HomeMy WebLinkAboutContract 33584 CITY SECRETAR CONTRACT NO .U05(- AMENDMENT NO. 1 STATE OF TEXAS §CITY SECRETARY CONTRACT NO. 31731 (M&C Needed) COUNTY OF TARRANT § WHEREAS, the City of Fort Worth (City) and LJRS Corporation (Engineer) made and entered into City Secretary Contract No. 31731 (the Contract) which was authorized by the City Council by M&C CJLV4cJJon the 18 day of January, 2005; and WHEREAS, the Contract involves engineering services for the following project: Engineering Contract —Part 150 Noise Compatability Study for Fort Worth Alliance Airport WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the Contract: 1. Article I of the Contract is amended to include the additional engineering services specified in a proposal letter dated February 15, 2006, a copy of which is attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $138,058.00 2. Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of$299,880.00 and 138,058.00 for a NTE $ 437,938.00 All other provisions of the contract, which are not expressly amended herein, shall remain in full force and effect. DISCUSSION: In 1991, the City conducted FAR Part 150 Noise Compatibility Studies at Meacham and Alliance Airports. Since that time the activity at Alliance Airport has changed significantly and development around the airport has also greatly increased; therefore, staff determined that an update of the FAR Part 150 Noise Compatibility Study was necessary. On January 18, 2005, (M&C C-20492) the City Council authorized the execution of a contract for consulting services with URS Corporation in the amount of$299,880 to update the FAR Part 150 Noise Compatibility Study for Fort Worth Alliance Airport. During the development of the required Noise Exposure Map, under the FAR Part 150 Noise Compatibility Study, it was determined that custom profiles for military aircraft using Fort Worth Alliance Airport needed to be developed and that portions of the Northwest Independent School District campus may be exposed to unacceptable noise levels. On March 28, 2006, (M&C G-15134)the City Council authorized acceptance of a grant from the Federal Aviation Administration in the amount of$792,484. In order to avoid delay in the FAR Part 150 study process, while the City is waiting for the grant to be issued, Alliance Air Services, through its President, Mr. Tim Ward, proposes to provide advance funds for the increased costs associated with this project. If approved, Alliance Air Services will request a reimbursement to be paid from grant funds after the grant has been received. In the event the grant is not received, the City of Fort Worth will not be responsible for reimbursement of any monies paid in association with this action. URS Corporation is in compliance with the City's MWBE Ordinance by committing to 15.3% DBE participation on this amendment. The City's goal for this project was 15% DBE.
