TO CITY SECRETARY CONTRACT
WHEREAS, the City of Fort Worth (CITY) and Halff
Associates, Inc. , (ENGINEER) made and entered into City
Secretary Contract No. 49033, (the CONTRACT) which was
authorized by M&C C-28528 on the 18th day of April, 2017 in
the amount of $291,579.00; and
WHEREAS, the CONTRACT involves engineering services for
the following project:
Marine Creek Drainage Basin Parallel Interceptor Phase
II Improvements at Various Locations Within the Marine
Creek Drainage Basin; and
WHEREAS, it has become necessary to execute Amendment
No.l to the CONTRACT to include an increased scope of work and
revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and
through their duly authorized representatives, enter into the
following agreement, which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the
additional engineering services specified in a proposal dated
December 6, 2017, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional
design services to be performed by Engineer totals
$133,294.00 .

Article II of the CONTRACT is amended to provide for an
increase in the fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall be
an amount of $424,873.00
3.
All other provisions of the Contract, which are not
/1% expressly amended herein, shall remain in full force and

Dear Mr. Sauceda:
Halff Associates is pleased to present this Amendment No. 1 for additional services to City Project
No. 100274. Amendment No. 1 shall include the design, survey, flow monitoring, coordination,
ROW/easement services, construction support, and reproduction for M-279-A from Station
339+93.5 to 343+54 and M-365 from Station 0+00 to 20+28.19, for a total of approximately 2,390
lf. The interceptor will be replaced with a 36-inch line by open cut. An inverted siphon will also be
designed across the tributary to Marine Creek Lake.
In order to provide the design for these lines,Attachment A of the original contract shall include the
following amendments:
• TASK 1.DESIGN MANAGEMENT.
0 1.2. Communications and Reporting - Prepare and submit updated baseline Project
Schedule.
o ASSUMPTIONS—An additional (1) meeting with city staff to discuss siphon design.
• TASK 3. PRELIMINARY DESIGN (60 PERCENT).
0 3.2. Geotechnical Investigation, Subsurface Exploration — An additional three (3)
borings will be evaluated. Laboratory Services.—An additional test is recommended:
absorption pressure and/or one-point pressure swell tests. Engineering Services. —
The engineering report will also address: recommendations for junction box
foundation type,depth,and allowable loading; foundation construction requirements;
recommended lateral pressures for the design of below-grade walls; and
recommendation for box slab support, including an evaluation of the swell
characteristics of the subgrade soils.
o ASSUMPTIONS—An additional (1) boring at an depth of 25 feet and an additional
two (2) borings at a depth of 30 feet.
0 3.9. Parks Coordination—The engineer will coordinate with the Fort Worth Park &
Recreation-Department as necessary.
0 3.10.Flow Monitoring—Flow data will be collected at two manholes upstream of the
inverted siphon location. This data will be used to determine the initial flow needed

The SBE portion of this amendment is $20,400 for additional survey, which is 15.3% of the total
amendment. The SBE utilization of the Original Contract and Amendment No.1 combined is 13.2%,
which exceeds the City's original SBE goal of 10%. Attached are a Level of Effort Supplement,
Estimated Construction Costs and updated Baseline Schedule(formatted in accordance with Exhibits
B-2,B-3 and D of the original contract.).

RECOMMENDATION:
It is recommended that the City Council:
1 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Fund in the amount of$173,294.00 from available funds; and
2. Authorize execution of Amendment No.1 to City Secretary Contract No. 49033, an Engineering
Agreement with Halff Associates, Inc. in the amount of$133,294.00 for a revised contract in the amount
of$424,873.00 for the Marine Creek Drainage Basin Parallel Interceptor Phase II Improvements at various
locations within the Marine Creek Drainage Basin (City Project No. 100274).
DISCUSSION:
On April 18, 2017 Mayor and Council Communication (M&C C-28194)the City Council authorized the
execution of an Engineering Agreement with Halff Associates, Inc. in the amount of$291,579.00 for the
preparation of plans and specifications for the installation of a parallel sewer main for Marine Creek
Drainage Basin Parallel Interceptor(M-365) Phase II within the Marine Creek Basin from Ten Mile Bridge
Road to Huffines Boulevard.
Amendment No. 1 will provide for the necessary design to replace the severely deteriorated sanitary
sewer main located immediately downstream of the project main. In addition, $40,000.00 is required for
increased project management costs.
Engineering for Marine Creek Drainage Basin Parallel Interceptor Phase II Improvements is one
component of the overall project that includes project management, utility coordination water/sanitary
sewer material testing, inspection and contingencies. The overall project budget is $5,000,000.00. Design
is expected to be completed by July 2018. Construction is anticipated to commence in November 2018
and estimated to be completed by November 2019. This project is part of the Water Department's Sanitary
Sewer Overflow Initiative Program.
The project will have no impact on the operating budget of the Water Department.
M/WBE OFFICE: Halff Associates, Inc. agrees to maintain its initial SBE commitment of 10 percent that it
made on the original Agreement and extend and maintain that same SBE commitment of 10 percent to
this Amendment No.1 Therefore Halff Associates, Inc., remains In compliance with the City's BDE
Ordinance and attests to its commitment by its signature on the Acceptance of Previous SBE Commitment
Form executed by an authorized representative of its company.

The project is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of
the Water Capital Fund. The Fiscal Year 2018 Water Operating Fund Budget includes appropriations of
$29,022,689.00.00 for the purpose of providing Pay-As-You-Go funding for Sewer Capital Projects. After
this transfer for Fiscal Year 2018, the balance will be$22,107,497.00.00. Appropriations for Marine Creek
Drainage Basin Parallel Interceptor Phase II Improvements By Funds consist of the following:
