HomeMy WebLinkAboutContract 33121-A4 AMENDMENT TO ENGINEERING CONTRACT STATE OF TEXAS § CITY SECRETARY COUNTY OF TARRANT § Contract No. 331 a k WHEREAS, the City of Fort Worth (City) and Halff Associates, Inc. (Engineer) made and entered into City Secretary Contract No. 33121 (the"Contract") on the 23 day of January, 2006; and WHEREAS, the Contract involves engineering services for the following project: Henderson Street Storm Drain Watershed Planning Study (Phase 6), an Amendment to City of Fort Worth Project No. 00078 WHEREAS, it has become necessary to amend said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I, Section 1 of the Contract is amended to include the additional engineering services specified in a proposal letter dated May 6, 2011, a copy of which is attached hereto and incorporated herein. The cost to City for the additional services to be performed by the Engineer will be billed according to the revised rate schedule incorporated into this amendment as Exhibit`B-2"and shall not exceed$726,000. 2. Article III of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of$2,385,540. 3. Engineer acknowledges its commitment to obtain 10% M/WBE participation for this amendment. The Engineer's commitment for the Contract remains unchanged. 4. WORTH TTX 2 ATTACHMENT"A" Henderson Street Watershed Planning Study(Phase 6)Amendment City of Fort Worth Project No. 00078 Scope of Work Preface Halff Associates, Inc.(Halff) has been under contract with the Storm Water Division of the City of Fort Worth Transportation and Public Works Department since 2005 in several roles. Among these roles are program management for the City's ongoing Neighborhood and Open Channel Study Program and the oversight and quality control for the City's ongoing Storm Water Management System Inventory Project. In this capacity Halff has provided contract administration services,technical quality assurance and quality control(QA/QC)for those studies under contract,and other services. More recently, Halff has provided its expertise to the City for its GIS Storm Water Inventory Project,which includes several tasks such as QA/QC of the GIS data and the resultant InfoNet/InfoWorks product. Finally,Halff has been responsible for updating the Fort Worth Local Drainage Criteria Manual. It is the intent of the City to have Halff Associates continue in this capacity. A. Storm Water Management System Inventory and GIS Program Development Oversight and Quality Control With the assistance of Halff Associates, Inc.,the City of Fort Worth has developed a Storm Water GIS Program. The City is currently in the process of implementing the program. During the ongoing implementation of this project, Halff will continue to provide general oversight and assist with the quality control of the GIS database. The following consulting services will be provided to assist the City with their Storm Water GIS Program: 1. Perform quality control of the storm water GIS database for 80 mapsheds by checking: a. Feature attributes b. Random sample against plan information c. Topology d. Proper import to InfoNet/InfoWorks. 2. Migrate existing custom GIS tools to version 10 of ArcGIS Desktop. 3. Add enhancements to the custom GIS tools to increase quality control efficiency. 4. Assist with the development of a maintenance plan for the GIS database. S. Provide general consulting services and assistance with the GIS program implementation through the completion of the system inventory project(21 months). B. Neighborhood and Open Channel Study Assistance The City is currently conducting open channel and neighborhood drainage studies to review the current drainage conditions in multiple watersheds to identify and evaluate potential improvements in various watersheds throughout the City. The task will be to provide continuing assistance to the City in the program. The goals of this task are to assist the City in: 1 1. Assist coordination of meetings between Storm Water Management and other consultants. 2. Provide guidance to consultants for the management and review of GIS data including topography,stream centerlines,and cross section layouts. 3. Provide administration assistance to the City for the review and coordination of a standardized scope of services,fee and schedule for each consultant selected by the City. This includes all awarded studies in which consultants have not submitted information Halff. 4. Provide detailed review of hydraulic cross section layout and proposed survey cross section layout. S. Perform detailed technical review of hydrologic and hydraulic modeling and floodplain mapping. 6. Perform cursory review of final report to ensure report format,as shown in scope of services,is being followed appropriately. No additional detailed reviews of the report will be prepared,unless requested by City staff. 7. Deliverables and Reports—Monthly progress reports will be prepared. Individual QA/QC reports regarding detailed technical review of open channel studies by Halff staff will be submitted to the City upon completion of the reviews. QA/QC reports will provide technical details of the review and if consultants are following appropriate format provided in scope of work. Hall will maintain project organization of data. 8. Attend both public and internal meetings relating to the Feasible Options Study for the Central Arlington Heights and Forest Park/Berry Watershed Planning Studies and observe and provide technical guidance as needed. C. Updates to Storm Water Local Design Criteria Manual Halff will coordinate with City staff to develop an updated Local Criteria Section (LCS)of the City's Storm Water Management Design Manual. Effort for this task is summarized below: 1. Complete updates of Drainage Detail Sheets: SD-019 Concrete Riprap and new SD-025 Back fill of RCP Storm Drain. 2. Assist City in sub-committee meetings concerning four(4)issues that were identified at the Storm Water Management Public Meeting on January 26, 2010 a. Mod.3—Frequency Factors b. Mod.4—Rainfall distribution issue c. Mod.5—Design Storm in Sump Inlets, Drop Inlets, and Headwall issue d. Mod. 10—Easements for Closed Conduit Systems. 