LL TO CITY SECRETARY CONTRACT No. 42021 WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 42021, (the CONTRACT) which was authorized by M&C - C24925 on the 21St day of July, 2011 in the amount of $358, 700. 00; and WHEREAS, the CONTRACT was subsequently revised by: Amendment Number 1 in the amount of $34, 500 . 00 which was administratively authorized on March 23, 2012, Amendment Number 2 in the amount of $25, 300. 00 which was authorized by M&C C-25727 on July 17, 2012, Amendment Number 3 in the amount of $24, 840. 00 which was authorized by M&C C-25964 on November 12, 2012; and WHEREAS, the CONTRACT involves engineering services for the following project: LITSEY ROAD FROM INDEPENDENCE PARKWAY TO CLEVELAND-GIBBS; and WHEREAS, it has become necessary to execute Amendment No. 4 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated March 11, 2013, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $133, 700. 00. (See Attached Funding Breakdown Sheet, Page -3-) 2 . The revisions will include a roundabout at the Cleveland-Gibbs Road intersection with Litsey Road as requested by local residents at the February 21, 2013 public meeting. We are requesting payment for these additional services in the amount of $133,700. Engineering Amendment Nos. 1, 2 and 3 increased the contract amount to $393,200, $418,500 and $443,340, respectively. With approval of Engineering Amendment No. 4 the contract will increase to $577,040. The original MBE/SBE fee for this project was $106,667 (29.7%). Engineering Amendment Nos. 1, 2 and 3 revised the MBE/SBE fee to $121,667 (30.9%), $125,467 (29.98%) and $125,467 (28.30%), respectively. Dear Benjamin: Re: Litsey Road & Clevend-Gibbs Road Fort Worth, TX Our Proposal Number ORE 13-031 Thank you for your invitation to submit a proposal to provide roundabout analysis, design, quality assurance, and potentially public involvement services for a proposed roundabout at Litsey Road and Clevend-Gibbs Road in Fort Worth, Texas. Ourston Roundabout Engineering Inc. (Ourston) is accustomed to assisting local consultant by providing a range of services. Our approach when working as sub- consultants is not only to provide review comments and mark-ups as is common practice, but to facilitate growth in knowledge and ability in the area of roundabout design and implementation. We find this approach to be a very effective means for us to develop a collaborative working relationship with prime consultants. A work program that has proven successful with our involvement is to assist with making the best strategic decision concerning the critical design features of a roundabout layout. Thus, we submit the following scope of work for your approval: Operational Analysis (Capacity) • Complete an operational analysis of the AM and PM peak hour forecasted traffic volumes for the roundabout using ARCADY8. ■ Determine residual capacity. ■ Complete a technical memorandum documenting the operational analysis. Preliminary Design • Ourston will work with Halff in completing the roundabout horizontal geometrics. Ourston will conduct a web conference meeting to discuss the proposed roundabout design. March 4, 2013 Page 2 ➢ No impacts to the existing bridge on Litsey Road ■ Ourston will complete a submission package for the roundabout that can be forwarded to the City for their review. The submission package will document horizontal geometric performance checks which include: horizontal design dimensions, fast paths, truck swept paths, path overlap, entry angles, and sight distance envelopes. ■ Review and provide design guidance on the conceptual vertical design. Final Design - Review Ourston will conduct a peer review for each of the following items for the final design of the roundabout. Ourston will provide review comments and conduct up to three web-conference meetings if necessary: ■ Final horizontal geometrics ■ Final vertical geometrics ■ Pavement marking ■ Signing ■ Jointing ■ Lighting ■ Landscaping ■ Staging ■ Final Plan Review Staffing and Schedule Our available resources include seven professional engineers, all specialized in roundabout design. Jedidiah Munroe P.E. will manage the project and act as the point of contact for design and review tasks. Mark Lenters P.E., Principal, will provide quality assurance checks and will attend the (if authorized) public involvement meeting. Ourston will coordinate with your schedule to respond in a timely fashion. The horizontal design, comments and mark-ups could be provided in as little as two weeks if necessary to meet the project schedule. Detailed Information Required The following is a detailed list of up to date information required to undertake this review: ■ Posted and design speeds of approach roadways ■ Existing and forecasted turning movements for the morning, evening, and event traffic peak periods at the intersection • Bicycle and pedestrian traffic volume expectations • Sidewalk locations and expected pedestrian desire lines • Percentage of trucks in the forecast traffic ■ The design vehicle, e.g. WB-65 Mr. Benjamin McGahey, P.E. March 4, 2013 Page 3 ■ Scaled plans showing base mapping, right-of-way, major utilities and structures in CAD ■ Direction and clarification of right-of-way constraints, including obtainable/not obtainable priorities and preferences Other Services (if authorized) Public Involvement We are currently working with the City of Fort Worth on a City wide public education campaign and we can use many of those tools to help you with the roundabout education campaign for this project. The key items that we will coordinate with Halff or complete are as follows: ■ Attendance at one public outreach meeting. ■ Complete an HO scale (1:87) roll plot for the public involvement meeting. ■ Modify educational brochures to be project specific. The fees for the public involvement tasks are listed on the detailed outline of hours and scope shown on the following page. Professional Fees and Authorization We propose services based on a cost not to exceed Thirteen Thousand Six Hundred Thirty Dollars ($13,630.00) for the operational analysis, design, and peer review tasks. A detailed outline of hours and scope is shown on the following page. Owing to the nature of our specialized services and the level of responsibility that we are taking, we request that materials containing Ourston Roundabout Engineering deliverables and/or intellectual material shall include the "Ourston Roundabout Engineering, Inc." name and logo. Litsey Road Illumination, Pavement Markings, Signage, and Traffic Control City of Fort Worth Arterial Upgrades SCOPE OF SERVICES —SAVANT GROUP INC. Additional Services for Roundabout March 2013 General Litsey Road is currently a 2-lane undivided roadway. The City of Fort Worth has contracted with Halff Associates to upgrade Litsey Road to a 4-lane