WHEREAS, the City of Fort Worth (CITY) and Baird, Hampton & Brown,
Inc. , (ENGINEER) made and entered into City Secretary Contract No. 49872,
(the CONTRACT) which was authorized M&C C-28397 on the 261:h day of
September, 2017 in the amount of $300, 000; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
2018 Bond, Street Reconstruction Contract I; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated August 10, 2018, a
copy of which is attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by Engineer
totals $160, 000. (See Attached Funding Breakdown Sheet, Page -3-)
2 .
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $460, 000.
3 .
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

We are pleased to have been selected to assist you with the above referenced project; and offer our
proposal to provide engineering services for Alta View, Kimbo and McComas;the second of two projects
within Contract 1.This proposal represents our request for an amendment to the professional services
contract,to provide for Contract 16.
The original contract allocated $300,000 for professional services, which was determined to be
inadequate to provide professional services for the entire project.In addition,the original scope of work,
which provided for reconstruction of all of the referenced streets, was broken-up into two separate
projects, requiring additional effort.
Per the enclosed Level of Effort Spreadsheet, the overall scope of work, for Contract 16—Alta View,
Kimbo and McComas, has been estimated to be $167,055. A topographic survey, subsurface utility
engineering and a geotechnical investigation have already been completed and were part of the original
contract scope.
Task Orders #1 and #2 provide for Contract 1A, and total $282,408; an amount slightly less than the
original contract amount. This request for amendment is for $160,000 and will allow us to complete
Contract 16—Alta View, Kimbo&McComas. Please see the enclosed Contract Amendment Form.

Various Streets for a Revised Contract Amount up to $460,000.00 (2018 Bond) (COUNCIL DISTRICTS 2
and 4)
RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 1, in an amount not to
exceed $160,000.00, to the Engineering Services Agreement with Baird, Hampton & Brown, Inc., City
Secretary No. 49827, for the final design of transportation improvements along Great Southwest Pkwy
from Mark IV Pkwy to North Frwy Service Road Southbound, Alta View Street from Kimbo Road to
Premier Street, Kimbo Road from Mesquite Road to NE Cul-De-Sac and McComas Road from Kimbo
Road to N. Beach Street including construction management services, for a revised contract amount up to
$460,000.00 (City Project No. 101119).
DISCUSSION:
In preparation for the 2018 Bond Program and to advance delivery of projects, an engineering services
agreement was executed with Baird, Hampton & Brown, Inc. for 2018 Street Reconstruction Contract 1
(M&C C-28397), to further define individual project cost and identify possible risks that would impact costs
and delivery schedules for the streets referenced above.
This amendment will provide for the remaining professional engineering services required to complete the
project. Baird, Hampton & Brown, Inc. proposes to perform these additional professional services in an
amount not to exceed $160,000.00. Staff considers this fee to be fair and reasonable for the scope of
services to be provided.
Available resources within the General Fund will be used to provide interim financing for expenditures
incurred on projects within the 2018 Bond Program until debt is issued. Once debt associated with these
projects is sold, bond proceeds will reimburse the General Fund, in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance approving the bond
election and authorizing the appropriation of funds. Original funding for this project was authorized on May
16, 2017 by M&C G-19009.
M/WBE OFFICE — Baird, Hampton & Brown, Inc. is in compliance with the City's BIDE Ordinance by
committing to 14% SBE participation on this project. The City's SBE goal on Amendment No. 1 is 14 %.
These projects are located in COUNCIL DISTRICTS 2 and 4.