3. Assist City with Mod.15—Detention basin outlet structures,multiple uses, and grading. 4. Update the December 2009 draft of the City's Local Criteria Manual (LCM)to incorporate comments. S. Respond to comments from City on updated draft of LCM and prepare Final Version. 6. Convert the LCM from the 206 format to the new NCTCOG 2009-2010 format. 7. Print and prepare 150 hard copies of the LCM and iSWM Criteria Manual. D. Updates to Grading Permit Halff will assist the City with the development of a Grading Permit for the City of Fort Worth. Effort for this task is summarized below: 2 1. Provide additional research on Grading Permits procedures,and other measures used to control non-platted development and "in-fill'development. Sources will include but are not limited to other Halff offices as well as large cities in the Southern United States including Dallas,Austin, Houston,San Antonio,Oklahoma City,and Tulsa. This includes discussions with Halff Associates Land Development Teams in various offices for input and practically issues in other cities. 2. Assist city staff in the information of a draft Grading Permit which recognizes and maintains consistency with floodplain development permits, land fill permits,landscape regulations,SWPPP,and the city tree ordinance. Meet with various CFM departments for input and feedback on this draft. 3. Prepare for and attend two(2)meetings with developers, engineers,and members of the public to discuss the proposed permit. 4. Respond to comments from the City and others regarding draft Grading Permit. 5. Assist the City with Environmental Code Ordinance language addressing Grading Permit. 6. Assist in the training of selected individuals regarding the Storm Water Program. Five (5)days of training, as well as an additional one(1)day of consultation will be provided. 7. Coordinate the text and figures of the Early Grading Permit,Grading Permit,and Certificate with Revised Drainage Manual text. 8. Prepare single family residential lot drainage text and appendix. 9. Prepare grading permit requirements next to building foundations. E. Assistance with Storm Water Plan Review Halff will assist the City with the review of Engineering Drainage Plans. The scope for the plan review is as follows: 1. Assist and help facilitate the process of implementing new procedures and requirements related to the adoption of the 2011 iSWM Manual and new Grading Permit Ordinance,including those related to the preparation and review of the required iSWM Construction Plan. The first few months of implementation are critical for establishing expectations and smoothing out new procedures. a. New procedures: Assist with new permits,certifications and help translate new requirements into new practices. b. Detailed review of early submittals: As needed by city staff,provide detailed reviews for early selected projects,which will set pattern and tone for future submittals and reviews. c. CIP and Infrastructure Review: Additional review needed to ensure that the iSWM Construction Plan(TCEQ compliant Erosion/Sediment Control Plan) requirements are met. As needed,provide support to help Infrastructure Plan Review staff and TPW Project Managers review these documents. 2. Backup Staffing:As needed, provide additional technical support to the Stormwater Department staff during this time of transition/implementation (remainder of FY11)to avoid delaying the review of submitted plans. 3. Potential projects that could be included in the review process include: a. Small Commercial Permits b. Single Family Residential Permits: Could include referrals from Development for Residential Building Permits that are not standard. 3 c. Plats d. iSWM Construction Plan Review: This is the most significant change in procedures and standards. e. Grading Permit applications. f. FEMA CLOMR and LOMR Review:As needed, provide support for review of submitted floodplain-related applications,including review of hydrology and hydraulics. g. Review of Drainage Studies for Downstream Assessment:As needed,provide review of detailed H&H computations and downstream impact assessments for proposed development projects. 4. Other Services: This could include the complete array of review services provided by City. This could also include a Lessons Learned training session at end of review project, based on experiences during transition. 5. DISCUSSION: The scope for this Storm Water Management Division amendment provides for a continuation of technical and management assistance for: the watershed and open channel study program; oversight of the stormwater mapping program, independent QA/QC assistance to City staff; plan review associated with on-going stormwater studies; and support for updating the City's stormwater design manual and implementing new grading permit procedures. In March 2004,City staff issued a Request for Qualifications (RFQ)for watershed planning studies and for management assistance with the study program. Halff Associates, Inc.,was selected to manage the City's watershed study program.These management services were included in the Henderson Street Storm Drain Watershed Planning Study for which Halff Associates, Inc., was also selected to perform at the same time. Program management work has included development of technical standards and scoping review for stormwater studies, technical oversight of watershed planning studies and open channel studies, and a pilot project that established basic parameters for the City's current GIS mapping project. Halff Associates, Inc., proposes to perform this work for a lump sum fee of$726,000.00. City staff considers this fee to be fair and reasonable for the scope of services proposed. Phases 1 and 2 were paid for through 2004 CIP funding. Storm Water Utility funds have been used for all subsequent phases. Halff Associates, Inc., is in compliance with the City' s M/WBE Ordinance by committing to an additional 10 percent M/WBE participation on this Amendment No. 4.The City's goal on this amendment is 10 percent. This project is located CITYWIDE.
