(M&C Needed) COUNTY OF TARRANT § WHEREAS, the City of Fort Worth (City) and URS Corporation (Engineer) made and entered into City Secretary Contract No. 31731 (the Contract) which was authorized by the City Council by M&C C-20492 on the 18th day of January, 2005; and subsequently revised by one previous Amendment No. 1 for $138,058.00 on April 4, 2006 (M&C C- 21390); and WHEREAS, the Contract involves engineering services for the following project: Engineering Contract for Updating the Federal Aviation Regulation — Part 150 Noise Compatibility Study for Fort Worth Alliance Airport. WHEREAS, it has become necessary to execute Amendment No. 2 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the Contract: 1. Article I of the Contract is amended to include the additional engineering services specified in a proposal letter dated December 21, 2006, a copy of which is attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $86,890.00. 2. Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of$524,828.00. 3. All other provisions of the contract, which are not expressly amended herein, shall remain in full force and effect. ALLIANCE AIRPORT FAR PART 150 NOISE COMPATIBILITY PROGRAM UPDATE URS CORPORATION SCOPE OF SERVICES ADDITION OF F-5 OPERATIONS Revised— December 21, 2006 SCOPE OF SERVICES Alliance Airport - FAR Part 150 Update ALLIANCE AIRPORT REVISE PART 150 STUDY TO ADD F-5 OPERATIONS SCOPE OF SERVICES PHASE 1 — NOISE EXPOSURE MAPS TASK 1 MOBILIZATION AND PROJECT MANAGEMENT Task 1.1 Mobilization This task involves the mobilization, coordination and management of the non- technical aspects of Phase 1 of the project. This includes the coordination with Alliance Airport, the City of Fort Worth, Alliance Aviation Center for Excellence (AACE), the US Air Force Air Education and Training Command (AETC), and the US Air Force Center for Environmental Excellence (AFCEE/TDN) regarding the addition of F-5 operations at AFW. It includes a meeting in Fort Worth to discuss the addition of the F-5 operations. Revisions to the Workplan will be prepared and distributed if appropriate. Task 1.2 Project Management Throughout the duration of the project, the Project Manager and Deputy Project Manager will be coordinating as necessary with Airport staff, City representatives and others to ensure that the project and schedule are progressing as planned. This on-going coordination will provide the Airport staff with a consistent, single point-of- contact throughout the duration of the project. Included under this task will be any coordination meetings required outside the scope of the meetings with the Technical Advisory Committee and all project review meetings. TASK 2 LAND USE MAPPING NOTE: This task will not require revision as a result of adding F-5 operations. Therefore, there is no additional cost for this task in this scope of services. December 21, 2006 Page 1 of 20 SCOPE OF SERVICES Alliance Airport - FAR Part 150 Update TASK 3 INVENTORY OF AIRPORT AND AIRCRAFT OPERATIONS Task 3.1 Collect Aircraft Operations Data Data will be collected to aid in the determination of proposed F-5 aircraft operational characteristics. The primary sources of F-5 operational data will be Alliance Aviation Center for Excellence (RACE), the US Air Force Air Education and Training Command (AETC), and the US Air Force Center for Environmental Excellence (AFCEE/TDN). The operational data will form the basis for revision of the noise contours. Data to be collected and analyzed will include the following: • Number and type of operations • Flight tracks and usage • Ground run-up and maintenance activities • Airspace and air traffic • Day/night usage • Departure, arrival, touch-and-go, and overhead approach flight profiles Military operations will also be reviewed to determine accuracy of future fleet mix and number of operations by T-6 and T-37 aircraft. Anticipated cargo operations using B-747 aircraft will be reviewed to determine current accuracy for inclusion in the future fleet mix. Task 3.2 Review Existing Aviation Plans and Studies AETC's Description of Proposed Actions and Alternatives Task 3.3 Working Paper B The Response to FAA Proposed 2006 Terminal Area Forecast (TAF) for AFW document will be revised to incorporate the additional F-5 operations, and potential reduction in B747 operations. The revised forecast document will be submitted to FAA for review and approval. FAA approval of the revised forecast is required prior to revision of the NEMs. Working Paper B became Section 3, Airport and Aircraft Activity in the Noise Exposure Maps and Supporting Documentation. Section 3, Airport and Aircraft Activity in the Noise Exposure Maps and Supporting Documentation will be revised to incorporate the additional F-5 operations and reduction in B747 operations. December 21, 2006 Page 2 of 20 SCOPE OF SERVICES Alliance Airport - FAR Part 150 Update • An electronic copy (PDF format) of revised Section 3, Airport and Aircraft Activity in the Noise Exposure Maps and Supporting Documentation will be submitted to Alliance Airport