("Engineer") made and entered into City Secretary Contract No. 33312 (the "Contract") which was administratively executed by the City Manager on March 9, 2006; WHEREAS, the Contract involves engineering services for the following project: Trinity Parkway Alignment Study WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract for the engineering services for the Trinity Parkway Alignment Study; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement that amends the Contract: 1. Article I, of the Contract is amended to include the additional engineering services specified in M&C C-21826, adopted by the City Council on the 7th day of November, 2006 and attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $35,000 � ORIGINAL 2. Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $59,000. 3. Daze � ���9�1'�� ������ —2— �9�c� �������� �..:., � , �:;.:������� ��� . , , City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION: Approved on 11/7/2006 DATE: Tuesday, November 07, 2006 LOG NAME: 20TRINITY PKWY REFERENCE NO.: C-21826 SUBJECT: Authorize Amendment No. 1 to the Engineering Agreement with Kimley-Horn and Associates, Inc., for the Trinity Parkway Alignment Study RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 to the original professional services agreement with Kimley-Horn and Associates for the Trinity Parkway Alignment Study (Contract No. 33312 in the amount of $24,000, approved March 9, 2006) to increase the project budget by $35,000 for a total project budget amount of $59,000. DISCUSSION: In May 2003, the City of Fort V�✓orth contracted with Kimley-Horn, Inc., for a near Westside traffic study for Trinity Parkway from University Drive to West 7th Street. Trinity Parkway is shown on the 1990 Master Thoroughfare Plan and the 2004 Master Thoroughfare Plan as a four-lane divided arterial street from University Drive to West 7th Street. The study concluded that the construction of Trinity Parkway would have a positive impact on regional mobility and travel time and would reduce the amount of traffic traveling through Trinity Park and adjacent residential streets. As a result, the study recommended that Trinity Parkway remain on the City's Master Thoroughfare Plan (MTP). In August 2004, the City of Fort Worth contracted with Kimley-Horn, Inc., for the Trinity Parkway Alignment Study in order to determine the appropriate alignment of Trinity Parkway. This study evaluated three potential Trinity Parkway alignments (including the location on the 2004 MTP). The goal of the study was to identify a preferred alignment and roadway typical cross section(s) based upon technical considerations for the roadway alignment alternatives as well as from a public comment process. In January 2005, the study was completed and a preferred alignment was selected and preserved on the City's MTP. In February 2006, the City Council directed staff to re-evaluate the current alignment of Trinity Parkway on the MTP and to also conduct a comprehensive public involvement process. Consequently, the City of Fort Worth contracted with Kimley-Horn, Inc., to re-evaluate all of the alternative alignments including new options identified by staff and stakeholders. The initial cost for this latest Trinity Parkway Alignment Study was estimated to be no more than $24,000. However, current estimates suggest that the project total cost will reach nearly $59,000 due to project scope expansion and the significant public involvement component requested by City Council. Since the cost of this project was not budgeted in FY2005-06, T/PW will continue to absorb the additional cost of the project into its current year budget. Kimley-Horn and Associates, Inc., is in compliance with the City's M/WBE Ordinance by committing to 11 percent M/WBE participation. �= This project is located in COUNCIL DISTRICT 9.
