TO CITY SECRETARY CONTRACT No. 35237
WHEREAS, the City of Fort Worth (CITY) and HALFF ASSOCIATES, Inc.,
(ENGINEER) made and entered into City Secretary Contract No. 35237, (the
CONTRACT) which was authorized by M&C #C-21993 on the 6th day of March,
2007 in the amount of $ 63,650; and
WHEREAS, the CONTRACT was subsequently revised by Amendment Number 1
in the amount of $213,605 which was authorized by M&C #C-24593 on
November 16, 2010, and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Glen Garden Drainage Improvements, Project No. 00476; and
WHEREA�, it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated August 2, 2013, a copy
of which is attached hereto and incorporated herein. The cost to City
for the additional design services to be performed by Engineer totals
$114,944. (See Attached Funding Breakdown Sheet, Page -3-)
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $392,199.
3.
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

Dear Ms. Young,
Thank you for the oppartunity to provide professional engineering services for the City of Fort Worth.
This submittal is for Amendment No. 2 to the Glen Garden Storm Sewer Improvements Project (City
Project No. 00476), which includes effort for evaluating potential detention options, channel
improvements, and optimizing the downstream end of the proposed storm sewer improvements. In
addition, the amendment includes additional survey and geotechnical analysis as well as Floodplain and
Parks Conversion permitting as directed by the CITY.
Halff Associates, Inc. was authorized by the City of Fort Worth in Apri) 2007 to conduct a detailed study
of the drainage patterns in the vicinity of the Glen Garden Country Club. The final report, entitled Glen
Garden Drainage Study, included a thorough examination of the existing system conditions and drainage
patterns as well as analysis and recommendation of storm sewer and/or channel improvements aimed
at removing or reducing flooding in the area. Based on the results presented in the study, The City of
Fort Worth requested that Halff Associates Inc provide a proposal for design services, which was
provided as part of Amendment No. 1. Amendment No. 1 was authorized by City Council on November
14, 2010.
During the course of the improvements design, the terrain data was updated using survey and LiDAR
data (2009) TNRIS. The updated modeling done as part of the Conceptual Design Phase (30%) revealed
that there was still some structural flooding along the channel near Glen Garden Ave. After several
discussions with the CITY, it was decided that the addition of a detention pond would reduce
downstream flows sufficiently to provide flood relief to those homes. Halff provided detailed modeling
analysis, conceptual layouts, and significant coordination for two (2) detention sites within the
watershed. In addition, at the request of the CITY Halff intends to evaluate the efficacy of
improvements to the channel near Glen Garden Avenue and design the improvements that result from
that analysis. In support of the channel improvements, topographic survey and geotechnical
investigation of the channel will be necessary.
In addition to the supplementary analysis and design discussed above, the CITY has requested a
Floodplain Development Permit and Parks Conversion Permit, which were not included in the original
study contract or in Amendment No. 1. Finally, the CITY has requested "Additional Services" that may
be used at it's discretion. These services include meetings with property owners or stakeholders, exhibit
preparation, and other related items.

Amendment No. 2 of the Gien Garden Storm Sewer Improvements project includes field reconnaissance,
drainage calculations and modeling, and conceptual layout of two (2j potential detention ponds options
within the Glen Garden watershed as well as analysis of channel improvement and modifications to the
outfall to minimize downstream impacts and optimize the system. The amendment includes additional
services including a City of Fort Worth Parks conversion permit, compliance with updated City of Fort
Worth construction specification requirements, and the completion of a floodplain development permit.
The potential detention pond locations are at Tadlock Park, near the intersection of Fairway Dr. and
Eastline Dr., and on the Glen Garden Golf Course.
The design phase for Amendment No. 2 will include plan submittals at 60, 90, and 100-percent
completion and submittal of technical specifications and cost estimates at the 60, 90, and 100-percent
milestones. The 30-percent (Conceptual) submittal has been completed and provided to the CITY and
will not be provided as part ofi this Amendment. The scope will also include additional meetings and
coordination with the CITY and the owners of the Glen Garden Country Club and floodplain permitting
for the outfall of the Glen Garden system.

SUBJECT: Authorize Execution of Amendment No. 2 to City Secretary Contract No. 35237, an

RECOMMENDATION:
It is recommended that the City Council authorize execution of Amendment No. 2 to City Secretary
Contract No. 35237, an Engineering Agreement with HalffAssociates, Inc., in the amount of $114,944.00
for additional engineering analysis and design of the Glen Gardens Drainage Improvements Project,
thereby increasing the total contract to the amount of $392,199.00.
DISCUSSION:
The Amendment recommended by this Mayor and Council Communication will provide additional
engineering analysis and design for areas outside the original project limits. During design, it was
determined that additional improvements along the channel near Glen Gardens Avenue are needed to
reduce the risk of structure flooding. Preliminary analysis indicates that 16 homes and one commercial
structure are at risk of flooding in the 100-year everit. There are three flood insurance policies within the
watershed of the project area.

Halff Associates, Inc., proposes to perform the Amendment services for a lump sum fee of
$114,944.00. Staff considers the fee to be fair and reasonable for the scope of services proposed.
Funding for this project is being provided from revenue bonds in the Stormwater Capital Projects Bond
Fund.
MWBE Office: Halff Associates, Inc., is in compliance with the City's M/WBE Ordinance by committing to
an additional 18 percent M/WBE participation on this Amendment No. 2. The City's goal on this
