HomeMy WebLinkAboutContract 37390-A1�.. 1 q STATE OF TEXAS § CITY SECRETARY CONTRACT NO, 5161C _Asl COUNTY OF TARRANT § WHEREAS, the City of Fort Worth (City) and ANA Consultants, L.L.C., (Engineer) made and entered into City Secretary Contract No. 37390 (the Contract) which was executed administratively by the City Managers and WHEREAS, the Contract involves engineering services for the following project: Upper Sierra Vista Detention Improvements Drainage Study Capital Project No. 00672; DOE NO. 5691 WHEREAS, it has become necessary to execute Amendment No. 1 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly -authorized representatives, enter into the following agreement which amends the Contract. 1. Article I of the Contract is amended to include the additional engineering services as specified in a proposal letter dated November 25th, 2008, a copy of which is attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $13,020. 2. Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $ 19,104 + $ 13,020 (Amendment No. 1) _ $ 32,1241 OFFICIAL RECORD CITY SECRETARY' FT. No.: 6691 City Project No.: 00672 Dear Mr. Wilson: V the request of the City, A.N.A. Consultants has been requested to provide Additional drainage study services for the above referenced project. This request for additional services is not part of our existing contract and will exceed our current scope. A.N.A. Consultants, L.L.C. is recommending that our current contract be amended to include these additional services as well as the corresponding fee adjustments. A.N.A. expects to perform additional topographic and property surveying, additional engineering study analysis for the proposed detention areas, and overall drainage shed Area map for the overall drainage shed upstream of the railroad culvert. Vice PresidentSO i CLIENT SATISFACTION lS OUR BUSINESS Page I of 2 City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION: Approved on 8/25/2009 DATE: Tuesday, August 251 2009 LOG NAME: 20AMEND1 UPPERS IERRAVISTA REFERENCE NO.: **C- 1 �T0 SUBJECT: Authorize Amendment No. 1 in the Amount of $13 0 to City Secretary Contract No. 37390 with Consultants, L.L.C., for the Storm Water Utili y Project - Upper Sierra Vista Detention Improvements RECOMMENDATION: It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 to Secretary Contract No. 37390 with ANA Consultants, L.L.C., in the amount of $13,020.00, revising tl total cost to $32,124.00. DISCUSSION: The Storm Water Management Program was established to reduce flooding, preserve streams, mini water pollution and to operate the storm water system in a more effective manner to fully comply witl and federal regulatory requirements. This will be accomplished by infrastructure reconstruction and system maintenance, master planning, enhanced development review, and increased public educati and outreach. On October 16, 2007, (Ordinance No. 17840-10-2007) the City Council authorized the issuance and of $253000,000.00 in Storm Water (Drainage) Revenue Bonds, Series 2007, to fund a two year Storr Water Capital project program. A Letter of Map Revision (COMB) request through Federal Emergency Management Agency (FEMA initiated by Pate Engineers of Dallas, Texas, in 2006, for the proposed Sierra Vista residential development. In this study it was determined that the Union Pacific Railroad (UPRR) culvert was see restricting flows. As a result, the La Acienda Apartment Complex and several other properties locate along Mississippi Avenue, Baker Street and Glen Garden have experienced flooding. In 2007 the Cif Fort Worth Storm Water Management Division staff identified that a valley storage basin could be designed and constructed on City property to minimize the flooding of the nearby apartment comple: homes. A request for qualifications to provide drainage design was issued by the City in August 2007, and 2 design consultants submitted statements of qualifications, including ANA Consultants, L.L.C., (ANA Consultants). ANA Consultants was selected to study the drainage in the subject area. On August 1, 2008, the Cifi Manager executed administratively an Engineering Agreement with ANA Consultants (City Secretan Contract No. 37390) in the amount of $191104.00 for a study of the Sierra Vista residential developrr The preliminary study results indicated that retaining walls of a significant height would be required t detain the drainage on the existing City property. Adjacent property has been identified that could be utilized as additional storage and would not require retaining walls. Therefore additional engineering analysis is needec the proposed detention areas to determine the best alternative. Amendment No. 1 for the subject Engineering Agreement will provide the following: Consultant will perform additional survey and conduct hydraulic modeling analysis; and ® Consultant will develop alternatives which include preliminary grading plans and cost estimate determine which alternative provides the maximum benefit to the City. ANA Consultants proposes to perform the necessary study work for a lump sum fee of $13,020.00. c staff considers the fee to be fair and reasonable for the scope of services proposed. The project is located in COUNCIL DISTRICT 8, Mapsco 77Y. FISCAL INFORMATION /CERTIFICATION: The Financial Management Services Director certifies that funds are available in the current capital budget, as appropriated, of the Storm Water Capital Projects 2007 Revenue Bond Fund.
