WHEREAS, the City of Fort Worth (CITY) and Parsons
Water & Infrastructure, Inc., (ENGINEER) made and entered into
City Secretary Contract No. 43923, (the CONTRACT) which was
authorized by MC CeJ25877 on the 25th day of September, 2012
in the amount of $ 3 91, 4 5 3. 0 0; and
WHEREAS, the CONTRACT involves engineering services for
the following project:
Little Fossil Creek Interceptor Improvements at Various
.Locations; and
WHEREAS, it has become necessary to execute Amendment
No.1 to the CONTRACT to include an increased scope of work and
revised fee.
NOWTHEREFORE, CITY and ENGINEER, acting herein by and
through their duly authorized representatives, enter into the
following agreement, which amends the CONTRAC T :
1.
Article I of the CONTRACT is amended to include the
additional engineering services specified in a proposal dated
February 8, 2013, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional
design services to be performed by Engineer totals
$206,797.00.

Article II of the CONTRACT is amended to provide for an
increase in the fee to be paid to Engineer f o r (All work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall be
an amount of $598 , 250 .00 .
3.
All other provisions of the Contract, which are not
expressly amended herein, shall remain in full force and
effect.

Subject Little Fossil Creek Interceptor Rehabilitation Project, Contract No. 43923,
Amendment 1 for Additional Services
Dear Mr. Sauceda:
Parsons offers additional Professional Engineering Services for the above referenced project.
The additional services entail design of 6,738 linear feet (LE) of sanitary sewer replacement or
rehabilitation. This Engineering Services Contract Amendment includes a detailed scope of
additional services attached to this letter. Parsons proposes to provide the attached scope of
services for the lump sum fee of $206 797.00. Attachment B with the fee breakdown is also
attached. All additional services proposed will be performed in accordance with the original
contract dated November 28, 2012.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer in the amount of $206,797.00 from the Water and Sewer Operating Fund to the
S ewer Capital Projects Fund;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Sewer Capital Projects Fund in the amount of $206,797.00; and
3. Authorize the execution of Amendment No. 1 to City Secretary Contract No. 43923 with Parsons Water
& Infrastructure, Inc., in the amount of $206,797.00 for sewer main design as part of the Little Fossil Creek
Interceptor Improvements at various locations within the Little Fossil Creek drainage basin
DISCUSSION:
On September 25 2012, (M&C C-25877) the City Council authorized an Engineering Agreement with
Parsons Water & Infrastructure, Inc., in the amount of $391,453.00 for Little Fossil Creek Interceptor
Improvements at various locations within the Little Fossil Creek Drainage Basin.
The original design provided for the replacement of the severely deteriorated portions of the City s sanitary
sewer Main 292 located at various points along Little Fossil Creek. As design has proceeded, Staff has
determined that additional sanitary sewer mains located immediately downstream of two original project
locations are undersized, severely deteriorated and in need of replacement.
Parsons Water & Infrastructure, Inc., proposes to perform the additional design work for a lump sum fee of
$206,797 00 for a Revised Contract in the amount of $598 250.00. Staff considers this fee to be fair and
reasonable for the scope of services proposed.
M/WBE Office: Parsons Water & Infrastructure, Inc., is in compliance with the City's M/WBE Ordinance by
committing to 32 percent M/WBE participation on this Amendment No. 1 The City's M/WBE goal on this
Amendment is 20 percent.

In addition to the contract amount, $20,000.00 is required for project management, real property
acquisition and utility coordination.
The project is located in COUNCIL DISTRICTS 2 and 4.
FISCAL INFORMATION / CERTIFICATION.
The Financial Management Services Director certifies that upon approval of the above recommendations,
and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Sewer Capital Projects Fund.
