The project is described as construction services to: repair/rehabilitate apron adjacent to and west of 2S; mark and light taxiway A as a temporary Runway; construct taxiway access from taxiway A; pave grass islands; remove/replace joint seal/spall repair and mark Runway 16-34; replace medium intensity runway lights Runway 16-34; remove temporary Runway lighting from taxiway A; reinstall/replace MALSR Runway 16; improve runway safety area Runway 16-34; mark taxiway A as a taxiway and remove temporary runway markings; install electrical isolation transformers Runway 16-34; pave shoulders Runway 16-34 and expand apron west of 2S at the Fort Worth Meacham International Airport. It is in the mutual interest of the Sponsor and the State to increase the grant by$2,247,500 for additional cost for perimeter road construction. Part II - Offer of Financial Assistance, estimates total project costs to be $8,990,000; and financial assistance is currently limited to $8,091,000 in federal funds and $899,000 in local sponsor funds. The Airport Project Participation Agreement is amended as follows: 1. On Part II, Item No. 2 of the Agreement, change Amount A, estimated total construction costs, and any further references in the Agreement to Amount A, to $11,237,500.00. 2. On Part II, Item No. 2 of the Agreement, change Amount B, estimated construction costs eligible for federal financial assistance, and any further references in the Agreement to Amount B, to $11,237,500.00. 3. On Part II, Item 3 of the Agreement, change Amount C, the maximum obligation of the United States payable under this offer, and any further references in the Agreement to Amount C, to $10,113,750.00. 4. On Part II, Item 4 of the Agreement, change Amount D, Sponsor's share of the estimated construction costs, and any further references in the Agreement to Amount D, to $1,123,750.00. All other terms and conditions of the agreement are unchanged and remain in full force and effect. Authorize the City Manager to approve grant Amendment No. 1 to City Secretary Contract No. 35315 from the Texas Department of Transportation (TxDOT) in the amount of$2,022,750.00 for the Perimeter Road Construction Project at Meacham International Airport; 2. Authorize the use of existing revenue derived from mineral leases on City owned airport properties in the amount of$224,750.00 for the additional amount required to meet the City's match; 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airports Gas Lease Project Fund in the amount of$224,750.00; 4. Authorize the transfer of$224,750.00 from the Airports Gas Lease Project Fund to the Airports Grant Fund for the City's 10 percent match; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airports Grant Fund by $2,247,500.00, subject to receipt of the grant amendment. DISCUSSION: On November 9, 2004, (M&C-C-20394) City Council authorized the City Manager to accept a grant from TxDOT in the amount of$1,200,000.00 for the design and engineering services related to the repair of Runway 16/34 at Meacham International Airport. The project included: repairing damage to the runway's surface, widening of the runway shoulders, replacing the Medium Intensity Runway Lighting (MIRL) and the Medium Approach Lighting System with Rails (MALSR), paving grass islands to expand the apron, repairing of the safety areas and other miscellaneous repairs. On April 3, 2007, (M&C-G-15660) City Council approved a grant in the amount of$8,091,000.00, to fund the construction portion of this project. This grant amendment is necessary to add additional scope to construct a perimeter road on Meacham Airport in order to allow fuel trucks and emergency response vehicles access around movement and active runway areas. This Amendment will increase the total cost of the project by $2,247,000.00 to a total of$11,237,500.00 of which $10,113,750.00 will be funded by TxDOT and $1,123,750.00 by the City. A grant match of$899,000.00 was previously submitted to TxDOT. TxDOT is requesting an additional $224,750.00 to make up the City's 10 percent local match.
