HomeMy WebLinkAboutContract 26980 AMENDMENT NO. 1 STATE OF TEXAS $ CITY SECRETARY CONTRACT NO. (No M&C Needed) COUNTY OF TARRANT $ WHEREAS, the City of Fort Worth (City) and Wade & Associates, Inc. (Engineer) made and entered into City Secretary Contract No. 23142, (the Contract) which was authorized by the City Council by M&C 16217 on the 12th day of August 1997; and WHEREAS, the Contract involves engineering services for the following project: Engineering contract for the design of Main 21 Drainage Area Sanitary Sewer and Improvements (Group 7 , Contract 3) . WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I of the Contract is amended to include the additional engineering services specified in a proposal letter dated June 21, 2001, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer total $13,827 .54 . 2. Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $924,336.54 . We are also seeking to recover design costs for the preparation a junction structure design for the M-21 outfall into M-275. In addition we are seeking to recover costs associated with the re-design of an accepted Hwy 287 crossing design for M-21 as requested by the City after TxDOT permitting was completed. This Hwy 287 crossing redesign also required the modification of two existing TxDOT permits. Both of these design changes were requested during final plans review and involved substantive plan edits. Specifically, we are seeking approval of the following additional work items in this amendment request as described below: Design Services: Sewer Pipeline Relief for the M-21 Drainage Area • Additional Construction Projects (Units) Bid: The original contract outlined the advertisement of 6 construction projects, but 9 project units were actually advertised under this agreement. For simplicity, we are using the Part 8 project plans which had three (3) project units, as the representative project units that exceed the contract amounts. The table below reflects our labor costs associated with preparing extra plan sets, bid tabulations, as well as printing, and plotting costs. During the final review process, we were requested to design a junction structure. The costs associates with this items are as follows: Staff/Item Hours Labor Direct Total Ex enes Expenses Expenses Senior Engineer 4 $ 403.16 $ 403.16 ($100.79/hr) Senior Office 12 $ 731.28 $ 731.28 Technician ($60.94/hr) TOTAL: $ 1,134.44 • M-21 Relief Sewer Hwy 287 Realignment Design: The last item being addressed under this contract amendment is the design of a revised alignment of M-21 across US Hwy 287, including the revision of a TxDOT permit associated with this location. The highway crossing involved the re-design of 555 LF of 20-inch sanitary sewer that required extensive coordination with the City, TxDOT, Koch Industries and other public utilities. Based on the unit fee for design in this contract of $13.88/LF, we have backed out the survey costs of Wade & Associates, Inc. ,. Consulting Engineers I���'ti'r��LSCrU,'.ISIYi�1P R. O)EITH, TM Page 3 of 3 Mr. John Boyer 6/21/2001 $2.42/LF for a revised design unit price of$11.46/1-F. However, since much of the area had been previously laid out, the level of effort to design the M-21 re- alignment was reduced to account for that fact. Therefore, we further reduced the unit design fee by 40 percent to account for this fact, yielding a computed unit price of $6.88/L.F. Therefore, the redesign of 555 LF of M-21 across US Hwy 287 equals $3,818.40. In addition, we are seeking another permit fee of $500.00 to cover the cost of amending two existing TxDOT permits since we had to file revised plans and paperwork. Therefore, we are requesting $4,168.40 to cover costs associated with this amendment item. This amendment would increase the total contract amount from $910,509.00 to $924,336.54, representing an increase of 1.52 percent (1.52%). In addition to the above, we had to re-design M-21,L-774,Line D and various sewer line extensions on this project. We will discuss these items with you in the near future.
