The 10-week, FFM program's focus is to increase the safety of youth in their own homes. FFM builds key protective factors that enable children to thrive by helping their mothers gain the tools they need to redirect their lives. PROBLEM AND CAUSES 1) Programs must address at least one of the following CCPD problem area(s) from the Goal selected on the cover sheet: violent crime, gang-related activities, safety of residents and/or youth, crime in Fort Worth neighborhoods, or iuvenile crime. Agencies should consult the specific definitions included in this packet. Please justify your selection on the cover sheet by a. Identifying and describing the problem area(s) relevant to your program. b. Identifying if your contract is for a crime prevention program, intervention program, or a direct neighborhood proiect. c. Please describe in detail the causes of those problem area(s) and cite sources. According to the 2018 DFPS Data Book in Texas, the number of child abuse victims increased to 66,352 in 2018 from 64,657 in 2017nearly 42% of victims under the age of three. The number of children removed from their biological homes increased by 9.7% and even more alarming was the 25%increase in child fatalities in 2018. Moreover, children entering foster care increased about 5% each year in the past decade. Adverse Childhood Experiences (ACES)which are defined as stressful or traumatic events that occur early in life (0-17 years) have shown to determine of health and risky behaviors.) ACES include not only child maltreatment and parental divorce but also include emotional, physical, and sexual abuse, emotional neglect, economic hardship, exposure to domestic violence, parental death, parental incarceration, and parental mental illness, or drug or substance use. ACES have effects that persist into adulthood.2 As an ACE score increases, the more likely an individual is to experience chronic health conditions, higher levels of suicidal behaviors, substance use, and risky sexual behaviors. The negative impact/costs can impact social services, healthcare, adult criminal justice/juvenile justice, education, loss of productivity and increased workforce/business costs. In Texas, about 60%of children and adolescents experienced at least one ACE and one in four experienced three or more ACES by age 18. In Tarrant County, children have consistently higher ACE scores than their counterparts in other Texas counties.3 Furthermore,North Texas has seen an increase in specific ACE items such as parental drug use and child maltreatment over the past five years.4 Within Tarrant County, families that live within specific zip codes are at higher risk for ACES. TexProtects identified over half of the zip codes in Fort Worth at highest risk for child maltreatment, poverty, substance use, and teen birth.5 NewDay Services FFM intervention and early prevention services target these families mitigating the effects of ACES on mothers impacting the lives and futures of their children. In 2019,with your support,we served 400 mothers across Tarrant County, all of whom were impacted by ACES such as parental divorce or separation, child maltreatment, or parental risky behaviors, and incarceration, among others. 1. https://www.cdc.gov/violencorevention/pdf/preventingACES-508.pdf 2. How many people? What definable population group (i.e. age, ethnicity, etc.)? What neighborhood(s)? The FOCUS for Mothers Program(FFM)is targeted to 450 mothers whose children are at risk of removal from their care/home to ultimately be placed in substitute care due to child abuse/neglect. Over 1000 of their children will indirectly benefit from our services. The mothers will be referred from the Child Welfare/Child Support Courts, Domestic Violence, Criminal Courts/Reentry or Child Protective Services (CPS). The service area includes all of Fort Worth as referrals come from the Tarrant County Court system and local CPS. The Demographics: Ethnicity- Caucasian, 50%; African American, 46%; Hispanic, 69%; Asian, 4%; Multi- Racial, 28%; and American Indian, 3%. Education- College, 29.6%; High School, 49%; GED, 12.2%; Middle School, 6%; Elementary School, .3%; Apprentice, .3%; Vocational 2.7%. Income: 56.7%earn $9,999 or less, 29.9%earn $40,999 or less, and 13.4% earn $40,000+. Focal Children: In 2019, 54% were ages 0-5 years of age and 75% were 0-9 years of age. 3) Describe how your program/project addresses the causes of the problem area(s) and achieves the goals of CCPD. Cite relevant sources for evidence-based, evidence informed, or promising practice. The FFM program helps mothers deal with people and life issues, which threaten their financial and relational stability. FOCUS communicates to moms the vital role they play in their children's lives and gives them the parenting skills, communication skills, and life skills necessary to maximize their parental influence- even amidst difficult life circumstances. Because the class is child-centered, strength-based, interactive, and relevant, it provokes mothers to reflect upon their desires to be strong, positive influences in their children's lives while equipping them with tools to grow as a woman and mother. Curricula methodology: A good, adult education curriculum is relational, highly interactive and highly relevant. We need to engage them into the learning experience as quickly as possible. We engage them by facilitating guided, class discussions about issues affecting mothers deeply: • They've lost control of the direction of their lives; • There is strain on their children due to