FIRST AMENDMENT TO FORT WORTH CITY SECRETARY CONTRACT NO.48481 This Amendment is made between the City of Fort Worth ("FORT WORTH'), a municipal corporation, acting herein by and through Fernando Costa, its duly authorized Assistant City Manager and Sixty and Better, a Texas nonprofit corporation, acting by and through its duly authorized Executive Director. WHEREAS, in order for Sixty and Better to continue to provide programs and activities that fulfill an essential public need within the City and provide the public with a clear benefit by ensuring the health and welfare of its senior citizens through nutritious meals, transportation services,physical activities,and various other wellness programs; WHEREAS, FORT WORTH and Sixty and Better entered into an Agreement identified as Fort Worth City Secretary Contract No. 48481 for a period of one year beginning October 1, 2016 and terminating on September 30,2017; and WHEREAS, it is the collective desire of both FORT WORTH and Sixty and Better to amend the Agreement to increase the contract amount from$120,000.00 to$160,000.00. NOW THEREFORE,KNOWN ALL BY THESE PRESENT: Fort Worth City Secretary Contract No. 48481 is hereby amended to be effective on September 12,2017 by: 1. Amending Section 4.01 to read as follows: In consideration of Sixty and Better's full and satisfactory performance of this Agreement, the City shall reimburse the actual and necessary allowable costs incurred by Sixty and Better in an amount up to One Hundred Sixty Thousand Dollars and No Cents($160,000.00)("Funds")in accordance with the terms of this Agreement. All other terms, provisions, conditions, covenants and recitals of said Agreement not expressly amended herein shall remain in full force and effect. DISCUSSION: The Congregate Meal Program provides nutritious meals to over 6,000 seniors throughout Tarrant County, including services at the following City of Fort Worth locations: Como, Diamond Hill, Eugene McCray, Handley-Meadowbrook, Northside, North Tri-Ethnic, Worth Heights Community Centers, and Fellowship Corner. Programs generally operate five hours daily from 8:00 a.m. to 1:00 p.m. Senior Citizens Services staff oversee the daily senior program planning, complete meal registrations, coordinate transportation, oversee volunteers, and complete incident/injury reports. Since Fiscal Year 2014,the City Council has approved funding for the Senior Citizens Services of Greater Tarrant County to underwrite a portion of director salaries and operating costs for their Congregate Meal Program in the amount of$80,000.00 for each year. This was as a result of a reduction of support from the United Way and further fiscal reductions due to federal sequestration. In the course of considering and adopting the Fiscal Year 2017 budget, support was voiced for increasing the allocation of resources for services which benefit senior citizens in the City. Mayor and Council Communication G-18828 adopted a supplemental appropriation of$40,000.00 to fund services which benefit seniors, increasing the financial support from the City of Fort Worth to Senior Citizens Services for Fiscal Year 2017 to the total amount of $120,000.00. An assessment of the current service delivery model for senior services is now underway. It will include a multi-stakeholder group to advise on how to improve the City's services to senior citizens. Senior Citizens Services as well as other organizations such as AARP and the United Way of Greater Tarrant County are participating. Staff anticipates that the assessment will be completed by April 2017„ at which time the City Council will be briefed on the findings and recommendations. As a requirement of the supplemental funding of$40,000.00, Senior Citizen Services will be required to maintain the appropriate staffing level of 1 staff person assigned to each facility where senior services are provided. No additional funding beyond the$40,000.00 in supplemental funding will be considered until after the senior citizen services assessment has been completed and the findings of the assessment have been adopted. This program is located in COUNCIL DISTRICTS 2, 3, 5, 8 and 9.
