COUNTY OF TARRANT WHEREAS, the City of Fort Worth (City) and ANA Consultants, L.L.C., (Engineer) made and entered into City Secretary Contract No. 22368 (the Contract) which was authorized by the City Council by M&C C-15822 on the 17th day of December, 1996; and JI WHEREAS, the City of Fort Worth (City) and ANA Consultants, L.L.C., (Engineer) made and entered into Amendment No. 1 which was authorized by the City Council by M&C C-17974 on the 11th day of April, 2000; and WHEREAS, the Contract involves engineering services for the following project: Engineering contract for the design of Corridor Improvements to the Granbury Road/Wabash Avenue/Trail Lake Drive/Seminary Drive Intersection. WHEREAS, it ,has become necessary to execute Amendment No. 2 to said Contract to include an increased scope of work and revised maximum fee to combine the water and sewer relocations into the roadway construction project for the Granbury Road/Wabash Avenue/Trail Lake Drive/Seminary Drive Intersection. NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: Article I, of the Contract is amended to include the additional services specified in M&C C-18664 adopted, by the City Council on July 17, 2001 copy of which is attached hereto and incorporated herein and further specified in the attached letter dated May 24, 2001. The cost to City for the additional services to be performed by Engineer total $77,000. �P� ��E 1!^�JMGDY 1 Article III, of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of$381,000. 3. Project Manager Transportation and Public Works Department City of Fort Worth 1000 Throckmorton St. Fort Worth, TX 76102 Re: Contract Amendment#2 CMAQ - Granbury Rd., Wabash Ave., Trail Lake Dr., and Seminary Drive Project No. 111-021206 Dear Mr. Walsh: During the meeting last Thursday April 26, 2001, the City requested that the utility rehabilitation and relocation construction plans for the above-mentioned project be combined into the paving and drainage construction plans prepared for TxDOT and the City of Fort Worth. The City and TxDOT wish to combine the two projects in order to prevent delaying the TxDOT letting date beyond a fiscal 2001 date. The desired request will require adjusting the existing utility plans to conform to the TxDOT plan criteria and plan size. The TxDOT criteria also requires including additional quantity sheets detailing utility quantities in metric units. ANA will also be required to revise the construction cost estimate, construction scheduling, and redesign the traffic control plan to incorporate the construction phasing of the utilities with the construction of the paving and drainage systems, while maintaining a least one lane of traffic along Trail Lake Dr. Also, we recommend integrating temporary signal design into the redesign of the traffic control plan. We have also included the design of sidewalks, wheelchair ramps and preparation of R.O.W. acquisition documents within this amendment. Due to the requested changes, and recommendations, ANA's project limits and scope for design has increased. (hereinafter "ANA"), as prime-consultant to the City of Fort Worth (hereinafter"City") will perform the following scope of services. ANA will provide the following: Alteration to Paving construction plans and design are as follows: • Addition of Sidewalks and wheelchair ramps as per TAS requirements • Preparation of eighteen (18) R.O.W. acquisition Documents • Placing iron-rods as per R.O.W. acquisition Documents • Redesign Traffic Construction Phasing to include Utility construction. • Redesign Traffic Control Plans to include Utility construction. • Design Temporary Traffic Signals • Revise Quantity Sheets for TCP sheets • Prepare additional Quantity Sheets for Utility quantities in metric units • Revise engineer's construction cost estimate to include utilities quantities • Prepare Request for ADA/TAS Design Variance to Texas Department of Licensing and Regulation for multiple wheelchair access routes. Alteration to Utility construction plans and design are as follows: • Adjust thirty-two (32) plan sheets for water and sanitary sewer along Granbury Road, Trail Lake Dr., Wabash Ave., and Seminary Dr to TxDOT standard plan size sheets. • Revise engineer's construction cost estimate to include utilities quantities • Revise utility design to suit traffic control plans • Convert utility quantities to metric units These additions and alterations will be prepared for the purpose of combining the paving and drainage construction plans and the utility rehabilitation and relocation construction plans into a single set of construction plans. The plans will be