co-parenting relationships; • How their own mothers were and the need to carve their own path; • The need to understand the roles of a woman/mother and how those roles contribute to the adult their children will become; • How to identify their own unique strengths; • How to connect/communicate with children at various ages. Conversations around these topics happen readily in a relational and interactive environment because they are relevant to deeper issues driving mothers. This philosophy is built into the way we structure FOCUS class experiences. Evidence-based components: • Cooperative learning—We utilize this adult learning method"defined as the instructional use of small groups to promote students working together to maximize their own and each other's learning. FY2021 Community Based Programs Agreement Page 19 of 30 Between CFW&NewDay Services for Children and Families Exhibit A Cooperative learning is characterized by positive interdependence, where students perceive that better performance by individuals produces better performance by the entire group. It can be formal or informal, but often involves specific instructor intervention to maximize student interaction and learning". Retrieved from hqp://cft.vanderbilt.edu/guides-sub-pages/setting_up-and-facilitating- group-work-using cooperative-learning=groups-effectivelL/.) • Peer support— Peer support, the "process of giving and receiving encouragement and assistance to achieve long-term recovery," is not a new concept. Peers "offer emotional support, share knowledge, teach skills, provide practical assistance, and connect people with resources, opportunities, communities of support, and other people."hnps://www.mhanational.ora/sites/default/files/Evidence%20for%2OPeer%2OSgpppq.pdf) • Strengths-based approach—The strengths-based approach is based on these key principles: 1. Every individual, family, group and community has strengths, and the focus is on these strengths rather than pathology; 2. The community is a rich source of resources; Interventions are based on client self- determination; 3. Collaboration is central with the practitioner-client relationship as primary and essential 4. Outreach is employed as a preferred mode of intervention; and all people have the inherent capacity to learn, grow and change. (Saint-Jacques, M., Turcotte, D., &Pouliot, E. (2009). • Motivational Interviewing(MI) an evidence-based treatment that addresses ambivalence to change. MI is a conversational approach designed to help people with the following: Discover their own interest in considering and/or making a change in their life; 1. Express in their own words their desire for change (i.e., "change-talk"); 2. Examine their ambivalence about the change; 3. Plan for and begin the process of change; 4. Elicit and strengthen change-talk; 5. Enhance their confidence in taking action and noticing that even small, incremental changes are important; and 6. Strengthen their commitment to change. https://www.centerforgbp.case.edw ractices/mi 4) Describe your measurable program activities and how they address the causes you described in Question #1. Please include a description of measures and how your program will meet these goals. FOCUS for Mothers (FFM) is a 10-week, 2 hours per week, prevention/early intervention program that helps promote economic stability, foster responsible parenting, healthy marriage, and co-parenting skills. The FFM program model applies to a diverse population with self-sufficiency as the goal. During the current COVID- 19 social distancing, we will utilize ZOOM for online class delivery. All our staff will still be involved in all phases of the program as they are with live classes- from oversight, to engagement efforts, to facilitation, to volunteer coordination, etc. The FFM classes are pre-recorded, but presented by live facilitators during zoom class sessions. Facilitators start/stop the recording to facilitate class discussions and activities. All paperwork is distributed by mail or electronically when possible. We document participation by zoom logins/outs, though online participation, submitted paperwork and evaluations. Preventing and mitigating the factors leading to ACES can save a child from trauma and dramatically increase their chance for healthy cognitive, physical and emotional development and their ability to become economically secure, well-educated, and productive community members. NewDay's FFM Program is an early intervention program that fosters resiliency* in these families, their children and the neighborhoods in which they live. FFM works to provide healthy mother involvement in the lives of their children. *Resiliency is the ability of a child, family or community to grow in a functional, healthy, adoptive, and integrated way over the passage of time after facing challenging and stressful situations. FFM's positive, parenting practices promote a mother's healthy parenting skills and positively change the FY2021 Community Based Programs Agreement Page 20 of 30 Between CFW&NewDay Services for Children and Families Exhibit A child's stressful environment. The four goals follow: 1. Assist mothers in acknowledging their past life experiences that have led them to their current situation and how to change negative behaviors. 2. Help mothers recognize the strengths they already possess as mothers, recognize and improve parenting weaknesses. 3.Help mothers understand the valuable part they play in their children's lives and that they are responsible for creating a safe/healthy home environment. 