COUNTY OF TARRANT S WHEREAS, the City of Fort Worth (CITY) and Teague Nall and Perkins, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 34801, (the CONTRACT) which was authorized by the City Council by MSC C-21918 on the 9th day of January, 2007; and subsequently revised by Amendment #1 which was authorized by the City on the 19t' day of June, 2007; and WHEREAS, the Contract involves engineering services for the following project: Keller-Hicks Road from Ridgeview Street to Park Vista Boulevard and Beach Street from Golden Triangle Boulevard to Keller-Hicks Road; WHEREAS, it has become necessary to execute Amendment No. 2 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the Contract: 1 . Article I of the Contract is amended to include the additional engineering services specified in the proposal letter dated October 10, 2007, copies of which are attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer total $89,000 .00. 2 . Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $776,038 .00 . vJtl�� � �; i��p1Sf Page -1- 3. The following is a brief description and cost for the additional services provided on this project: Additional Services to provide surveying and water line extension design for UNIT 2: Keller Hicks Road (Alta Vista to Park Vista Boulevard), As requested, the right of way along Keller Hicks (Phase 2) will need to be surveyed between Park Vista and the culverts to the east of the intersection to adequately evaluate and design for acceptable drainage outfall. Also, survey of the area south of Keller Hicks, near the Culverts in Bear Creek Meadows Subdivision will need to be acquired to design an acceptable outfall for a drainage system along Keller Hicks. In addition, the right of way along Keller Hicks, near Katy Road,will need to be surveyed for the design of a 12"water line extension. The work will consist of analyzing the existing conditions at the site,sizing the proposed culvert,and filing the necessary application for a conditional letter of map revision(CLOMR)and a letter of map revision (LOMR). Task 1 - Data Acquisition and Collection The data collected for this Task includes existing information possessed by City of Fort Worth in the form of studies, maps, engineering construction plans, and digital files as well as information generated in the field specifically for this project. It is understood that information obtained during the completion of this Task will include the information needed to complete the work as described and is summarized as follows: a. Obtain available topographic maps,zoning maps, use maps, and available"As-Built" construction plans within the study limits. This data will be obtained from the City of Fort Worth and will be used to supplement he field surveys. b. Obtain and review existing CLOMR/LOMR's on file for the project area. The work is to include a review of the documents and/or confirmation models. This Task will require coordination and/or consultation with the City of Fort Worth and the Engineers responsible for the existing CLOMR/LOMR's. c. Obtain the "current effective" hydrologic/hydraulic models from the Federal Emergency Management Agency(FEMA),for Big Bear Creek,including current LOMR's and CLOMR's filed with FEMA and/or the City of Fort Worth. d. Field survey work for this project will be performed under a separate scope and Task. Task 2 - Hydrologic Analysis This Task includes the work necessary to develop hydrologic models for Big Bear Creek upstream of, and including,the existing culvert at Keller-Hicks Road. Study discharges will be determined for the 2, 10, and 100-year storm events for ultimate and existing watershed conditions. A summary of the work necessary for this task is as follows: a. Prepare a drainage area map, using a reasonable standard scale,from available contour maps provided by the City of Fort Worth. b. Delineate sub-watersheds as necessary to analyze the existing drainage patterns within the study area. These sub-watersheds will also be utilized to identify and define the proposed improvements. The delineation of the sub-watersheds will be based on the drainage areas of the existing storm sewer and surface runoff as defined by the available"As Builts". In the absence of such data, the areas will be delineated based on available topographical information provided by the City of Fort Worth. Mr.Michael R.Weiss,PE,October 10,2007,Page 4 of 5 c. Create existing and ultimate condition models based on the hydrologic models obtained from the City, (i.e. the Cities map-mod model). Review and/or confirm hydrologic parameters in the existing model for each sub-watershed, including precipitation data, time of concentration, composite SCS Curve Numbers, and land use category. Upon confirmation of the parameters develop hydrologic models in HEC-HMS format for the existing and ultimate watershed condition. Task 3 - Hydraulic Analysis This Task includes the work necessary to complete the hydraulic analysis of Big Bear Creek within the study area. The work will utilize the HEC-RAS computer model and will consist of the confirmation of the current effective model, development of the post-project model and the delineation of the 100-year flood plain. The models will reflect the discharges obtained in Task 2. A summary of the work necessary for this Task is as follows: a. Review and confirm the current effective model in HEC-RAS format obtained from FEMA as required for the application for a CLOMR/LOMR. b. Create a corrected effective model to reflect the field surveyed cross-sections. c. Utilizing the corrected