HomeMy WebLinkAboutContract 48490-A2 AMENDMENT No. 2 TO CITY SECRETARY CONTRACT WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. , (CONSULTANT) made and entered into City Secretary Contract No. 48490, (the CONTRACT) which was authorized by M&C C-28006 on the 6th day of December, 2016 in the amount of $800, 000. 00; and WHEREAS, the CONTRACT was subsequently renewed and amended by Amendment Number 1/Renewal Number 1 providing for the additional amount of $500, 000. 00 which was previously authorized by M&C C-28006 on December 6, 2016; and WHEREAS, the CONTRACT involves engineering services for the following project: Channel Inventory and Mapping Project; and WHEREAS, it has become necessary to execute Amendment No. 2 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and CONSULTANT, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in a revised scope of work dated February 16, 2018, a copy of which is attached hereto and incorporated herein. The cost to City for the additional professional services to be performed by CONSULTATN totals $172, 000. 00. 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $1, 472, 000 . 00 . 3 . WORTH TX Scope of Work: Channel Inventory Condition Assessment The current scope of work for the Channel Inventory project includes locating and identifying the types of open channels,and the structures within the open channels,throughout the City of Fort Worth. Halff is using aerial imagery to align the stream network and identify possible structures within the channels. After the initial data preparation has been completed using desktop GIS, Halff anticipates performing field data collection on approximately 500 miles of stream to verify the types of channels and structures. In an effort to support the Channel and Structure Rehabilitation Programs, Halff is proposing to modify the Channel Inventory scope of work to include channel and structure condition assessments during the planned field data collection efforts. The modifications to the original scope of work will include tasks to support collecting information needed for the City's existing Stormwater Channel Rating form, developing a rating form for the condition of the structures,collecting field photos to help document the conditions,and transferring the information to the City's Accela work order system. The specific tasks that will be added to the current scope of work include: 1. Work with the City to develop a Stormwater Channel Structure Rating form that is in line with the existing Stormwater Channel Rating form to document condition factors including displacement, erosion around the structure, deterioration,and structural function 2. Follow the City's existing Stormwater Channel Rating form and collect the data related to sedimentation, erosion,vegetation, utility damage, and structural component condition 3. Coordinate field data collection training with City staff to ensure consistent data collection standards are used by Halff and are in line with the City's condition assessment procedures 4. Modify the geodatabase schema used by Halff for field data collection to support the Channel and Channel Structure Rating forms 5. Conduct condition assessments with EITs in conjunction with the inventory process being conducted by GIS analysts, Halff anticipates performing an average of five(5) condition assessments per mile of channel along with collecting field photos to document the conditions 6. Provide lists of unique ID values for channels and structures with condition assessments on a mapshed basis to the City so blank Accela tickets can be generated 7. Populate the Accela tickets with the channel and structure condition assessment information using a login to Accela provided by the City. Cost estimates: 1. Authorize transfer of$172,000.00 in previously appropriated funds in the Stormwater Capital Projects Fund (52002) from available funds to the GIS Data Management Project (P0013), Data Collection and Asset Management Project (100429); and 2. Authorize execution of Amendment No. 2 in the amount of$172,000.00 to the Professional Services Agreement with Halff Associates, Inc., as renewed, City Secretary Contract No. 48490-A1 R1 for Channel Inventory and Mapping Project for a revised contract amount of$1,472,000.00 and extend the contract term by 18 months. DISCUSSION: The purpose of this Mayor and Council Communication is to authorize Amendment No. 2 to the Professional Services Agreement with Halff Associates, Inc., for additional time and funding to modify the Channel Inventory scope of work to include the condition assessment of Stormwater drainage channels and structures and to extend the contract term by an additional 18 months. The original agreement was approved by City Council on December 6, 2016 (M&C C-28006), in the amount $800,000.00 and was renewed and amended (September 28, 2018) resulting in a total contract amount not to exceed $1,300,000.00. The modifications to the original scope of work will include collecting information needed for the City's existing Stormwater Channel Rating as well as developing a condition rating for channel structures and assessing condition at all locations visited during the contract. By better understanding the condition of the Channels and their associated structures both engineers and field personnel can make better life-cycle decisions about asset repair and maintenance for prioritizing resources. Halff Associates, Inc., agrees to provide the additional services for$172,000.00 bringing the total contract amount to $1,472,000.00. This contract will have no impact on the Stormwater annual operating budget. M/WBE Office - Halff Associates, Inc., is in compliance with the City's BDE Ordinance by committing to Logname: 20SWM CHANNEL INVENTORY AMENDMENT 2 Page 1 of 2 18% SBE participation on Amendment No. 2 on this project. The City's SBE goal on Amendment No. 2 is 18%. This project is located in ALL COUNCIL DISTRICTS. FISCAL INFORMATION /CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, funds will be available in the current capital budget, as appropriated, of the Stormwater Capital Projects Fund.
