Article I of the Contract is amended to include the additional engineering services specified in the proposal letter dated October 20, 2010, copies of which are attached hereto and incorporated herein. Specifically, this amendment includes the services to incorporate supplemental contract documents for water and sanitary sewer improvements as indicated in the attached exhibits. This amendment also includes out of scope or additional services items related to the roadway design from the previous phase (Keller -Hick to Bray Birch) and the additional project limits (Bray Birch to Timberland). This work will be included with and will augment the design services associated with the original contract. The specific work to be included is as follows: WATER DEPARTMENT -WATER AND SANITARY SEWER IMPROVEMENT Sanitary Sewer Study $ 5,005 TSC will develop a sanitary sewer study for the properties not currently served by the City. TSC will review water and sanitary sewer city maps and plans, prepare a service area map, develop a conceptual utility layout and recommend pipe sizing. Sanitary Sewer Design $ 15,295 TSC will use previous research and digital plan backgrounds from recently designed street improvements. Sewer plans and related service information will be provided by the Water Department. TSC will develop contract documents (design sheets and the specifications) for approximately 12001f of 12" sewer, 17001f 10" sewer and 4201f of 8"sewer. TSC will review related shop drawings. Subconsultant will assist in plan development as indicated below. Water Design $ 15,295 TSC will use previous research and digital plan backgrounds from recently designed street improvements.. Water plans and related service information will be provided by the Water Department. Systems TSC will develop contract documents (design sheets and the specifications) for approximately 3300 If of 12" water line. TSC will review related shop drawings. Subconsultant will assist in plan development as indicated below. Survey The City will provide TSC survey files from nearby City road improvements projects. Supplemental survey will be required to check critical points in the field. Subconsultants Reproduction Plan sets will be provided to the City Utility Coordinator for utility coordination. Mylars and plan sets for contract administration and construction will be delivered to the City project manager. Water and Sewer Design Assistance will be provided to TSC to develop plan profiles and details sheets and identify specifications. Water Department Subtotal TPW- WATER LINE RELOCATION TSC will develop a study and plans for the relocation 200LF of 20 water line relocation at proposed culvert. TSC will review related shop drawings. TPW Subtotal TPW- ROADWAY DESIGN Aerial Survey Fee included project remobilization and processing of remaining aerial data to complete project limits. Right of Way_Exhibits and Documents Prepare exhibits and design assistance to the City for right of way and driveway/street alternatives for the Pierce, Loddick and Bailey properties. This fee included final right of way documents for the three mentioned properties. Right of Way and Easements —Bray Birch to Timberland Prepare Right -of -Way (8 @ $1250) and Temporary Construction Easements (2 @ $600) documents above the original contract. Off -site Drainage Design Prepare storm drain design alternatives associated with the Children's Lighthouse Learning Center to eliminate reconstruction of existing side streets. DISCUSSION: This contract amendment is needed for a sanitary sewer study, sanitary sewer and waterline design, surveying, offsite drainage design, and providing right-of-way and temporary construction easements. On May 26, 2009, (M&C C-23498) the City Council authorized the City Manager to execute an Engineering Services Agreement with Transystems Corporation Consultants in the amount of $548,732.00 for the design of North Beach Street from Timberland Boulevard to Keller -Hicks Road as a four -lane divided arterial street (City Secretary Contract No. 38905). The City authorized Transystems Corporation Consultants to proceed with the design of North Beach Street from Keller - Hicks Road to Bray Birch Lane while a community facilities agreement was prepared by the developer at the northeast corner of the intersection of North Beach Street/Timberland Boulevard. On April 20, 2010, the City administratively executed Amendment No. 1 to Engineering Services Agreement with Transystems Corporation Consultants in the amount of $30,930.00 for the preparation of six right-of-way and twenty temporary construction easements and hydraulic modeling for design of channel improvements for the tributary to Big Bear Creek. On September 23, 2010, the City administratively executed Amendment No. 2 an Engineering Services Agreement with Transystems Corporation Consultants at no cost to the City for the design of North Beach Street from Bray Birch Drive to Timberland Boulevard. Transystems Corporation Consultants proposes to complete Amendment No. 3 for a lump sum fee of $87,252.00. City Staff considers this fee to be fair and reasonable for the scope of services to be performed. Transystems Corporation Consultants is in compliance with the City's M/WBE Ordinance by committing to an additional eight percent M/WBE participation on this Amendment No. 3. The City's goal on this amendment is eight percent. This project is located in COUNCIL DISTRICT 2, Mapsco 22B, F and K.
