FIRST AMENDMENT AND RENEWAL OF FORT WORTH CITY SECRETARY
CONTRACT NO. 49927—PROFESSIONAL SERVICES AGREEMENT
This First Amendment and Renewal of Fort Worth City Secretary Contract No.49927
("Renewal") is made and entered into by and between the City of Fort Worth, a home rule
municipal corporation of the State of Texas (the "City"), and MuniCap, Inc., a Maryland
Corporation("Consultant"). City and Consultant may each be individually referred to as a"party"
and collectively referred to as "parties."
WHEREAS, the parties previously entered into an agreement for Public Improvement
District (PID) consulting and administration services, the same being Fort Worth City Secretary
Contract No. 49927 ("Agreement"); and
WHEREAS,the Agreement provided for an initial term of four years with renewals at the
City's sole option; and
WHEREAS, the initial term of the Agreement expires on November 30, 2020; and
WHEREAS, the parties wish to amend the Agreement to reflect state law requirements
enacted after the start of the initial term and to extend for an additional one-year renewal period.
NOW, THEREFORE, City and Consultant, acting herein by and through their duly
authorized representatives, agree as follows:
1.
That Fort Worth City Secretary Contract No. 49927 is hereby renewed and extended for a one-
year period to be effective beginning December 1, 2020, and to expire on November 30, 2021,
unless terminated earlier in accordance with the provisions of the Agreement.

2.
That Fort Worth City Secretary Contract No. 49927 is amended to add a new section 29 to be
effective December 1, 2020 and to read as follows:
29. ANTI-BOYCOTT REQUIREMENT. Consultant acknowledges that in accordance
with Chapter 2270 of the Texas Government Code, City is prohibited from entering into a
contract with a company for goods or services unless the contract contains a written
verification from the company that it: (1) does not boycott Israel; and (2) will not boycott
Israel during the term of the contract. The terms "boycott Israel" and "company" shall
have the meanings ascribed to those terms in Section 808.001 of the Texas Government
Code. By executing this instrument, Consultant certifies that Consultant's signature
provides written verification to the City that Consultant and any wholly owned
subsidiary,majority-owned subsidiary,parent company,or affiliate of the Consultant(1)
do not boycott Israel, and(2) will not boycott Israel during the term of the Agreement,
as amended and extended.
3.
That all other provisions of Fort Worth City Secretary Contract No. 49927 that are not expressly
amended herein shall remain in full force and effect throughout the renewal period.
4.
That this Renewal may be executed in several counterparts, each of which will be deemed an
original, but all of which together will constitute one and the same instrument. A signature
received via facsimile or electronically via email shall be as legally binding for all purposes as an
original signature.