staff. • URS will be responsible for all preparation of Section 3, Airport and Aircraft Activity in the Noise Exposure Maps and Supporting Documentation and will provide an electronic copy (PDF format) to a DBE Subconsultant for reproduction of all hard copies. TASK 4 EXISTING NOISE CONTOURS NOTE: This task will not require revision as a result of adding F-5 operations, providing that the revised Noise Exposure Maps and Supporting Documentation is completed and submitted to FAA for review and acceptance prior to commencement of F-5 operations. Therefore, there is no additional cost for this task in this scope of services. TASK 5 FUTURE NOISE CONTOURS Task 5.1 Develop 2010 Noise Contours The proposed F-5 operations, identified in Task 3, will be compiled and analyzed to determine the operational characteristics for the average annual day for the five-year (2010) forecast period. This information will be formatted for input into the FAA's Integrated Noise Model (INM), Version 6.1. In addition, potential reduction in B747 operations, as well as potential fleet mix adjustments of the T-6 and T-37 aircraft will be included. INM does not contain standard default departure, arrival, touch-and-go, or overhead approach profiles for the F-5. However, INM does contain the noise data for the F-5. URS will coordinate with the US Air Force Center for Environmental Excellence (AFCEE/TDN) to obtain F-5 profiles from an existing AICUZ study. The NOISEMAP profiles obtained from the AICUZ study will be adjusted as appropriate for AFW operations. Interviews with Alliance Aviation Center for Excellence (RACE), the US Air Force Air Education and Training Command (AETC), and the US Air Force Center for Environmental Excellence (AFCEE/TDN) will be conducted, as appropriate, to confirm profiles for use at AFW. The custom F-5 profiles will be added to the INM database. The Fort Worth Alliance Airport Part 150 Noise Compatibility Program, Fixed Wing Aircraft & Helicopter Custom Profile Development and 2011 Noise Exposure Map & Echo Report will be revised to include the F-5 documentation. Copies of the revised document will be submitted to AFW and the FAA for review and approval. A total of 5 hard copies and 10 CDs will be produced. December 21, 2006 Page 3 of 20 SCOPE OF SERVICES Alliance Airport - FAR Part 150 Update Noise contours will be generated at DNL 60, 65, 70, and 75 dB. The INM standard grid analysis feature will be used to re-calculate DNL values at up to 20 noise- sensitive sites. The future noise contours will be developed for the proposed 11,000-foot runway lengths. F-5 aircraft engine run-up operations data, identified in Task 3, will be compiled and analyzed to determine the operational characteristics for the average annual day. This information will be formatted for input into the FAA's Integrated Noise Model (INM), Version 6.1. INM standard database engine run-up identifiers will be used to model F-5 engine run-up operations at AFW. Revised noise contours including both F-5 flight operations and engine run-up operations will be generated at DNL 60, 65, 70, and 75 dB. The INM standard grid analysis feature will be used to re-calculate DNL values at up to 20 noise-sensitive sites. The Feasibility Analysis for Noise Mitigation at N1SD Alliance Campus Facilities will be revised to incorporate future noise contours and noise levels including proposed F-5 operations. Copies of the revised document will be submitted to AFW and the FAA for review and approval. A total of 10 hard copies and 25 CDs will be produced. Task 5.2 Evaluate Impacts of 2010 Noise Contours The revised DNL 60, 65, 70 and 75 dB noise contours including the F-5 operations which where developed in Task 5.1 will be incorporated into the GIS database in order to more accurately quantify noise exposure in terms of population, households, and land use. Tables will be developed from the GIS to describe the noise exposure estimates for the revised future conditions. Graphics will be prepared to illustrate the revised noise contours superimposed over the base mapping and land use. Noise compatibility will be determined by comparing the anticipated DNL noise levels with existing land use and the FAA land use compatibility guidelines provided in Table 1 of Appendix A of FAR Part 150. Task 5.3 Working Paper D Working Paper D became Section 5, Future Conditions: Year 2010 Noise Exposure in the Noise Exposure Maps and Supporting Documentation. TASK 6 NEM CONSULTATION AND PUBLIC INVOLVEMENT TASK 6 NEM CONSULTATION AND PUBLIC INVOLVEMENT Consultation and public involvement for the revised NEMs will be incorporated with the NCP public involvement described in Task 14. Several of the presentation boards previously produced for the NEM Public Workshop will be re-produced with the revised NEMs. The cost of re-producing the presentation boards is included in this task. TASK 7 NEM REPORT PREPARATION Sections 3 through 6, revised in tasks above, will be incorporated into the Noise Exposure Maps and Supporting Documentation, which will be submitted to FAA