prepared in Microstation using English units and Metric units of measurement. It is understood and agreed that the Utility construction plan sheets will be provided in the English units of measurement and the City of Fort Worth format including but not limited to City of Fort Worth's Standards for Construction of Sanitary Sewer and Water. It is also understood and agreed that the traffic control plan sheet format will be the Metric units of measurement and that of the TxDOT Fort Worth District format. It is understood and agreed that the temporary traffic signal plan sheet format will either be that of the City of Fort Worth or of TxDOT Fort Worth District and that an example of the desired format will be provided to ANA at the time of our notice to proceed. For budget purposes, it has been assumed that twenty-six (26) additional plan sheets will be required, i.e., twenty (20) for construction phasing and traffic control design, six (6) for temporary traffic signal design. For budget purposes, it is assumed that thirty-two (32) plan sheets will be adjusted from 24"X36" sheet size to 11"X17" TxDOT standard sheet size as required by TxDOT. Fort Worth,Texas 76107 It is further agreed that a concept design meeting will be held within one week following notice to proceed, At that meeting, ANA will present sketch plans illustrating the proposed layout of the construction phasing and traffic control plans, and temporary traffic signals and their placement during each of the construction phases. It is agreed and understood that the final design of the construction phasing and traffic control plans, and temporary signals will be based on the consensus reached at this meeting and that ANA will be entitled to additional compensation in either event that subsequent comments are in conflict with the previously agreed to concept design. It is understood that the following will be furnished to ANA by the City of Fort Worth: Permitting, if required, for conduits for the temporary signals or other work on railroad right-of-way relative to detection or preemption. r ANA will prepare for and attend up to four (4) meetings with the City and TxDOT. The first such meeting being the concept design meeting that will occur within one week of our notice to proceed. It is anticipated that the second will occur as soon as possible following initial submission to the City or the plan sheets. ANA will provide to the City one (1) set of 11"x 17" Mylar drawings, a revised engineer's estimate of probable construction cost, revised engineer's estimate of construction schedule, and all necessary documentation and services for R.O.W. acquisition. FOR TEXAS DEPARTMENT OF TRANSPORTATION IMPROVEMENTS TO THE INTERSECTION OF GRANBURY ROAD/WABASH AVENUE BETWEEN TRAIL LAKE DRIVE AND SEMINARY DRIVE RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute Contract Amendment No. 2 with ANA Consultants, L.L.C. to provide additional design services for the subject project for a lump sum fee of$77,000. DISCUSSION: On December 17, 1996 (M&C C-15822), the City Council authorized the execution of an engineering services agreement with ANA Consultants, L.L.C. to prepare the plans and specifications for corridor improvements to the intersection of Granbury Road/Wabash Avenue between Trail Lake Drive and Seminary Drive for a lump sum fee of$270,000. City staff has been coordinating with the Texas Department of Transportation (TxDOT) to combine the City's water and sewer relocation project into TxDOT's roadway construction project. Combining both projects has several advantages that include minimizing disruption of construction and street closures on the residential neighborhood only once and not twice. The construction period would be shortened significantly by combining both projects. City staff received a letter from TxDOT dated May 10, 2001, indicating acceptance of combining the City's water and sewer relocation project into TxDOT's roadway construction project. The cost estimate for the roadway construction project is $3,161,235. Under the terms of the agreement between TxDOT and the City of Fort Worth, TxDOT is responsible for 80% of the construction cost, or $2,528,988. The City of Fort Worth is responsible for 20% of the construction cost, or $632,247. The cost estimate for the water and sewer relocation project is $350,000. The City is responsible for 100% of the construction cost for the water and sewer relocations. City staff and TxDOT are in the process of scheduling a citizen meeting to give residents an opportunity to review the design of the project, construction schedule and traffic control plan.
