HomeMy WebLinkAboutContract 53168-A1 CSC No. 53168-A1 C�Gscf FIRST AMENDMENT TO CITY SECRETARY CONTRACT NO. 53168 This Amendment("Amendment")is made and entered into by and between the City of Fort Worth ("City")and Housing Channel("Agency")by and through their duly authorized agents. City and Agency may be referred to individually as"Party"and jointly as"Parties." WHEREAS, the City and Agency made and entered into City Secretary Contract No. 53168 ("Contract')on December 05,2019; WHEREAS, the Contract provides funding to Agency pursuant to a grant received by City from the United States Department of Housing and Urban Development ("HUD") through the Community Development Block Grant Program ("CDBG"), Program No. B-19-MC-48-0010, Catalog of Federal Domestic Assistance No. 14.218; Whereas,Agency requested temporary changes to the program due to the COVID-19 Pandemic so that it could use multiple forms of digital media for communication with clientele; WHEREAS, City believes that the requested amendment will help Agency meet the program' goals and further the interests of both Agency and City;and WHEREAS, it is the mutual desire of City and Agency to amend the Contract to complete thq Program and meet Contract objectives. NOW,THEREFORE,City and Agency hereby agree to amend the Contract as follows: I. EXHIBIT"A"—Program Summary attached to the Contract is hereby amended and replaced in its entirety with the EXHIBIT"A"—Program Summary Revised June 11,2020,attached hereto. II. This Amendment is effective as of the effective date the Contract. Ill. All terms and conditions of the Contract not amended herein remain unaffected and in full force and effect,are binding on the Parties and are hereby ratified by the Parties. WORTH,TX Amendment No. I to CSC No.53167 Page 2 Housing Channel(CDBG) HOUSING CHANNEL EXHIBIT"A" Homebuyer Counseling and Education PROGRAM SUMMARY PROGRAM SUMMARY (CDBG) October 1, 2019 to September 30, 2020 $125,000.00 PERIOD AMOUNT Capitalized terms not defined herein shall have meanings assigned them in the Contract. PROGRAM: The Program will provide homeownership training in accordance with HUD requirements, including in-depth one-on-one pre-purchase housing counseling and group education workshops consisting of money management including basic debt management, household budgeting, consumer education, landscaping,routine maintenance,and a review of the(HAP) program requirements as well as foreclosure prevention services to income-eligible home buyers and home owners. Notwithstanding anything else in this Exhibit, Agency's Program services may be provided through phone counseling sessions, virtual online meetings, and/or virtual classes during the COVID-19 Pandemic. Agency will continue to host virtual classes twice a month. i CDBG funds will be used to pay for salaries for staff involved in housing counseling and education, directly-related coordination and staff support. CDBG funds will also be used to pay for part of the facility rent. NOTE: Program services will be made available o n c e a g a i n at the following City of Fort Worth Neighborhood Center locations when the social distancing ban is lifted. Agency's main office and Program services are located at the following address: 4200 South Freeway, Suite 307, Fort Worth, TX 76115 Monday through Friday, 8:00 a.m. to 5:00 p.m., with occasional classes on weekday evenings and Saturday. Riverside Community Center 3700 E. Belknap St., Fort Worth, TX 76111 Tuesday or Wednesday for two hours, times will vary depending on Neighborhood Centel- availability CDBG 51%PSA CONTRACT 2019-2020—Exhibit"A"—PROGRAM SUMMARY Housing Channel Martin Luther King Center 5565 Truman Street, Fort Worth, TX 76112 Tuesday or Wednesday for two hours, times will vary depending on Neighborhood Center availability Agency shall not change any locations without prior City approval. Costs incurred at any locations that have not been approved by City shall not be reimbursed. Agency is a Countywide Agency that provides services to Fort Worth and Non-Fort Worth clients through a Fort Worth program and Non-Fort Worth program. Non-Fort Worth clients constitute at least 10%of total clients served.The Program serves Fort Worth clients only,and Agency will submit documentation which verifies that 51% of Program clients are Income Eligible Clients with current household incomes at or below 80% of AMI. Agency will also submit quarterly reports as required through EXHIBIT"A-2"—Reporting Requirements for Countywide Agency Programs. REGULATORY CLASSIFICATION: IDIS Matrix Code(s) and Service Category: 05U Housing Counseling National Objective Citation: LMC Low/Mod Limited Clientele 24 CFR 570.208(a)(2) Regulatory Citation(s): 24 CFR 570.201(e) PROGRAM GOALS: Minimum Countywide Agency Program Performance Outcome: At least 51% of Fort Worth clients must be Income Eligible Clients. For example, if 800 clients out of 1,000 clients served by the Countywide Agency are from Fort Worth, 408 of those Fort Worth clients must also be Income Eligible Clients. In this example, Agency would be required to furnish City 800 Certification of Income Statements that prove at least 408 of the Fort Worth clients served by the Program are Income Eligible Clients. The 200 Non-Fort Worth clients will be reported in the quarterly reports through EXHIBIT "A-2" — Reporting Requirements for Countywide Agency Programs. Minimum Number of Fort Worth Clients to be Served: The Program must serve a minimum of 375 Unduplicated Clients from Fort Worth as shown by the monthly reports on Attachment III. When determining the number of clients which constitutes 51%, HUD regulations require that all partial numbers must be rounded up.
