EXHIBIT "A-1" SUPPLEMENTAL SCOPE OF SERVICES (SUPPLEMENT TO ATTACHMENT "A") Sanitary Sewer Rehabilitation GIS Database Phase 1 City Project No. 00463 Goal of Project The City of Fort Worth Water Department has begun the development of a Geographical Information System (GIS) to provide technologies to manage and map city -owned infrastructure and utilities. Among the capabilities GIS will provide is the ability to integrate database information with the graphical data for analysis, reporting and display. Beginning in 1993, the City of Fort Worth received an Administrative Order (AO) from the United States Environmental Protection Agency to improve the wastewater collection system and eliminate sanitary sewer overflows (SSOs). Since completion of the AO in 2000, the City has continued a proactive approach to conduct various Sanitary Sewer Evaluation Studies (SSES) by in-house FWWD Field Operations Division staff and outside consultants. This on -going program has identified sewer lines for replacement or rehabilitation. Additional sewer lines continue to be identified for replacement and rehabilitation through customer complaints and routine maintenance activities. This project will create a database of sewer lines that have been identified for replacement and integrate that database with the new GIS. This will provide the FWWD enhanced capabilities for management, prioritization, budgeting and planning the sewer replacement program. Furthermore this will comply with the proposed requirements by the Texas Commission on Environmental Quality (TCEQ) SSO initiative and EPA's proposed C-MOM Rule for integrated mapping of sewer improvements related to SSO elimination programs.