effective model as a basis, recommend and/or size the proposed culvert. It is understood that a maximum of 2 design alternatives will be provided under the scope of this work. The culvert will be sized with in the guidelines,requirements and criteria adopted by of the City of Fort Worth. The HEC-RAS Models used for this purpose will be based on the discharges determined in the previous Task. d. Create a proposed effective model based on the recommendation adopted for the culvert and proposed street grades for Keller-Hicks Road. Task 4 - Recommendations and Final Presentation This Task includes the preparation of a brief summary of the final recommendations and results of the analysis. The scope of work necessary for this Task is as follows: a. Attend a maximum of two meetings with the City Staff to discuss the findings and final recommendations. b. Prepare a brief letter report detailing the findings of the analysis. The report will also include a description of the final recommendation for the construction of the culvert. Task 5 - Prepare and Submit CLOMR This Task includes the work necessary for the preparation and submittal of an application to the Federal Emergency Management Agency(FEMA), for a Conditional Letter of Map Revision(CLOMR). a. Following the completion of Task 3, prepare and submit an application for the CLOMR based on the proposed conditions. For the purposes of this Task, the proposed condition would include the proposed reconstruction of the spillway for the upper pond. R��e Mr.Michael R.Weiss,PE,October 10,2007,Page 5 of 5 Task 6 - Prepare and Submit LOMR This Task includes the work necessary for the preparation and submittal of an application to the Federal Emergency Management Agency(FEMA), for a Letter of Map Revision (LOMR). It is understood that this work will be completed after the construction of the project and that the construction of the project will not be significantly different from the recommended design. a. Compare the"as-built"culvert cross sections with those utilized in the post- construction HEC-RAS model to the previous b. Following the completion of the construction, prepare and submit an application for the LOMR based on the as built condition. c. Coordinate with FEMA and the City of Fort Worth as necessary to facilitate the application for the LOMR. Task 7 - Wetlands Determination This Task includes the work necessary to ascertain the extent of the wetlands and/or jurisdictional waters with in the project site. The work will be limited to the delineation of jurisdictional waters and/or wetlands and does not include mitigation efforts and/or activity associated with an individual permit. It is assumed that this work will disturb less than 0.1 ac of jurisdictional waters. Assumptions, Exceptions and Exclusions The following is a list of assumptions, exceptions,and exclusions to this proposal: a. This proposal assumes that existing hydrologic and hydraulic models exist for Big Bear Creek. b. This proposal assumes that existing hydraulic models are available in HEC-RAS and will not require conversion to HEC-RAS. c. This proposal assumes that an individual permit from the USACE will not be required. The proposal,as described herein, is limited to the delineation of the jurisdictional waters within the project site. d. This proposal excludes the as-built field survey of the culvert crossing for the LOMR. e. This proposal does not include application fees for the CLOMR/LOMR. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Future Improvements Projects of the Special Assessments Fund in the amount of $55,000 from developer contributions; 2. Authorize the transfer of $55,000 from the Special Assessments Fund to the 2007 Critical Capital Projects Fund; 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the 2007 Critical Capital Projects Fund in the amount of$55,000; and 4. DISCUSSION: On January 9, 2007, (M&C C-21918, City Secretary Contract No. 34801) the City Council authorized the City Manager to execute an engineering services agreement with Teague Nall and Perkins in the amount of $668,038 for the design of Keller-Hicks Road from 750 feet west of Ridgeview Street to Park Vista Boulevard and North Beach Street from Golden Triangle to Keller-Hicks Road. On June 19, 2007, Amendment No. 1 (City Secretary Contract No. 35400)was administratively approved in the amount of $19,000 for additional surveying for right-of-way and construction staking for Keller-Hicks Road from 750 feet west of Ridgeview Circle to Alta Vista Road. Amendment No. 2 is required for additional surveying and engineering services for: 1. Hydraulic analysis, wetlands determination, conditional letter of map revision (CLOMR), and letter of map revision (LOMR)for Big Bear Creek at Keller-Hicks Road; and 2. Waterline improvements from Park Vista Boulevard to 2,000 feet west of Katy Road. Teague Nall and Perkins, Inc., proposes to perform the necessary surveys, environmental documents, final plans and specifications for a lump sum fee of $89,000. Funding from the previously executed Community Facility Agreement, for Big Bear Creek Meadows, Phase 1 in the amount of $55,000 will be used for this contract amendment for the design of the storm drain improvements at Big Bear Creek. Teague Nall and Perkins, Inc., is in compliance with the City's M/WBE Ordinance by committing to 6 percent M/WBE participation on this Amendment/Change Order No. 2. The City's goal on this Amendment/Change Order or extra work is 5 percent. This project is located in COUNCIL DISTRICT 2, Mapsco 2 J, K and L.
