DISCUSSION: Union Gospel Mission is in the process of constructing a new multi-story building at 1331 Lancaster Street. Part of the project involves a restricted-access employee/volunteer parking lot. Access to the lot will be via a card reader to be mounted on a concrete island. The island will separate the street from an access driveway. Vehicles will proceed through the access driveway to the parking lot. The key pad will be mounted on the building side of the island and is designed to not impede vehicular traffic along East Lancaster Street. The Encroachment Committee has reviewed this application and is recommending approval.
