HomeMy WebLinkAboutContract 32378-A4 t AMENDMENT NUMBER 4 STATE OF TEXAS S CITY SECRETARY CONTRACT NO. - tr COUNTY OF TARRANT S WHEREAS, the City of Fort Worth (CITY) and Teague Nall and Perkins , Inc. , (ENGINEER) made and entered into City Secretary Contract No. 32378 , (the CONTRACT) which was authorized by the City Council by M&C C-20954 on the 6th day of September, 2005; and subsequently revised by Amendment Number 1 which was authorized by the City Council on the 12th day of December, 2006 (M&C C-21883) ;and subsequently revised by Amendment Number 2 which was authorized by the City Council on the 19th day of August, 2008 (M&C C-22981) ; and subsequently revised by Amendment Number 3 which was authorized by the City Council on the 9th day of June, 2009 (M&C C- 23573) ; WHEREAS, the Contract involves engineering services for the following project: Golden Triangle Boulevard from IH-35W to US 377 ; WHEREAS, it has become necessary to execute Amendment No. 4 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the Contract: 1 . Article I of the Contract is amended to include the additional engineering services specified in the proposal letter dated December 30, 2009, copies of which are attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer total $51,000 . 00. 2 . Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $2,277 ,206.00 . The following is a brief description and cost for the additional services to be provided on this project: I. Realignment of Golden Triangle West of Old Denton Road The City requests that TNP realign Golden Triangle Boulevard from STA 115+00 to STA 130+00 in order to reduce the right-of-way to be acquired from the property located at the southwest corner of Golden Triangle Boulevard and Old Denton Road. The scope of services necessary to accomplish the realignment of Golden Triangle Boulevard are addressed below. A. Construction Plans. The following plan sheets will be modified: 1. Alignment Data Sheets 2. Traffic Control Plans (phases 1-4) 3. Paving & Seeding Layout 4. Golden Triangle Paving Plan & Profile Sheets 5. Old Denton Road Plan & Profile Sheets 6. Intersection Layout Sheet 7. Drainage Area Maps & Computation Sheets 8. Culvert OD1 Plan & Profile 9. Culvert STA 127 Plan & Profile 10. Storm Drain Line "A-1" 11. Storm Drain Line "A-2" 12. Signal Plans at Old Denton Road 13. Signing & Pavement Marking Plans 14. Stormwater Pollution Prevention Plans 15. Plan Quantities & Estimate B. Right-of-Way Documents 1. Eliminate Park Vista Intersection from Construction Plans The City requests that TNP eliminate the Park Vista intersection from the project, including the median opening and traffic signal. The scope of services necessary to accomplish this change are addressed below. A. Construction Plans. The following plan sheets will be modified: 1. Traffic Control Plans (phases 2 and 4) 2. Paving & Seeding Layout 3. Golden Triangle Paving Plan & Profile Sheets 4. Storm Drain lateral plan & profiles 5. Signing & Pavement Marking Plans 6. Stormwater Pollution Prevention Plans 7. Plan Quantities & Estimate B. Right-of-Way Documents. 1. Revise documents for Parcels 42 and 54. 2. Prepare two (2) water line easements. 3. Prepare one (1) drainage easement. Fee Proposal for Contract Amendment No. 4: $ 51,000.00 TNP proposes a fixed fee of$51,000 to accomplish the scope of services described above. This fee shall be full compensation for work required of TNP and three subconsultants. Summary of Fees: I. Golden Triangle Realignment A. Construction Plan Revisions $ 32,000 B. DISCUSSION: The 2004 Capital Improvement Program (CIP) approved $7,300,000.00 for the design and construction of this project as a four-lane divided roadway. This contract amendment is needed for the following design services: Realign Golden Triangle Boulevard west of Old Denton Road to reduce the amount of right-of-way to be acquired by 1.13 acres; Eliminate right turn lanes and pavement at the future intersection for Park Vista Boulevard to reduce the amount of right-of-way to be acquired by 1.04 acres and reduce the anticipated construction cost. Park Vista Boulevard will be constructed in the future as new development occurs in the area; and Revise environmental, right-of-way, drainage and waterline easement documents to account for these changes. On September 6, 2005, (M&C C-20954)the City Council authorized the City Manager to execute City Secretary Contract No. 32378 with Teague Nall and Perkins, Inc., in the amount of$355,275.00 for the schematic design of Golden Triangle Boulevard from Interstate Highway 35W to US Highway 377 as a four lane divided arterial street. On December 12, 2006, (M&C C-21883)the City Council authorized the City Manager to execute Amendment No. 1 with Teague Nall and Perkins, Inc., in the amount of$1,711,431.00 for the final design of Golden Triangle Boulevard from Interstate Highway 35W to US Highway 377 for a total contract cost of$2,066,706.00. On August 19, 2008, (M&C C-22981) the City Council authorized the City Manager to execute Amendment No. 2 with Teague Nall and Perkins, Inc., in the amount of$126,900.00 for the design of waterline improvements along Golden Triangle Boulevard from Interstate Highway 35W to US Highway 377 for a total contract cost of$2,193,606.00. On June 9, 2009, (M&C C-23573)the City Council authorized the City Manager to execute Amendment No. 3 with Teague Nall and Perkins, Inc., in the amount of$32,600.00 for the additional right-of-way exhibits, field staking for franchise utility relocations and the design of new traffic signals at the Rancho Place/Crawford Farms and Park Vista intersections for a total contract cost of file://C:\Documents and Settings\weissm\My Documents\Golden Triangle\C-24140.htm 3/30/2010 M&C Review Page 2 of 2 $2,206,206.00. Teague Nall and Perkins, Inc., proposes to complete Amendment No. 4 for a lump sum fee of $51,000.00. City staff considers this fee to be fair and reasonable for the scope of services to be performed. Teague Nall and Perkins, Inc., is in compliance with the City's M/WBE Ordinance by committing to an additional 22 percent M/WBE participation on Amendment No. 4. The City's goal on this Amendment is 20 percent. This project is located in COUNCIL DISTRICT 2, Mapsco 21 L, 21 M, 21 R, 22N, 22P, 22Q, 22L, 22M and 23J.
