COUNTY OF TARRANT j WHEREAS, the City of Fort Worth (City) and URS Greiner Woodward Clyde (The "Engineer" ) made and entered into City Secretary Contract No. 26612, (the Contract) which was authorized by the City Council by M&C 0- 18477 on the 27 day of February, 2001; and WHEREAS, the Contract involves engineering services for the following project: Engineering contract for the design of drainage improvements to serve proposed Fire Station No. 8 off East Rosedale Street at Beckham Street. WHEREAS, it has become necessary to execute Amendment No. l to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract : 1. Article I of the Contract is amended to include the additional engineering services specified in a proposal letter dated June 1 , 2001 a copy of which is attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $70, 703 .00 2 . Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $106, 702 . 00 OdJt RD 3 . City of Fort Worth 1000 Throckmorton Fort Worth, TX 76102-6311 Reference: Rosedale Street Widening CSJ: 8648-02-011 Storm Drain Improvements For Proposed Fire Station 8 (DOE#3247) DOE#3247 Contract Amendment No. 1 Dear Mr. Trice: Below is the scope of service required to obtain railroad permits,develop drainage easements, conduct field surveys and perform design revisions to the final Rosedale Street Widening plans. All this scope is related to relocation of the Fire Station 8 to the southeast corner of Rosedale St and 12th Street. BASIC SERVICES Task A- Rosedale Street Widening Plans Revise the final plans to incorporate a new concrete box storm sewer from 9th St. to an outfall on FW&WRR. The preliminary design and estimated cost for this box sewer was included in my letter to you dated April 16, 2001. Revise roadway plans to accommodate the fire station driveways, median cut, provide flashing stop signals at fire station driveway, and revise the construction staging and traffic control plan such that the existing fire station is not deactivated until the new fire station is activated. Task B- Specifications and Quantities Develop special specifications, general notes and quantities associated with the proposed design work described in Task A above. SPECIAL SERVICES Task C- FW&W Railroad Approvals for Drainage Outfall 1. Develop railroad Exhibit A for the erosion protection of the trestle at the drainage outfall. 2. Develop railroad Exhibit A for the drainage outfall and any required channel improvements downstream. 3. Attend four coordination meetings to obtain railroad Exhibit A approvals. Task D- Railroad Trestle Scour Analysis and Report The scour analysis will be performed using HEC-RAS software and methods outlined in Hydraulic Engineering Circular No. 18 (FHWA, 1995)which is generally used by TxDOT. Visual inspection field data will be collected from the bridge site regarding the soil type, characteristics of stream, and other factors that could affect the trestle. Scour envelopes will be shown on the existing bridge layout for 100- year storm event. Develop drainage easement requirements for the proposed concrete box storm sewer. 2. Coordinate with WLA for development of two drainage easements. See the attached WLA letter dated May 15, 2001 for a detailed scope description. Task F- Topographic Surveys 1. Develop topographic survey of the FW&WRR drainage ditch for 1000 LF downstream from the box culvert outfall. See the attached fee proposal from Gorrondona& Associates dated May 8, 2001. 2. Develop contours and TIN model of survey data for the railroad drainage ditch. The total estimated cost of the above described engineering services is $70,703.00. A detailed cost breakdown is included in the enclosed Attachment B- Estimate of Engineering Service Cost. The M/WBE participation is estimated to be 14%. DISCUSSION: On February 27, 2001 (M&C C-13568), the City Council authorized the City Manager to execute an engineering agreement with URS Greiner Woodward Clyde (URS) in the amount of $35,999 to prepare construction plans and contract documents for drainage improvements to serve proposed Fire Station No. 8 off East Rosedale Street at Beckham Street. This project is being coordinated with the Texas Department of Transportation (TxDOT) who is currently preparing plans for the widening of East Rosedale Street. URS was selected for the design of the City storm drain, partially because URS is TxDOT's design engineer for East Rosedale Street. URS examined alternative storm drain alignments to serve the fire station site. The site receives offsite drainage, a large portion of which originates from East Rosedale Street. One identified alternative rerouted the existing storm drain alignment eastward on East Rosedale Street. The alignment was considered the preferred alignment because of cost and impact to private property. Discussions were held with TxDOT and it agreed to include the storm drain in the scope of its project. Additionally, the storm drain work would be eligible for 50% cost participation by the state under the terms of the Minute Order for East Rosedale Street. The proposed scope under this amendment would provide for the design of this alternative and the inclusion of this work in TxDOT's project. URS proposes to perform the additional work for a lump sum of $70,703. Staff considers this fee to be fair and reasonable for the scope of services proposed. URS Greiner Woodward Clyde is in compliance with the City's M/WBE Ordinance by committing to an additional 14% M/WBE participation on this amendment. The City's goal on this amendment is 14%.
