AMENDMENT TO
CITY SECRETARY CONTRACT 110.38056
WHEREAS, on December 18, 2008, the City of Fort Worth ("City") and the Fort Worth
Housing Authority ("FWHA") made and entered into an Agreement Concerning the Directions
Home Voucher Program, City Secretary Contract No. 38056, (the "Agreement") as authorized by
M&C G23247 adopted by the City Council on December 16, 2008;
WHEREAS, the City's Homelessness Plan, Directions Home: Making Homelessness
Rare, Short -Term and Non Recurring in Fort Worth, Texas Within Ten Years ("Directions
Home") created a rental assistance program called the Directions Home Voucher ("DHV")
program;
WHEREAS, the City has allocated funding for the purpose of serving the vulnerable
homeless in permanent supportive housing programs through the use of the DHV program;
WHEREAS, the Agreement authorized the City to provide the FWHA with $880,800.00
to fund twelve (12) month rental vouchers for a minimum of one hundred (100) homeless
individuals and families;
WHEREAS, the Agreement included payment to FWHA of a set sum per leased unit for
administrative costs but the City and FWHA agree that it is to their mutual benefit to change the
method of payment of administrative costs to better meet the Parties' goals as recited in the
Agreement;
WHEREAS, it the mutual desire of the City and the FWHA to amend the Agreement.
NOW, THEREFORE, City, acting by and through Fernando Costa, its duly authorized
Assistant City Manager, and FWHA, acting by and through Barbara Holston, its duly authorized
President and CEO, do hereby agree as follows:
I.
4. CONSIDERATION. Subsection c of this section is amended to be and read as follows
and subsection d is added to this section to be and read as follows:
"c. Administrative costs may be charged to the Program in an amount not to exceed
eight percent (8%) of the City Funds. Administrative costs shall be paid quarterly
in advance with the first payment to FWHA due the date of execution of this
Agreement by the Parties and continuing every 90 days thereafter.

d. Any City Funds available after the provision of rental assistance to one hundred
(100) homeless individuals and families and the payment of administrative costs
to FWHA shall be used to provide rental assistance to additional homeless
families or individuals."
II.
Attachment I —Request for Funds attached to the Agreement is hereby replaced with the
Attachment I — Request for Vouchers in the Directions Home Voucher Program and Attachment
II -Request for Directions Home Voucher Program Administration Fee attached hereto.
All other terms and conditions of City Secretary Contract No. 38056 not amended herein
remain unaffected and in full force and effect, are binding upon the Parties, and are hereby
ratified by the Parties.
