Crossings contained in the Quiet Zone Four public at -grade crossings are contained within the Quiet Zone. These crossings are: Crossing ID Street Name 020487R Page Street 020486J Hemphill Street 020485C W. Capps Street 020484V Lipscomb Street Location on Street 600 Block of Page Street 2400 Block of Hemphill Street 800 Block of W. Capps Street 2700 Block of Lipscomb Street Effective Date of Quiet Zone February 4, 2012, is the date upon which routine locomotive horn use at the above crossings shall cease. This installation will comply with the requirements of Appendix A to Part 222 — Supplementary Safety Measures A.4 One Way Street with Gate. Hemphill Street: existing two- quadrant gate system including constant warning system and power -out indicators with a median barrier. This installation will comply with the requirements of Appendix A to Part 222 A.3 Gates with Medians or Channelization Devices. W. Capps Street: existing gate system including constant warning system and power -out indicators on a westbound one -way street. This installation will comply with the requirements of Appendix A to Part 222 — Supplementary Safety Measures A.4 One Way Street with Gate. Lipscomb Street: existing two- quadrant gate system including constant warning system and power -out indicators with a Wayside Horn System. This installation will comply with the requirements of Appendix B to Part 222 — Appendix E. Time period within which restrictions on the horn will be imposed The time period within which restrictions on the horn will be imposed is 24 hours per day. Lipscomb Street, crossing ID 020484V Notice of Intent A Notice of Intent to establish a Quiet Zone at the above listed location was mailed to all railroads operating over the public grade crossing within the proposed quiet zone, the State agency responsible for grade crossing safety, and the State agency responsible for highway and road safety for these crossings on July 14, 2011, by certified mail, return receipt requested. The Notice of Intent was mailed more than 60 days before the mailing of this Notice of Quiet Zone Establishment. Written comments and/or "no comment" statements have been received from all railroads operating over the public grade crossings within the proposed quiet zone, the State agency responsible for grade crossing safety, and the State agency responsible for highway and road safety.
