HomeMy WebLinkAboutContract 51385-A4 CSC No.51385-A4 AMENDMENT N0.4 TO CITY SECRETARY CONTRACT No. 51385 WHEREAS, the City of Fort Worth (CITY) and Neel-Schaffer, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 51385, (the CONTRACT) which was authorized by M&C on the lath day of September, 2018 in the amount of $ 267, 709 . 00; and WHEREAS, the CONTRACT was subsequently revised by: Amendment Number 1 in the amount of $18, 945 . 00 which was administratively authorized on February 19, 2019; Amendment 2 in the amount of $16, 270 . 00 which was administratively authorized on July 29, 2019; Amendment Number 3 in the amount of $21, 342 . 00 which was administratively authorized on 12th day of December, 2019; and WHEREAS, the CONTRACT involves engineering services for the following project: Keller Haslet Road Culvert Improvements; and WHEREAS, it has become necessary to execute Amendment No. 4 to the CONTRACT to include an increased scope of work and revised fee . NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1_ Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $26, 534. 00. (See Attached Funding Breakdown Sheet, Page -4-) 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $350, 800. 00. 3 . These additional services were requested by the City of Fort Worth to address the moving head cut. That head cut has moved approximately 200' in the last two years. This work generally falls into two categories. The first relates to the overflow channel. The second addresses the low flow culvert and existing stream. The overflow channel, with limited Contractor supplied field data, will be modified to deepen it (to match the newly eroded stream flowline) and shorten it (to reduce the amount of excavation and save money). It will also include relocating the drop structure from the old location of the head cut to the end of the newly installed box culverts. There are areas where no additional field data have been provided that will be generalized in the revised plan. Field modification will be required to match the concept being developed. Another task related to the overflow channel is to redesign the culvert apron (also being relocated downstream of the drop structure) and the ACB and TRM erosion protection measures. This requires modifications to sheet 13 (Concrete Structure Details) and sheet 15 (Drainage Channel Plan/Profile). New sheets 27 (Revised Overflow Channel Plan/Profile) and 28 (Revised Downstream Concrete Apron Details) will also be required. The second category includes addressing the head cut in the existing stream. The 36" low flow culvert will be extended about 50' to the end of the existing grouted rock rip rap. From there the existing streambed will be lowered about 3' for another 50' to tie in the current location of the head cut. Erosion control measures will be provided for culvert outfall. There are AT&T facilities in the area of the stream grading that might be impacted. This work will require modifications to sheets 14 (Concrete Structure Details), and also sheet 15 (Drainage Channel Plan/Profile). A new sheet 29 (36" Culvert Extension and Existing Stream Modifications Plan with special pipe connection details) will also be needed. The 36" pipe extension will be profiled. Erosion protection measures will be designed for that manhole. These will be shown on the new sheet 29. The Section 404 Permit will have to be revised and resubmitted to the U.S. Army Corps of Engineers for approval. This is included. No survey work is included. The Contractor provided a few shots to assist with the redesign. No other revisions to sheets are included. No other permitting (road closure, trees, grading, etc.) is included. The proposed increase to the contract is $26,534.00 for these additional services. All additional services will be performed in accordance with the original contract dated October 10, 2018 (City Secretary Contract No. 51385).
