HomeMy WebLinkAboutContract 50764-A2 CITY SECRETARY AMENDMENT No.2 "".0 f RACTNO. 507(p 49L TO CITY SECRETARY CONTRACT WHEREAS, the City of Fort Worth (CITY) and Brown and Gay Engineers, Inc. , (ENGINEER) made and entered into City Secretary Contract No.50764, (the CONTRACT) which was authorized by M&C C- 28679 on the 8th day of May 2018 in the amount of $445, 777 . 00; and WHEREAS , the CONTRACT was subsequently revised by Amendment No. 1 in the amount of $65, 992 . 00 administratively authorized March 29, 2019; and WHEREAS , the CONTRACT involves engineering services for the following project: Large Diameter Pipe Bursting ICAP Contract 2018 at Various Locations within the City. WHEREAS, it has become necessary to execute Amendment No .2 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated September 12 , 2019, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $79, 925 . 00 . 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $591, 694 . 00 . 3 . SECRETARY j "In WORTH, TX Page -2- 1 September 12th, 2019 Mr. Rakesh Chaubey, PE Project Manager City of Fort Worth 311 W 10th Street Fort Worth, TX 76102 Re: Amendment No. 2 —Additional Survey and Parks Department Permitting Design Services for Large Diameter Pipe Bursting Contract [CAP City Project No. 101339 Dear Mr. Chaubey: BGE is pleased to submit at your request a proposal for additional surveying and design services related to the replacement of approx. 2,000 LF of existing sewer M-468 within the Arcadia Trail Park as well as extending the project by 180' at the downstream end near Western Center Blvd. Scope: 1) Tree Survey and Park Coordination a) The procedures and approval process for working within Arcadia Trail Park were outlined in a meeting with the Water Department, Parks Department, and BGE in attendance and were further confirmed via the email from Cornell Gordon, Parks Department on 8-1-19. A summary of that process is provided below: i) Access agreement— BGE Will prepare and submit an access agreement per the format provided by the Parks Department on 6-19-19. ii) Tree Survey and Tree Catalog — BGE will survey all trees six inches and larger within fifty feet of the proposed work area (approximately 140' wide and 2150' long). To expedite the tree survey and to limit costs, trees will be surveyed using GPS equipment with an expected accuracy of within one foot. Trees will be tagged with a point number provided on each tag. A tree catalog will be provided in Excel format that will include point numbers, tree species, and diameter of tree. iii) Alignment Staking — BGE will stake the centerline of the proposed sewer alignment every 500' prior to the Parks Department's site visit to verify the tree catalog provided by BGE. iv) Bypass Pumping Plan — BGE will prepare a bypass pumping plan that will include bypass pipe alignments, pump locations, fueling/tanking system locations, etc. This plan will be reviewed by the Parks Department prior to approval of final plans. Mr. Rakesh Chaubey, PE September 12, 2019 Page 2 v) Tree Permit— an exhibit will be prepared that shows what trees will be removed as part of the proposed sanitary sewer construction and what trees will remain. The tree survey catalog will be revised to show what trees are being removed and calculations will be performed to determine the tree mitigation cost. No proposed tree planting plans are anticipated or included with this effort. vi) Parks Department Review Coordination and Address of Comments — plans will be provided to the Parks Department at the 60%, 90%, and 100% submittals for review and comment. BGE will incorporate and address comments with each subsequent submittal. vii) Parks Advisory Board and City Council Meetings — it is assumed BGE will attend two (2) Parks Advisory Board meetings, and one (1) Council Meeting as part of the Park permitting process. viii)Pre-Construction Field Meeting — a pre-construction field meeting including the Contractor, Water Department, Parks Department, and BGE will be held prior to any work within the Arcadia Trail Park. 2) Downstream Extension a) The original limits of replacement for M-468 ended at the existing manhole at STA 66+00 on the downstream end. It has since been determined that the manhole was originally constructed when Western Center Blvd was a two-lane road. After the manhole was constructed, the bridge over Whites Branch for the two current west-bound lanes of Western Center Blvd was built over the existing manhole. Due to the limited access and working room underneath the bridge, it will be necessary to extend the replacement limits approximately 180' to the south side of Western Center which will involve additional topographic surveying and engineering design. The existing manhole at STA 66+00 underneath the existing bridge for the westbound lanes will be abandoned with this project. Adopt the attached appropriation ordinance increasing appropriations in the Water and Sewer Capital Projects Fund in the amount of $99,925.00 transferred from available funds with in the Water&Sewer Fund;and 2. Authorize the execution of Amendment No.2 to City Secretary Contract No.50764,an Engineering Agreement with BGE, Inc., in the amount of$79,925.00 for a revised contract amount of$591,694.00 for the Large Diameter Pipe Bursting Contract ICAP (City Project No. 101339). DISCUSSION: On May 8,2018 Mayor and Council Communication (M&C C-28679),the City Council authorized the execution of an Engineering Agreement with Brown and Gay Engineers, Inc., in the amount of$445,777.00 for the Large Diameter Pipe Bursting ICAP Contract 2018 at various locations within the City.The agreement was subsequently revised by Amendment No. 1 in the amount of$65,992.00 administratively authorized March 29, 2019. In addition to the amendment amount of$20,000.00 is required for additional project management. Amendment No.2 will provide compensation for additional services that are necessary for the rehabilitation of a sanitary sewer main located on Arcadia Trail Park as required by the Park and Recreation Department.The additional services consist of access agreement preparation,tree survey and tree catalog, alignment staking,bypass pumping plan and tree permit. In addition,design will be provided for the extension of the sewer main to relocate a manhole currently located in an inaccessible location underneath the west bound lanes of Western Center Boulevard.
