HomeMy WebLinkAboutContract 43923-A3 CONTRACT NQRo!?_s TO AMENDMENT No - 3 S G TO CITY SECRETARY CONTRACT WHEREAS, the City of Fort Worth (CITY) and Parsons Water & Infrastructure, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 43923, (the CONTRACT) which was authorized by M&C C-25877 on the 25th day of September, 2012 in the amount of $391,453.00; and WHEREAS, the CONTRACT was subsequently revised by: Amendment Number 1 in the amount $206,797 . 00 which was authorized by M&C C-26229 on 7th day of May, 2013 and Amendment Number 2 in the amount of $43, 929.00 which was approved administratively on the 1St day of May 2015; and WHEREAS, the CONTRACT involves engineering services for the following project: Little Fossil Creek Interceptor Improvements at Various Locations within the Little Fossil Creek Drainage Basin; and WHEREAS, it has become necessary to execute Amendment No.3 to the CONTRACT to include an increased scope of work and revised fee. NOWTHEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated March 8, 2019 a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $52,133.00 . 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $694,313 .00 . Senior Professional Engineer City of Fort Worth - Water Department 200 Texas Street Fort Worth, Texas 76102 Office Phone: 817-392-5026 Subject: Request for Amendment 3 for Additional Level of Effort (LOE) for Little Fossil Creek Interceptor Rehabilitation Project Dear Walter, This letter supports Parsons' request for Amendment 3 for the increased level of effort (LOE) for updating and producing two (2) bid packages for the above-referenced project as follows: - Part 2A: Locations 1 and 2 (Stand-alone Bid Package) - Part 213: Locations 4A, 4B and 4C(Part of BHB's Public Works Project) The Little Fossil Creek Interceptor Rehabilitation Project entails approximately 17,000 linear feet(LF) of pipeline rehabilitation at five locations. It was originally intended to be bid as one construction package. Pursuant to direction from Fort Worth Water Department (FWWD), Parsons separated the above-referenced project into multiple bidding packages, including the two listed above. The first bidding package, Part 1, encompasses the enlargement (pipe bursting) of over 5000 linear feet(LF) of existing 18-and 21-inch pipeline to 24-inch, manhole replacement, and open cut repairs. Part 1 was advertised in September 2014, with the bid opening in October 2014, construction completed with As-Builts accepted by the City on 10 March 2016. The second bidding package, Part 2 (Locations 1,2, 3, 4&5A), encompasses nearly 12,000 LF of improvements to 18-to 48-inch pipe, including CIPP and spiral-wound rehabilitation, removal and replacement, rehabilitation and replacement of manholes, rehabilitation of an existing meter station structure, construction of new sewer pipeline and meter station, and connection structure to the Twin 90-inch interceptors. The second bidding package, and rehabilitation status of the remaining pipeline sections is shown in the below table. City indicated minor changes are required to-drawings, proposal workbook,specification updates and references-prepare for bid in March 2019, Part 2A- Location 2 Drawings&Specifications -at 90%-City indicated to advance this Location 2 to 100%for review-prepare for bid in March 2019. BHB 4C included in their Contract 1A and submitted to City on 22n6 October 2018. Reviewed by City's Compliance Department. City comments received on 6 March 2019 requiring minor changes to drawings, proposal, and specification updates and references-prepare for bid in March 2019 as part of BHB's Contract 1A. Location 3 Awaiting City's Direction - Drawings&Specifications - at 90%-Not included in Amendment 3 Proposal. Location 5A Awaiting City's Direction - Drawings&Specifications -at 90%-Not included in Amendment 3 Proposal. Parsons requests compensation for the additional work associated with preparing the second bid packages, including additional design services associated with splitting the plans into distinct segments for the preliminary and final design submittals;services during bidding associated with non- simultaneous and separate contracts; and construction phase services. This amendment does include 36 hours to update the plans to accommodate Haltom City permit requirements. Permitting requirements were developed in meetings with Haltom City and were not part of the original LOE. Based on your e-mail from 4 March 2019 with your comments to include only Location 4A, 413, and 4C, Parsons has revised our Amendment 3 proposal with a Total Labor Cost of $50,865. In the revised LOE spreadsheet for Amendment 3, please note the following. 1. The Amendment 3 focuses on Part 213 - Location 4A, 413, and 4C in working with BHB on getting the bid documents submitted quickly. This includes bid and construction phase services. 2. Although we have advanced the Part-2A - Location 1 to 100% including the meter design,this Amendment 3 only includes partial hours related to this task. A. No LOE has been included under Task No.4.4, (Final (100%) Plans and Specifications),the work on this task is 100%complete and documents are with City for review. B. Under Task No. 5.4(Final (100%) Plans and Specifications), only a small portion of the total hours are included in this Amendment 3. C. Bid Phase, Construction Phase, Easement services,Survey, or associated Permitting is not included in Amendment 3. 3. Criado &Associates' Survey fee for Part 2A - Location 2 is not included in this Amendment 3, along with fees to advance Location 2 to 100%. Bid Phase, Construction Phase, Easement services,Survey, or associated Permitting is also not included. 4. This amendment and spreadsheet does not include the LOE to advance Location 3 and Location 5A to 100%, Bid Phase, Construction Phase, Easement services,Survey, or associated Permitting. Parsons will complete the changes to advance the Locations 4A, 413, &4C drawings, specifications, and proposal workbook to Bid Phase to include in BHB Inc.'s, "2018 Bond, Street Reconstruction Contract 1&WSM-B" package, and is coordinating with City, Criado&Associates & BHB Inc. Attached is a spreadsheet with the level of effort (LOE) for splitting the bid packages, and for Project Locations and Tasks as noted above.
