of the Contract is amended to include the additional engineering services specified in M&C C-21310, adopted by the City Council on February 21, 2006, and further amplified in a proposal letter dated September 22, 2005, a copy of which is attached hereto and incorporated herein. The cost to the City for the additional professional services to be performed by the Engineer total $419,156.00. 2. Article 11 of the Contract is amended to provide for an increase in the maximum fee to be paid the Engineer for all work and services under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed$1,169,139.00. Box 870 Fort Worth, Texas 76109-0870 Re: Proposed Scope of Work and Contract Amendment#2 for Program Management of the Eagle Mountain Water Treatment Plant Expansion Dear Mr. Harder: Please find enclosed contract amendment#2 for modification of the scope of services related to the Program Management for the Eagle Mountain Water Treatment Plant Expansion. The purpose of this amendment is to expand the program management functions to include critical water system improvements projects necessary to meet retail and wholesale water demands through the beginning of summer of 2007. The Fort Worth Water Department(FWWD) has an extensive list of capital projects to be designed and constructed over the next few years, and a limited staff available to oversee these projects. In our role as program managers, Freese and Nichols will function as an extension of the Water Department staff to help expedite critical projects by: • Developing and maintaining detailed implementation plan and milestone schedule for design, right-of-way acquisition,permitting, public involvement, bid/advertise/award, and construction activities to meet required in-service dates for critical projects. • Preparing and maintaining a list of critical action items and decisions required for each project to remain on schedule. • Coordinate with FWWD project managers(and design consultants, DOE, and other city departments if requested by FWWD) to ascertain project status and assist with schedule compliance. • Preparing bi-monthly status reports and a bi-monthly executive summary report detailing progress and issues related to critical projects. • Meeting bi-monthly with the FWWD staff to review status of critical projects versus planned milestone schedule. • Supporting the FWWD with special services such as analysis of system operating and field testing data to verify the capacity of critical system components, identification of system bottlenecks, and development of temporary operating schemes to meet demands and improve reliability. �. to��R, ����. l Mr. Chris Harder September 22,2005 Page 2 of 4 Many of these critical water system improvements were identified in the water system master plan and are already in the FWWD's capital improvement plan(CIP). The identified critical projects are listed below: o Northside 54"and 48"water mains (from Holly and Eagle Mountain Water Treatment Plants) o Northside Pump Station Expansion o Southside 54"water main(from Rolling Hills Water Treatment Plant) o Jenkins Heights Pump Station Expansion o Como Pump Station Expansion 0 36"water main from Trinity Blvd to Industrial Blvd o McCart Pump Station and Ground Storage Tank 0 48" Water Main on Risinger Road from Oak Grove to Crowley Road 0 5 MG Ground storage tank and pump station at the proposed Northwest Water Treatment Plant site o Sendera Ranch 5 MG ground storage tank o Sendera Ranch Northside II Pump Station o Sendera Ranch Northside IV Pump Station and elevated storage tank Because funding is not available to construct all of these improvements in a single fiscal year, and because there may be other water system improvements necessary to meet projected demands that have not yet been identified, Freese and Nichols will assist the FWWD with identifying and prioritizing projects based on growth patterns,proposed new development, existing system capacity limitations and operational reliability issues. These services will generally consist of the following: • Update the distribution system computer model to 2005 conditions reflecting updated water demands, and incorporating GIS data on system improvements since 2003 when the model was developed for the Water System Master Plan. • Using the distribution system model, identify other water system improvements not already in the CIP necessary to meet projected demands based on population growth patterns, development plans, recent water use trends, data from field testing, and maintenance/repair data from field operations. • Assist the FWWD with prioritization of critical water system improvements projects in the FWWD's 5 year and 1 year rolling CIP plans based on available funding. The water distribution system model will be used for `what-if analyses of different scenarios for project sequencing. The specific task items to be added to the scope of work are as follows: B1. Program Management for Critical CIP Projects: Provide program management for selected projects identified as critical to meeting projected demands through 2007. It is anticipated that program management services will be provided for up to 16 projects. Program management will generally include the following services: 0If C-1AA CITY 01-1-1kENY Mr. Chris Harder September 22, 2005 Page 3 of 4 131.1 Coordinate with FWVWD project managers, DOE project managers and design consultants to develop critical task list and milestone schedule for design services, ROW acquisition(if required), advertise/bid/award, construction and start-up for each critical project to meet required in-service date. B 1.2 Meet periodically with FWWD Project Managers to review project schedules and determine status of critical tasks and milestones. Prepare bi-monthly critical projects status reports for all projects. 