4.Help mothers develop coping skills to deal with stressors in life--domestic violence, financial problems, relationship issues, substance abuse, single parent homes and co-parenting. Since children rely on their parents' responses to make sense of the world, they trigger the development and strengthening of neural connections in the brain between the regions that control emotion, cognition, language, and memory. Parents regulate their children's stress. NewDay's FFM Program helps diminish or even reverse the effects of detrimental parental behaviors. By changing the way these mothers behave toward their children, mothers can improve the lives, behaviors and attitudes of their children, repairing cognitive/academic/behavioral dysfunctions into adulthood. 5) Describe your measurable program outcomes and how they affect the problem area(s) described in Question#1. Please include a description of your evaluation methods. NewDay will serve 450 unduplicated mothers. Retrospective evaluations are completed in Week 10. The differences (improvements) represent the mother's evaluation of pre-class knowledge, skills and attitudes versus post-class knowledge, skills and attitudes. Improvements reflect how much the mother learned based on a five- point Likert scale. Mothers will show retrospective improvement from pre- versus post-test with a: NewDay Program outcomes for the FFM program include: • 80% improvement in ability to control their actions and attitudes instead of trying to control other people and situations outside their control. Trying to control people and situations, especially in times of crisis often leads to violence and crime against persons in Fort Worth neighborhoods and/or their own children. By understanding their personal Circle of Control, they are less likely to try to force people or situations. Parents who co-parent without fighting reduce toxic stress on their children and the violence in the neighborhood/home. Mothers learn that they are not victims of their circumstances, but can influence others for the better by controlling themselves. • 80% improvement in ability to understand the need to provide positive experiences for their children that will help their children develop into healthy, independent, self-sufficient, well-rounded adults. Proper discipline, appropriate expectations and communication skills reduce conflict/violence and toxic stress in the home. Many mothers relate they grew up in dysfunctional homes, and therefore have no frame of reference as to what makes a home functional. We discuss how the mothers view their own parents' behaviors, influence, skills, parenting successes and/or failures. We encourage mothers to embrace the positive traits of their parents and discard the negative traits. We incorporate the characteristics needed to help the others create a safe, stable, nurturing home. • 75% improvement in ability to set healthy coping skills, such as; decision-making, problem solving, and boundary setting. We stress to mothers how they must improve the way they view themselves since their self-esteem affects all of their relationships and influences nearly every decision they make. Safe/non- violent relationships with others in their neighborhoods and with their families (children)are dependent on mother's having a healthy self-worth. Setting boundaries is directly proportional to how she sees herself. By learning how to control her attitudes and actions, she can exert positive influence and change situations without force or manipulation. • 50% improvement in the ability to understand the effects of physical, emotional, verbal and sexual abuse on them and their children. Learning to deal with Domestic Violence (DV) and trauma helps the mother prevent violence in her own life, as well as the lives of her children. Children exposed to DV are more FY2021 Community Based Programs Agreement Page 21 of 30 Between CFW&NewDay Services for Children and Families Exhibit A likely to attempt suicide, abuse drugs and alcohol, run away from home, engage in teenage prostitution, and commit sexual assault crimes. • 55% improvement in the ability to respond calmly to conflict between/with other caregivers of their children in a healthy, cooperative manner for the children's benefit. We only control or own attitude and actions and can't control people/situations over which we have no control. This impacts safety of residents and/or youth, and violent crime such as domestic violence. 6) Describe how your program addresses the CCPD special emphasis priority: literacy instruction/skills specifically for children ages 0-9? The ability to regulate/reduce the toxic chronic stress of children is enormously helpful in achieving academic success. Without a stable, responsive early childhood, the transition of kindergarten is challenging/overwhelming. Chronic stress-related dysfunctions become academic dysfunctions. Students can't learn to read on time. It is harder for them to concentrate on the words on the page. As they fall behind, they feel worse about themselves and about school leading to more stress, behavior problems, etc. FFM informs mothers of the critical role they play in their child's academic success and encourages them to actively participate in their child's education during the week 8, "Building a Strong Child" class. FFM also presents a CPS Navigation handout (week 2) and teaches mothers how to incorporate reading into their CPS Visiting activities when children are in substitute care. Reading/literacy resources are given to mothers based on age 0-2 years, 2-4 years, 5-7 years, 9-12 years and teenagers. 