divided arterial. The project will begin at Cleveland-Gibbs in the west and extend to the future Independence Parkway and encompass the transition zones. The project limits for the additional services will be from the project Station 42+00 to the bridge over Henrietta Creek. The design changes are caused by changing the traditional intersection of Cleveland Gibbs at Litsey to a roundabout. Savant Group Inc. (SGI) engineers will provide detail design plans for the following elements of the overall project design: illumination, pavement marking, signage, and traffic control. Halff Associates will provide SGI with the roadway plans, survey plans, and all existing utility information in Micostation Version 8. SGI will prepare all plan sets in accordance with the City of Fort Worth standards. Upon receipt of a signed contract and notice to proceed, Savant Group Inc. will perform the following tasks: Task 1 —Illumination Analysis for Pole Spacing Savant Group will incorporate the following design aspects into the plan sets: A. Design in accordance with IES roundabout guidelines. B. Utilize lighting software to determine the correct pole spacing to light the roundabout roadway as well as provide enough lighting for pedestrians in the crosswalks. C. Lighting analysis will only be done for roundabout and approaches up to the entrance/exit islands. Pole spacing leading up to the roundabout will be based on the current plan spacing of 200 feet. SGI-1 DELIVERABLES SGI will perform a lighting analysis utilizing AGi32 lighting software. A table will be produced showing that the crosswalks and roadway will meet the light level standards. ASSUMPTIONS 1. We will only analyze one type of light that is pre-approved by the City and use the same pole height and type that is already designed for the corridor. 2. The analysis will only be done on the final roundabout layout. If additional analyses are required they will be considered additional services. Task 2—Illumination Savant Group will incorporate the following design aspects into the plan sets: A. Design in accordance with the City of Fort Worth and ANSI/ENSA. B. Davit arm poles spaced in accordance with City standards, approximately 200' for this project. Will use pole spacing from task 1 for the roundabout if Task 1 is approved. C. Coordinate all electric service with the City. DELIVERABLES SGI will develop plans that will provide lighting layout and all necessary details and charts, in addition to any required general notes and special specifications, to ensure a fully functional illumination system. The plans will be developed in Microstation so they can be incorporated into the master plan set. Files will also be provided in PDF format for review purposes. ASSUMPTIONS 1. The plans will utilize the existing electrical service to the east of the re-designed section. If additional poles are required and the electrical service cannot handle additional luminaires, an additional electrical service will be added. The corridor will not be re-designed to accommodate the additional poles. 2. Halff Associates will print any required plans to be submitted to the City. SGI-2 Task 3—Pavement Marking and Signage Savant Group will incorporate the following design aspects into the plan sets: A. Design in accordance with the City of Fort Worth standards. B. SGI engineers will work with the Roundabout design firm to sign and stripe the plans in accordance with the MUTCD as well as nationally recognized standards. C. SGI will create sign designs for any custom street name signs that may be requested. DELIVERABLES SGI will develop plans that will provide pavement marking types and sign locations required within the project limits, necessary details, charts, required general notes and special specifications. The plans will be developed in Microstation to be incorporated into the master plan set. Files will also be provided in .PDF format for review purposes. ASSUMPTIONS 1. All roadway files will be provided by Halff Associates. 2. Halff Associates will print any required plans to be submitted to the City. Task 4—Traffic Control Savant Group will incorporate the following design aspects into the plan sets: A. Design in accordance with the City of Fort Worth standards. B. Utilize the traffic sequence determined by Halff and the City of Fort Worth DELIVERABLES SGI will develop plans that will provide signing plans for each phase of construction needed to direct traffic during construction of the expanded roadway as well as the roundabout to the west of the bridge. The plans will be developed SGI-3 in Microstation to be incorporated into the master plan set. Files will also be provided in .PDF format for review purposes. ASSUMPTIONS 1. This scope does not include any traffic analysis or data collection that would determine the most efficient lane closures based on existing or projected traffic volumes. 2. It is assumed that SGI will not prepare more than five stages of traffic control plans for the project and the work can be shown on a maximum of two pages per stage. 3. The traffic control plans to the east of the bridge can be utilized and will not have to be redesigned to match up with the staging for the roadway to the west of the bridge. 4. City of Fort Worth and TxDOT details will be utilized where possible. 5. Halff Associates will print any required plans to be submitted to the City. Task 5—Construction Services Savant Group will be available to the CITY to answer any questions that may arise during construction. DELIVERABLES Documentation of questions and answers. ASSUMPTIONS 1. SGI will provide for(4) hours of time to assist the City during the construction phase. PROJECT FEE SGI will perform the above tasks for a lump sum fee of$29,200. DISCUSSION: Litsey Road from Independence Parkway to Cleveland-Gibbs Road is a major arterial on the City's Master Thoroughfare Plan and through this project will be widened from two lanes to four. The one lane bridge on this section of Litsey Road was closed in April 2007 due to severe deterioration (M&C G-15671, April 10, 2007). The bridge has recently been reconstructed to four lanes with a temporary two-lane approach roadway by Texas Department of Transportation (TxDOT) under an Agreement with Denton County. The City's participation in this overall improvement effort with Denton County is to provide the permanent roadway through construction of a four-lane facility (M&C C-22445, October 16, 2007). This latest amendment provides funding for the design of a roundabout at the intersection of Litsey Road and Cleveland-Gibbs Road. At the last Public Meeting the citizens requested that a roundabout be considered for this location. Halff Associates, Inc., has provided a scope of work to incorporate roundabout details into the plans and specifications for this project.
