AMENDMENT 1 TO CITY OF FORT WORTH CONTRACT 54001
BETWEEN THE CITY OF FORT WORTH AND DAY RESOURCE CENTER FOR THE
HOMELESS DB/A DRC SOLUTIONS FOR RAPID EXIT SERVICES
This Amendment (the "Amendment") is made and entered into by and between the City of Fort
Worth,a home-rule municipality of the State of Texas(hereinafter referred to as the "City"),acting
by and through Fernando Costa, its duly authorized Assistant City Manager, and DAY
RESOURCE CENTER FOR THE HOMELESS DB/A DRC SOLUTIONS (hereinafter
referred to as the "Agency"), acting by and through Bruce Frankel its duly authorized Executive
Director, for rapid exit services. Each party may be individually referred to herein as a "Party"
and collectively as "Parties."
RECITALS
WHEREAS,the United States of America,the State of Texas,Tarrant County and the City
of Fort Worth have all declared a state of emergency due to the recent coronavirus pandemic
("COVID-19");
WHEREAS,the City received an award of$22,428.00 from Texas Department of Housing
and Community Affairs (TDHCA) to assist persons experiencing homelessness and at-risk of
homelessness economically impacted by the COVID-19 pandemic (MC-20-0472);
WHEREAS, the City entered into Contract with Agency (Contract No. 54001)to provide
rapid exit assistance to people experiencing homelessness impacted by COVID-19 with these
TDHCA funds;
WHEREAS, on August 31, 2020 the City and TDHCA amended Contract No. 53209 to
extend the term of the contract to October 31, 2020;
WHEREAS, the Parties agree to amend the contract term of the Contract to reflect the
City's contract amendment with TDHCA, Contract 53209-A2.
NOW THEREFORE City and Agency do hereby agree to the following:

This Agreement shall begin on March 26, 2020 ("Effective Date") and expire on October
31, 2020 ("Expiration Date"), unless terminated earlier in accordance with this Agreement
III.
This amendment is effective as of the Effective Date of this Amendment.
IV.
All terms and conditions of the Contract not amended herein remain unaffected and in
full force and effect, are binding on the Parties and are hereby ratified by the Parties. Capitalized
terms not defined herein shall have the meanings assigned to them in the Contract.

HEARING:
SUBJECT: Authorize Acceptance of Additional Grant Funds from the Texas Department of Housing
and Community Affairs for Homeless Housing and Services Program in the Amount
of$22,428.00 and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council authorize acceptance of additional grant funds from the Texas
Department of Housing and Community Affairs (TDHCA) for the Homeless Housing and Services
Program in the Amount of$22,428.00 and adopt the attached appropriation ordinance increasing
estimated receipts and appropriations in the Grants Operating State Fund in the amount of$22,428.00
upon notification of award and receipt of funds.
DISCUSSION:
The State of Texas provides grant funding for the Homeless Housing and Services Program (HHSP)
administered by the Texas Department of Housing and Community Affairs (TDHCA)to nine
municipalities with a population of 285,500 or greater, including the City of Fort Worth.
TDHCA approved a waiver that permits the use of 2018 and 2019 HHSP reallocated funding to assist
persons experiencing homelessness and at-risk of homelessness economically impacted by the
Coronavirus pandemic.
The City of Fort Worth received $22,428.00. The City will sub-contract with DRC-Solutions to rapidly
exit at least eight households experiencing homelessness into housing through provision of rental
assistance.
Upon acceptance, the grant will begin on March 26, 2020 and end August 31, 2020. The City's
Directions Home unit will administer the HHSP funds.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that, upon acceptance of the above recommendations and adoption of
the attached appropriation ordinance, funds will be available in the Grants Operating State Fund, as
appropriated. Directions Home will be responsible for the collection and deposit of funds due to the
City. Prior to expenditures being incurred, Directions Home has the responsibility to validate the
availability of funds. This is a reimbursement grant.