for their consideration under FAR Part 150. Three versions of the revised NEM document will be prepared over the course of the study. Quantities of each version are estimates of the City of Fort Worth's needs. The cost estimate is based on the quantities indicated below. If additional copies are determined to be necessary, they will be printed and charged to the City of Fort Worth on a per copy basis. Task 7.1 Prepare NEM Version 1 Version 1 of the revised Noise Exposure Maps and Supporting Documentation will be submitted to the Alliance Airport and City of Fort Worth Aviation Department staff for review and comment. Task 7.2 Prepare NEM Version 2 Version 2 of the revised Noise Exposure Maps and Supporting Documentation will incorporate comments from Alliance Airport and City of Fort Worth Aviation Department staff, and will be the version submitted to the FAA for their review and acceptance. Task 7.3 Prepare NEM Version 3 December 21, 2006 Page 5 of 20 SCOPE OF SERVICES Alliance Airport - FAR Part 150 Update Version 3 of the revised Noise Exposure Maps and Supporting.Documentation will incorporate the FAA's notice of acceptance, and will be the final NEM document for the project. NOTE: Task 7.3 and its associated cost, which have not been completed, were included in the original scope services. Therefore, there is no additional cost for this task in this scope of services. December 21, 2006 Page 6 of 20 SCOPE OF SERVICES Alliance Airport - FAR Part 150 Update PHASE 2 - NOISE COMPATIBILITY PROGRAM UPDATE TASK 9 PROJECT MANAGEMENT This task involves the mobilization, coordination and management of the non-technical aspects of Phase 2 of the project. Progress reports will be prepared as needed and provided to the Alliance Airport and City of Fort Worth Aviation Department staff. Project management meetings will be held in Fort Worth to coordinate with the Alliance Airport staff regarding Phase 2 of the project. TASK 10 OPERATIONAL NOISE ABATEMENT MEASURES Operational measures which are required by the FAA to be considered as part of the Part 150 process will be evaluated for their applicability and effectiveness at AFW. Task 10.1 Model Alternative Scenarios Operational noise abatement alternatives previously identified and modeled will be revised to include the proposed F-5 operations, Task 10.2 Evaluate Noise Impacts of Alternative Scenarios Noise exposure for the alternative scenarios will be re-calculated with the GIS and quantified in terms of population, households and land use. Task 10.3 Working Paper F Preliminary text, tables and exhibits on operational noise abatement measures will be revised in the form of Working Paper F. NOTE: The remaining portion of Task 10.3 and its associated cost, which have not been completed, were included in the original scope services. Therefore, there is no additional cost for the remainder of this task in this scope of services. TASK 11 LAND USE NOISE MITIGATION MEASURES Land use noise mitigation measures which are required by the FAA to be considered as part of the Part 150 process will be evaluated for the applicability and effectiveness at AFW. Task 11.3 Working Paper G Preliminary text, tables and exhibits on land use measures will be revised in the form of Working Paper G. DISCUSSION: in 1991 the City conducted FAR Part 150 Noise Compatibif'rty Studies at Meacham and Alliance Airports. Since that time the activity at Alliance Airport has changed significantly and development around the airport has been occurring. An update of the FAR Part 150 Noise Compatibility Study is needed. On January 18, 2005, (M&C C-20492) City Council authorized the City Manager to execute a contract for consulting services with URS Corporation in the amount of$299,880.00 to.update the FAR Part 150 Noise Compatibility Study for Fort Worth Affiance Airport. The City had previously accepted a grant from the. Federal Aviation Administration (FAA) for this work. On April 4, 2006, (M&C C-21390) City Council authorized Amendment No. 1 in the amount of$138,058.00 to conduct custom profiles for military aircraft to conduct noise monitoring. By letter dated March 2, 2007, to Alliance Air Services, Northern General Leasing, LLC, and Lockheed Martin Corporation, with the support and oversight of the United States Air Force, have advised of their desire to set up a pilot training program for lead-in pdoot training to allied countries at Fort Worth Affiance Airport. This training would be conducted with civilian owned F-5 aircraft. This activity will create a significant number of additional aircraft operations and the forecasts and impacts need to be incorporated into the FAR Part 150 Noise Compatibility Study. The FAA has approved the addition of this information into the study. By letter Agreement dated January, 24, 2007, Northern General Leasing, LLC, has agreed to reimburse the $86,890.00 for the cost of this additional work to URS Corporation directly at the City's direction. There will be no impact on City funds. Fort Worth Alliance Airport is located in COUNCIL DISTRICT 2.
