DISCUSSION: On March 7, 2017, Mayor and Council Communication (MSC C-28147), the City Council authorized the execution of City Secretary Contract No. 49050 with Lindamood Demolition, Inc. to complete the final cleanup efforts at Former Riverside Wastewater Treatment Plant. Work continues with demolition of old plant structures and excavation, transportation and disposal of contaminated soil from abandoned lagoons. The old plant structures demolition is almost complete with the exception of four structures with contaminated solids, the removal of which was not included in this contract. To finalize the Texas Commission on Environmental Quality(TCEQ) Voluntary Cleanup Program (VCP) requirements, this contaminated material must be removed and disposed at TCEQ permitted landfill. Material from two of the structures will require special solids drying techniques prior to hauling solids to meet the landfill acceptance requirements. A cost of$412,751.75 has be provided by the Contractor to do this additional work. To complete this work the contract time will be extended an additional 90 calendar days. The Engineer and City Staff have reviewed the quantities and verified the additional work in this change order. On an annual basis, the expense associated with the environmental remediation for Former Riverside Wastewater Treatment Plant is booked as a liability within the Water and Sewer Operating Fund in accordance with Governmental Accounting Standards. M/WBE OFFICE—Lindamood Demolition, Inc., agrees to maintain its initial MBE commitment of six percent that it made on the original contract and extend and maintain that same MBE commitment of six percent to all prior change orders up to and inclusive of this Change Order No. 2. Therefore Lindamood Demolition, Inc. remains in compliance with the City's BDE Ordinance and attest its commitment by its signature on the Acceptance of Previous Commitment form executed by an authorized representative of its company. SUBJECT: Former Riverside Wastewater Treatment Plant Demolition and Sludge Lagoon Excavation and Disposal Project 00180 Settled Solids Encountered during Construction and Proposed Change Order No. 2 DATE: September 29,2017 The City of Fort Worth Water Department has been made aware of settled solids encountered in several Sector 1 structures during plant demolition activities by Lindamood Demolition during the Former Riverside Wastewater Treatment Plant Demolition and Sludge Lagoon Excavation and Disposal Project. It is our understanding that the following events have occurred to document the solids encountered during construction: Friday,August 4, 2017—Lindamood Demolition, Inc. indicated during a meeting at the City of Fort Worth Water Department that Lindamood had encountered solids at the bottom on some of the structures in Sector 1 while demolishing the former treatment units. FNI visited the site later that afternoon to meet with Lindamood's onsite superintendent and document the condition of the solids discovered in the plant structures.Approximately 3 to S feet of settled solids have settled out in four of the clarifiers on site. Monday,August 7,2017—FNI reviewed original reports by Ned K Burleson &Associates to determine if previous reports had indicated that settled solids were present in plant structures. No indication was found that previous investigations had identified settled solids at the base of the structures. FNI also reviewed stormwater data collected for the Sector 1 structures to confirm that all structures were sampled to verify water quality in the structures. FNI prepared to sample the encountered solids to determine how they could be handled during ongoing plant demolition. Wednesday, August 9, 2017— FNI collected samples from each of the four clarifiers with settled solids and submitted them to Xenco Laboratories for heavy metals and PCB analysis under 2-day rush turnaround. While sampling the clarifiers, Lindamood informed FNI that some of the Imhoff tanks also contained settled solids. Lindamood offered to assist FNI with access to the Imhoff tanks for sample collection. Monday,August 14, 2017—FNI received the analytical report from Xenco Laboratories for the settled solids in the clarifiers after the end of the business day. s.; Page 2 of 3 Tuesday, August 15, 2017— FNI notified the City and Lindamood Demolition that elevated concentrations of some heavy metals and PCBs were detected in samples collected from the four clarifiers on site. • Arsenic concentrations range from 10 to 54.7 mg/kg. • Cadmium concentrations range from 8.63 to 570 mg/kg. • Lead concentrations range from 149 to 7600 mg/kg. • Mercury concentrations range from 0.494 to 5.72 mg/kg. • PCB concentrations range from 1.7 to 310 mg/kg.The regulatory limit is 1.1 mg/kg. August 16, 2017—FNI collected samples from each of the Imhoff tank sections with settled solids and submitted them to Xenco Laboratories for heavy metals and PCB analysis under 2- day rush turnaround. August 22,2017—FNI received the analytical report from Xenco Laboratories for the settled solids in the Imhoff tanks. Slightly elevated concentrations of some heavy metals and PCBs were detected in samples collected from the Imhoff tanks on site. • Cadmium concentrations range from 20.3 to 218 mg/kg. • Mercury concentrations range from 0.175 to 25.9 mg/kg. • PCB concentrations range from 3.3 to 23.9 mg/kg.The regulatory limit is 1.1 mg/kg. Based on the analytical results, settled solids from Secondary Clarifiers #2 and #3 will likely require disposal as a TSCA-regulated PCB waste (with PCB concentrations greater than 50 mg/kg). Settled solids in Secondary Clarifier #1, Final Clarifier #3, and the Imhoff tanks will likely require disposal as a nonhazardous Class 1 or Class 2 waste depending on heavy metal concentrations. Stormwater has been drained from all of these structures; however,the settled solids are saturated from being at the base of these structures full of water. Proposed Change Order No.2 The following solution is proposed to handle the identified settled solids as well as maximize the use of onsite materials to stabilize the settled solids before excavation and disposal at Itasca Landfill. An overview figure is attached. 1. Excavate Round 1A soils from the Sludge Lagoons and mix with settled solids in Secondary Clarifiers #2 and #3 to reduce the moisture content in the settled solids. Approximately 1,357 cubic yards of Rounds 1A soils will be excavated from the Sludge Lagoons and mixed with an estimated 1,310 cubic yards of settled solids in Secondary Clarifiers#2 and#3. 2. Add stabilization materials to the mixture to stabilize the material and further reduce the moisture content such that it will pass the paint filter test for the landfill. 3. Resample the stabilized solids to confirm that the material meets the waste profile for Republic. 4. Dispose of the waste as TSCA-regulated PCB waste (Round 1A) at Itasca Landfill. FNI does not anticipate a need to increase the bid quantity to accommodate the additional volume of settled soils and stabilization materials since,based on the additional sampling data from waste profiling, the total volume of soils excavated from the Sludge Lagoons in Round 1A will be less than originally scoped. Excavate Round 1B soils from the Sludge Lagoons and mix with settled solids in Secondary Clarifier #1, Final Clarifier#3, and the Imhoff tanks to reduce the moisture content in the settled solids. Over 10,000 cubic yards of Rounds 113 soils are available from the Sludge Lagoons to be mixed with an estimated 3,089 cubic yards of settled solids in Secondary Clarifier#1, Final Clarifier#3, and the Imhoff tanks. 6. Add stabilization materials to the mixture to stabilize the material and further reduce the moisture content such that it will pass the paint filter test for the landfill. 7. Resample the stabilized solids to confirm waste profile for Republic. 8. Dispose of the waste as non-hazardous Class 2 waste(Round 1B)at Itasca Landfill. FNI anticipates an increase in the bid quantities for Round 1B soils transported and disposed by approximately 8,000 tons to accommodate the estimated volume of settled soils and stabilization materials. 9. Additional costs will also likely be incurred for excavating, mixing, and subsequent loading of materials for transport and disposal as well as the additional cost for stabilization materials at approximately$50.00 per ton.
