HomeMy WebLinkAboutContract 50005-A1 CITY SECRETARY AMENDMENT No. 1 CONTRACT NO. 5DLQ5-Pr 1 TO CITY SECRETARY CONTRACT WHEREAS, the City of Fort Worth (CITY) and RJN Group, Inc. , (ENGINEER) made and entered into City Secretary Contract No.50005, (the CONTRACT) which was authorized by M&C C-28461 on the 7th day of November 2017 in the amount of $525, 000 .00; and WHEREAS , the CONTRACT involves engineering services for the following project: M-199 C-R Sanitary Sewer Main Parallel Interceptor. WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated January 2, 2019, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $157 ,325 . 00. 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $682,325 .00 . 3 . This amendment request primarily addresses the Conceptual Design Phase of the project with the specific narrative elements summarized below: BACKGROUND: The M-199C-R Parallel Interceptor for the West Fork Basin conceptual alignment and permitting evaluation was submitted to the City of Fort Worth in May 2018. Data collection during the conceptual design phase revealed that there is no existing CCTV along the existing M-199C,M- 199C-R or M-199B interceptors.Additionally, it was confirmed that all of the currently evaluated proposed M-199C-R relief pipeline alignments would require a Section 408 authorization due to the proposed relief interceptor crossing the existing USACE levee and well as requiring a Section 404 authorization(NWP12)to cross Farmers Branch Creek. On June 14, 2018, the City of Fort Worth staff inspected the conceptual alignment alternatives presented in the May 2018 report with the RJN Group design team in order to evaluate RJN's recommendation for potential relief sewer interceptor alternatives. The least cost alternative requires open cutting through private, maintained residential and equestrian properties and was determined during this field visit not be the preferred alignment to continue to pursue. The other pipeline alignments presented in the Technical Memorandum were given additional considerations by staff and an initial recommendation was made to look more closely at the relief pipeline alignment which includes construction within Burton Hill Road and Aton Drive in Westworth Village (Alternative 2). The selection of this roadway alignment presents significant challenges and costs associated with installing pipeline in close proximity to existing utilities, including a City of Fort Worth 12-inch waterline in parallel with the potential relief sewer alignment, and considerations for replacing at least one-half of the newly reconstructed Burton Hill concrete roadway. At this time additional investigation and analysis is required to further evaluate Alternative 2 noted above, as well as investigating additional relief sewer alternative pipeline routes established by City staff. 6701Brentvvood Stair Road,Suite 1 11W-Fort Worth, • • 817.451.3500 817.451,3506 r Tyll www.rjn.com ri - — Excellence through Ownership AMENDMENT NO. 1: This amendment is for CCTV inspection of the existingsanitary anitary sewer mains and for additional pipeline route studies. Data Collection Services (Tasks 2.1 and 2.2): To confirm the location of known or unknown City of Westworth Village public and private service connections to the existing M-199 system, RJN performed an additional 17 manholes and junction structure inspections of Fort Worth and Westworth Village infrastructure located close to each other in order to discern services connections between Fort Worth and the wholesale wastewater customer. Based on that field work, RJN also determined that 9,842 LF of MSI ($6.75/LF) and 3,748 LF of traditional CCTV ($1.75/LF) pipeline inspections needed to be performed by DFW Infrastructure to facilitate the overall relief sewer and existing M-199CR pipeline rehabilitation design. DFW Infrastructure's and Ace Pipe Cleaning field services are included in this amendment proposal.Ace Pipe would serve as a back-up to DFW infrastructure, if needed. This cost also includes Multi-Sensor Inspections during CCTV for M-199C-R and M-199B to evaluate pipe condition and thickness. This amendment task item also includes effort related to collecting data for two additional conceptual alignments and additional coordination meeting with the USACE to review conceptual alignments as needed. The additional alignments to be evaluated include reevaluating the proposed upstream connection as well as the overall flow routing for the M-199 system. • Supplemental Route Analysis & Conceptual Design Exhibits (Task 2.3): This amendment cost includes effort used to develop exhibits for two (2) additional alignments for the City including property ownership as well as evaluating the feasibility (constructability) of those additional pipeline alignments. This amendment task item also includes the cost for generating exhibits 2 additional alignments (for a total of seven)and revising the property ownership and overall route study exhibits. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Projects Fund in the amount of$207,325.00; and 2. Authorize execution of Amendment No. 1 in the amount of$157,325.60 to City Secretary No. 50005, for the M-199 C-R Sanitary Sewer Main Parallel Interceptor Project(City Project No.100836). DISCUSSION: On November 7, 2017, (M&C C-28461), the City Council authorized an Engineering Agreement in the amount of$525,000.00 with RJN Group, Inc., for the M-199 C-R Sanitary Sewer Main Parallel Interceptor Project. Amendment No. 1 will provide compensation for the following items that are necessary on the project: • Additional route analysis • Additional CCTV pipeline inspection • Additional manhole inspection • Additional progress report meetings • Flow data evaluation In addition to the amendment amount, $50,000.00 is required for project management. M/WBE OFFICE- RJN Group, Inc., is in compliance with City's BDE Ordinance by committing an additional 20% SBE participation on this Amendment No. 1. The project is located in COUNCIL DISTRICT 7 and Westworth Village. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Water and Sewer Capital Projects Fund. The Fiscal Year 2019 Water Operating Budget includes appropriations of$35,856,873.00 for the purpose of providing Pay-As-You-Go funding for Sewer Capital Projects. After this transfer for Fiscal Year 2019,the balance will be $24,954,402.00.
