HomeMy WebLinkAboutContract 53361-A2 CSC No.53361-A2 REcsNso 'IV"I MAI SECOND AMENDMENT TO CITY SECRETARY CONTRACT NO. 53361 This Amendment("Amendment")is made and entered into by and between the City of Fort Worth ("City") and Goodwill Industries of Fort Worth, Inc. ("Agency") by and through their duly authorized agents.City and Agency may be referred to individually as"Party"and jointly as"Parties." WHEREAS, the City and Agency made and entered into City Secretary Contract No. 53361 ("Contract")on January 7,2020; WHEREAS,the Contract provides funding to Agency pursuant to a grant received by City from the United States Department of Housing and Urban Development ("HUD") through the Community Development Block Grant Program ("CDBG"), Program No. B-19-MC-48-0010, Catalog of Federal Domestic Assistance No. 14.218; WHEREAS, Section 5.2.2.2 of the Contract permits Agency to request an amendment of the budget, subject to written approval by the Director of the City's Neighborhood Services Department, $o long as a request is submitted by May 31,2020; WHEREAS, Agency agreed to provide virtual services to clients seeking employment during tl�ie COVID-19 Pandemic; WHEREAS,the agency requested an amendment to its budget from City to increase the percentage of the program managers salaries to help agency meet expenditures;and WHEREAS, it is the mutual desire of City and Agency to amend the Contract temporarily due to COVID-19 and help Agency meet the program's goals and further the interests of both Agency and City; NOW,THEREFORE,City and Agency hereby agree to amend the Contract as follows: I. EXHIBIT"A"PROGRAM SUMMARY and EXHIBIT`B"—BUDGET attached to the Contract are hereby amended and replaced in their entirety with the EXHIBIT"A"REVISED PROGRAM SUMMARY and EXHIBIT"B"REVISED BUDGET,June 2020,attached hereto. II. This Amendment is effective as of the effective date the Contract. III. All terms and conditions of the Contract not amended herein remain unaffected and in full force and effect,are binding on the Parties and are hereby ratified by the Parties. EXHIBIT "A" Community Works PROGRAM SUMMARY PROGRAM SUMMARY (CDBG) October 1, 2019 to September 30,2020 $90,000.00 PERIOD AMOUNT Capitalized terms not defined herein shall have meanings assigned them in theContract. PROGRAM: The Program will provide holistic and intensive employment services to Fort Worth community members experiencing homelessness or who are at imminent risk of becoming homeless and are experiencing unemployment. Services will be based on client need and include, but not be limited to, complete case management from intake through sustained employment, occupational and employment readiness training, person-centered job placement, computer skills training, life-skills and financial literacy training, and referrals to partnering agencies for supplemental support services. Services at the Community Center include job-readiness workshops, soft-skills/life skills workshops, resume writing tutorial, etc. The target population for the program are unemployed adults and young adults experiencing homelessness or at imminent risk of becoming homeless. As of March 31', Goodwill of Fort Worth will provide all services to CDBG clients in a virtual format through the COVID-19 pandemic. Agency intends to return to normal operating procedures when social distancing is lifted. These changes are considered temporary. Program aims to have each client enter employment receiving a wage at or above 125% of the federal poverty income guidelines and to ensure clients remain employed for a minimum of 90 days receiving at least the same level of wage. CDBG Funds will be used to pay for two full-time employee's salaries dedicating 100% of their time to the Program. In addition, funds will cover 27.69% of Program Manager's salary. The percentage of any Program employee's salary will not exceed the percentage of Fort Worth clients participating in the Program.
