SUBJECT ACCEPTANCE OF FUNDS AND ADOPTION OF SUPPLEMENTAL APPROPRIATION
ORDINANCE WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY
AFFAIRS FOR THE COMMUNITY SERVICES BLOCK GRANT THROUGH
DECEMBER 31, 2001
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to accept funds in the amount of $123,300 from the Texas Department
of Housing and Community Affairs (TDHCA) for the year 2001 Community Services Block Grant
(CSBG) program; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $123,300; and
3. Apply indirect cost rates in accordance with the City's Administration Regulations 3-15, at a rate of
17.76%, which represents the most recently approved rate for this department, and apply the new,
approved rate when available.
DISCUSSION:
Since October 1992, the TDHCA has provided funds annually to the City of Fort Worth through the
state's authorization process entitled Letters of Notification (LON). The LON indicates the amount of
funds the City will receive for the current year.
On January 10, 2001 (M&C C-18504), the TDHCA allocated $905,800 to the City for the 2001 program
year.
On April 9, 2001, the TDHCA notified the City that the year 2001 allocation had been increased by
$123,300. This increase is due to the State of Texas receiving a 13.7% increase in their CSBG
allocation from the Federal Government.
This increase in allocation will enable the City to continue programs and services aimed at assisting
low-income persons through case management, emergency assistance, outreach and certification for
energy assistance, information and referral, as well as services to provide clients with transportation to
access services for medical, educational, employment and other needs. Nine neighborhood centers
will be utilized to deliver program services.
This program serves ALL COUNCIL DISTRICTS.
No matching funds are required from the City.