7) Describe what makes your program unique. Include descriptions of how it compares with similar programming offered in the area. If applicable, describe how your program/project integrates City of Fort Worth programming or personnel, improves existing City of Fort Worth projects/programming, or is directly involved with City of Fort Worth efforts to achieve Annual Report Strategic Goals. NewDay is the only parenting resource contracted with ACH OCOK for provision of services to mothers whose children are in foster care. NewDay also serves all neighborhoods and has been working extensively within the PSN targeted Poly-Stop 6, Seminary and Las Vegas Trail neighborhoods. We address PSN strategies such as child maltreatment issues, domestic violence and others.NewDay is unique: classes use a strength-based approach, they are relational, interactive, and relevant, and offer peer support. 8) Describe if this is a new or existing program, including: a. how long it has been in operation Since 2013. b. how it is currently financially sustained Private foundation, civic, corporate and individual donations. c. If this is an expansion of an existing program No d. Why CCPD Funds are necessary at this time Today, (3.23.2020) an article was published by Newsweek online, TEXAS HOSPITAL CHILD ABUSE CASES RISE IN COVID-19 OUTBREAK: 'IT'S HARD TO THINK THAT IT'S JUST COINCIDENTAL'. Doctors at a Cook Children's Hospital in Fort Worth, Texas, have sounded the alarm over concerns about a rise in alleged child abuse cases amid the coronavirus outbreak. In the span of one week, doctors at Cook's in Fort Worth FY2021 Community Based Programs Agreement Page 22 of 30 Between CFW&NewDay Services for Children and Families Exhibit A said they saw at least six cases of apparent physical abuse against children, with one of those cases resulting in death. As more and more people are without work and struggling, the child abuse, neglect and domestic violence will escalate. ORGANIZATION 9) Briefly describe your organization. Include how long your organization has served the community and the nature of your services. Since 1997, NewDay has worked enhancing children's lives by empowering their parents. NewDay's goal is to place families on a path to healing-impacting the lives of thousands of children at-risk of being removed from their parents and/or home each year. NewDay's current programming includes: Family Services: NewDay programs help families by giving them tools and training to resolve conflict and coach them towards cooperative parenting: Anger Resolution, Case Mediation, Co-parenting skills, Individual counseling, and Reconciliation. Healthy Parenting: NewDay works with Mothers and Fathers to maximize their influence in the lives of their children. Chaplaincy: In 1997,NewDay was founded by a pastor providing spiritual support and advocacy for parents in crisis at the Family Law Center. NewDay continues to work providing pastoral care and support to families/children in the: Tarrant County Family Law Center and Juvenile Justice/Detention Center. Mentor-Navigation: NewDay Mentor-Navigator's serve as a dedicated point of contact to help mothers/fathers gain confidence through: economic stability, responsible parenting, healthy relationships, and community connections. 10) Describe how the proposed program fits the mission of your organization. NewDay's FFM Program exemplifies our mission of impacting children's lives by empowering their moms- offering them hope and inspiration through practical tools and life coaching. We envision the children of each parent we serve enjoying the full love, support and cooperation of the parents they know, need and want. The mothers we serve are broken by family crisis and seek to change their circumstances. We meet them at their point of need and walk beside them giving them the tools needed to embrace sustainable change. 11) Describe the geographic area your organization and project will serve(i.e.city wide, council district(s), zip code, neighborhood, census tracts, etc.). City wide SUSTAINABILITY 12) Describe and list what other funds have been secured or applied for on behalf of this program. If this is new programming, include a description of what must happen to implement your program to complete your project by September 30, 2021. In 2020, funding is hopefully anticipated (pending) to come from The Moody Foundation $50,000, Individuals, Christ Chapel Bible Church, In & Out Burger Foundation, CCPD and the Tarrant County Child Welfare Board. We will continue to seek funding from other private sources, individuals, businesses and foundations as the year progresses. 13)Describe your plans to sustain this program beyond the CCPD funding period. In 2018-19, NewDay worked with CPS in Denton to run a FOCUS for Mothers pilot 10-week program that is currently being reviewed by the state CPS/DFPS in consideration of funding the program in the future. We are FY2021 Community Based Programs Agreement Page 23 of 30 Between CFW&NewDay Services for Children and Families Exhibit A also working to negotiate funding with ACH OCOK to fund our work with biologic mothers whose children are in foster care. We are concurrently continuing to seek private funding. 14)Has your Contractor obtained funding through the Crime Control and Prevention District previously? ® Yes ❑ No If so,please fill out the form on page 20.Include any awards received in the previous three cycles(FYI 8,FY19,FY20).