131.3 Attend bi-monthly CIP program coordination meeting with FWWD staff to discuss project schedules and status of critical tasks. B 1.4 Prepare a bi-monthly executive summary status report for critical projects showing progress versus plan. 131.5 Assist with implementation of the revised CIP process including revision of CIP management process documentation,revision of tracking spreadsheets and forms and troubleshooting. 131.6 Prepare/update cost estimates for critical CIP projects not already under design and review cost estimates prepared by others for critical CIP projects already under design. 131.7 Run water distribution system model simulations to support FWWD with evaluation of project sequence/phasing options and `what if analyses (up to 4 different scenarios). 131.8 Prepare technical memoranda with recommendations for CIP project prioritization. 131.9 Prepare materials for(and attend, if requested)up to two presentations related to the progress of critical projects to City Manager and City Council 131.10 Assist with implementation of revised CIP planning process including troubleshooting CIP process problems and preparing revisions/modifications (if necessary) of CIP process documentation and forms. B2. Water Distribution System Model Update (2005) B2.1 Update the water distribution system computer model to 2005 facility network using GIS data, updated pencil maps, construction plans, etc. for system improvements made since last model update (2002/2003). B2.2 Incorporate 2005 updated demand projections and development plans. B2.3 Incorporate operational changes (i.e. Rolling Hills High Service Pump Station, North Side Pump Station, etc.) since last model update. B2.4 Identify testing locations and conduct field testing for model calibration and coordination with FWWD field services. B2.5 Re-calibrate the model using SCADA data and field test data. B2.6 Develop new 2 year CIP for infrastructure needed for FY 2006-2007 & FY 2007-2008. Mr. Chris Harder September 22, 2005 Page 4 of 4 B3. Distribution System Operations Consulting B3.1 Using the updated water model,provide projected max day and peak hour use to production and field operations to identify system bottlenecks. B3.2 Assist with development of field testing procedures for suspected bottlenecks to verify actual capacity. B3.3 Utilize model to analyze temporary/emergency operational changes or system modifications to meet demands. B3.4 Review field testing data, prepare technical memoranda with recommendations for operational changes, system modifications, repair or rehabilitation work as necessary. B4. Water Distribution Model Update(2007) B4.1 Update the water distribution system computer model to 2005 facility network using GIS data,updated pencil maps, construction plans, etc. for system improvements made since last model update in 2005. B4.2 Incorporate 2007 updated demand projections and development plans. B4.3 Incorporate operational changes since last model update. B4.4 Prepare updated CIP for FY09 &FY09. DISCUSSION: On April 13, 2004, (M&C C-20030) City Council authorized the City Manager to execute an engineering agreement with Freese & Nichols in the amount of $749,983.00 for the Eagle Mountain Water Treatment Plant (EMWTP) Expansion Program Management. The program management responsibilities included conducting membrane pilot testing of the raw water supply, preparing a detailed analysis and report, based partially on the pilot testing results, making recommendations on the treatment technology to be incorporated into the design of the EMWTP expansion, performing conceptual design of the EMWTP expansion as well as the raw water intake, pump station, and pipeline, and program management responsibilities including schedule monitoring and compliance, environmental permitting assistance and design review. On May 16, 2005, the City Manager authorized no-cost Amendment No. 1, which deleted continued membrane pilot testing and increased the level of design review and assistance into the scope of work. Amendment No. 2 consists of providing program management services through 2007 to assist staff in completing time critical water system improvements needed as a result of the growth in population and service area. In addition, the program manager will be responsible to update, calibrate, and operate the hydraulic model, to track and quantify demands generated by the large growth, and to prioritize and make recommendations regarding upcoming water system improvements. This project is located in COUNCIL DISTRICT 7.
