HomeMy WebLinkAboutContract 39090-A1 CITY SECRETARY R oq C)- CONTRACT NO- AMENDMENT No. 1 TO CITY SECRETARY CONTRACT WHEREAS, the City of Fort Worth (CITY) and Freese and Nichols, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 39090, (the CONTRACT) which was authorized by M&C C-23714 on the 11t' day of August, 2009 in the amount of $840,000.00; and WHEREAS, the CONTRACT involves engineering services for the following project: Design and Construction Phase for a New 54-inch Pipeline and preliminary design only for the Eastside Pump Station. WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated October 25, 2011, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $49,550.00 (water) . 2 . Project Manager City of Fort Worth Water Department 1000 Throckmorton Street Fort Worth,Texas 76102-6311 Re: Amendment 1 for Phase 1 Additional Services and ESPS Discharge Header Replacement Eastside 54-inch Pipeline Project, Project Number 00369 Dear Ms. Schwinger: On March 16, 2011 the City and Freese and Nichols, Inc. (FNI) met to discuss the schedule for the Eastside 54-Inch Pipeline Project. At the meeting we were informed that the project will be split into three phases: • Phase 1—54" pipeline from Scott Avenue to the connection to the existing 42" and 36" pipelines on Beach Street, north of the river. This phase includes crossing IH-30 and the river. Phase 1 will also include an additional 1,100 feet of 42" pipeline along Scott Avenue to connect the new 54"to the existing Eastside 42" and 36"water lines. The 42" pipeline on Scott Avenue was not part of the original project scope. • Phase 2- New Eastside Pump Station and associated distribution piping in the vicinity of the pump station site. • Phase 3—54" pipeline from Scott Avenue (south side of Phase 1- 54")to the Eastside Pump Station Site(Beach Street and Vickery Boulevard). This includes the 5,200 feet of revised alignment due to the conflict of the brine tanks on the Barney Robinson Property. This letter includes scope and fee for revising the Engineering Feasibility Report(EFR)and the Environmental Information Document (EID)to break the project up into three phases. Scope also includes additional design survey and geotechnical survey to design the additional 1,100 feet of 42" water line along Scott Avenue. In addition to the pipeline phasing change the City has asked FNI to develop a design to repair the discharge header at the East Side Pump Station. [FTW09368]T.\contract\Draft Amendments\2011-10-25 Phase 1\Admendment Letter Phase 1 Rev 3.docx Ms. Schwinger October 25,2011 Page 2 of 4 SCOPE OF SERVICES BASIC SERVICES(ESPS DISCHARGE HEADER REPLACEMENT) The summary of work for the discharge header replacement includes the following: • Replace existing 20" and 24" discharge headers with a single 24" header. Replace from the north Venturi meter to the existing 36" in Avenue B. The new discharge header will be constructed in the location of the existing 24" discharge header. The existing 20" discharge header may be abandoned in place or removed. • Replace individual pump discharges up to the pump station building. • The south Venturi meter will be replaced with a new Electromagnetic Flow Meter. One of the existing vaults on-site will be reused to house this meter. All new piping will be provided for the installation. A. Discharge Header Piping and Electromagnetic Flow Meter Design: FNI will provide construction drawings to be used by the construction contractor to remove and replace the discharge piping at the East Side Pump Station as detailed in the Summary of Proposed Work listed above. FNI anticipates the following deliverables: 1. One Plan Sheet showing the limits of demolition 2. One Plan Sheet showing the new work to be performed 3. One Sheet showing typical section views of the piping lineup 4. Two Civil Detail Sheets 5. Two Electrical Sheets 6. Proposal form with Unit Price line items and quantities FNI will make one (1) site visit and attend two (2) meetings for review and coordination of the project. FNI will provide technical specifications for the Electromagnetic Flow Meter and Programming required for the project. FNI will not provide specifications as a part of this project for other elements, as general notes or references to City standard specifications are believed to be adequate for the project SPECIAL SERVICES(PHASE 1) A. GEOTECHNICAL ENGINEERING: Retain and monitor the efforts of a geotechnical engineering firm (HVJ Associates)to provide the following services: One additional exploratory boring will be performed near the intersection of Scott Avenue and Beach Street. This boring will include laboratory testing in accordance with the original contract. The additional boring and laboratory test results will be incorporated into one geotechnical report for Phase 1 of the pipeline project. Consultation and special inspection services during construction will be additional services. i Ms.Schwinger October 25,2011 Page 3 of 4 B. SURVEYING: FNI will retain and monitor the efforts of a surveying firm (Pacheco-Koch) to provide the following services: Provide topographic design survey for approximately 1,100 feet along Scott Avenue from Taft Street to Beach Street. The survey width will be the full Right-Of-Way width of Scott Avenue. C. TEXAS WATER DEVELOPMENT BOARD DRINKING WATER STATE REVOLVING FUND ASSISTANCE: FNI will revise and submit the Engineering Feasibility Report (EFR) to the Texas Water Development Board for approval. The Engineering Feasibility Report will be revised to incorporate the revised alignment and project phasing for the 54-Inch pipeline and to include the 42-Inch pipeline on Scott Avenue. The EFR will not include the Eastside Pump Station. The Eastside Pump Station EFR will be prepared under separate contract. FNI will revise and submit the Environmental Information Document (EID) to the Texas Water Development Board for approval. The EID will be revised to incorporate the revised alignment and project phasing for the 54-Inch pipeline and to include the 42" pipeline on Scott Avenue. The EID will include both pipelines and the pump station. FNI will also send a revise project description letter to the Texas Historical Commission to determine the level of documentation and/or surveys required to satisfy the requirements of the Texas Antiquity Code and federal statutes. FNI will provide an archeological survey as additional services, if required by the Texas Historical Commission.
