FIRST AMENDMENT TO FORT WORTH CITY SECRETARY CONTRACT NO. 48538
—PROFESSIONAL SERVICES AGREEMENT
This First Amendment to Fort Worth City Secretary Contract No. 48538
("Amendment") is made and entered into by and between the City of Fort Worth, a home rule
municipal corporation of the State of Texas (the "City"), and Public Trust Advisors, LLC, a
Colorado limited liability company ("Investment Advisor" or"Advisor"). The City and Advisor
may each be referred to individually as a "party" and collectively as the "parties."
WHEREAS, the parties previously entered into a contract for Investment Advisory
services, the same being Fort Worth City Secretary Contract No. 48538 (the"Agreement"); and
WHEREAS,the Agreement provided for a one-year initial term and three renewal periods
of one-year each;
WHEREAS, the final renewal term will expire on December 31, 2020; and
WHEREAS, the parties wish to amend the Agreement to provide an extension and to
reflect state law requirements enacted after the start of the initial term.
NOW, THEREFORE, City and Advisor, each acting herein by and through its duly
authorized representative, agree as follows:
1.
That section 2 "TERM", of Fort Worth City Secretary Contract No. 48538 is hereby amended to
add the following sentence: "In addition to the renewal periods described above, the Agreement
shall extend and continue in effect under the same terms and agreements through April 30, 2021
(the "Extension Period"), unless terminated earlier in accordance with the provisions of this
Agreement."

That Fort Worth City Secretary Contract No. 48538 is amended to add a new section 34 to be
effective January 1, 2021 and to read as follows:
34. ANTI-BOYCOTT REOUIREMENT. Advisor acknowledges that in accordance
with Chapter 2270 of the Texas Government Code, City is prohibited from entering into a
contract with a company for goods or services unless the contract contains a written
verification from the company that it: (1) does not boycott Israel; and (2)will not boycott
Israel during the term of the contract. The terms "boycott Israel" and "company" shall
have the meanings ascribed to those terms in Section 808.001 of the Texas Government
Code. By executing this instrument, Advisor certifies that the signature of its
representative provides written verification to the City that Advisor and any wholly
owned subsidiary,majority-owned subsidiary,parent company,or affiliate of theAdvisor
(1)do not boycott Israel,and(2)will not boycott Israel during the term of the Agreemen4
as amended and extended.
3.
That all other provisions of Fort Worth City Secretary Contract No. 48538 that are not expressly
amended herein shall remain in full force and effect throughout the Extension Period.
4.
That this Amendment may be executed in several counterparts, each of which will be deemed an
original, but all of which together will constitute one and the same instrument. A signature
received via facsimile or electronically or via email shall be as legally binding for all purposes as
an original signature.
