DISCUSSION: The Safe Haven Program began operation in 1992 as part of the Weed and Seed Grant, which expired September 30, 2000. Safe Havens are places for children in targeted neighborhoods to play and learn with other children without fear of being a victim of crime. United Community Center, Inc., provides a Safe Haven Program for youth living within a five mile radius of the Bethlehem Community Center located at 970 East Humbolt. The services provided consist of recreational, athletic, cultural enrichment, educational enhancement, as well as substance abuse prevention activities. On September 27, 2005, (M&C C-21027) the City Council authorized the City Manager to execute City Secretary Contract No. 32526 with the United Community Center, Inc., for operation of the Safe Haven Program with funding of $126,616.00 for FY2006. Since then the City Council authorized two amendments to that contract for FY2007 and FY2008. This Mayor and Council Communication will authorize the amendment of that contract to extend the existing contract terms for FY2009 with four one-year options to extend the contract, by addendum, agreeable to both parties. Funding in the amount of $132,986.00 has been appropriated in the Crime Control and Prevention District (CCPD) budget for FY2009, as adopted July 8, 2008. The Bethlehem Community Center is located in COUNCIL DISTRICT 8. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that funds are available, as appropriated, in the FY2009 budget of the Crime Control and Prevention District Fund.
