HomeMy WebLinkAboutContract 49485-A3AMENDMENT No . 3 TO CITY SECRETARY CONTRACT CSC No. 49485-A3 WHEREAS, the City of Fort Worth (CITY) and Neel-Sahaffer, Inc. , (ENGINEER) made and entered into City Secretary Contract No.49485 (the CONTRACT) which was authorized by M&C C-28302 on the lst day of August 2017 in the amount of $458,204.00; and WHEREAS,the CONTRACT was subsequently revised by Amendment No.1 in the amount of $14,980.00 administratively authorized on May 30, 2018 and Amendment No. 2 in the amount of $58,341.00 administratively authorized on December 18, 2018; and WHEREAS, the CONTRACT involves engineering services for the following project: Churchill Road Water and Sanitary Sewer Improvements; and. WHEREAS, it has become necessary to execute Amendment No.3 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: l. Article I of the CONTRACT is amended to include the additional engineering services specified in the proposal attached hereto and incorporated herein. The cost to City for the additional professional services to be performed by Engineer totals $35,400.00 (Water: $13,847.00; Sewer: $21,553.00). 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $566,925.00. 3. These additional services were requested by the City of Fort Worth to address the Tarrant Regional Water DistricYs request for a Section 408 permit, and for improvements to the undocumented extension of Sewer L-4293. The e�sting water and sanitary sewer lines in Churchill Road cross the extreme upstream end of the Brookside Levee. 'The District has requested that the City remove the sewer manhole in Churchill Road and the associated sewer lines (east and west of the manhole). The sewer itself can remain with the appropriate backfill in the levee. The District has also requested that the proposed 8" and 24" water lines in Churchill Road be installed by other than open cut. According to services discovered during construction, Sewer L-4293 extends approximately 700' farther north in Churchill Road than was documented on the record drawings. This extension is appro�mately from Shear Drive to Stevens Sneet. Neel-Schaffer, Inc. proposes to provide the following: Provide a Section 408 Permit request to the District (for them to Corps of Engineers). This includes: 1. A letter report describing the purpose of the project. 2. An exhibit of the project with imagery. 3. A brief overview of the existing Geotechnical Report on Geotechnical Investigations are anticipated. forward to the U.S. Army the project. No additional 4. Seepage would be virivally none�stent as the driving head is very small and the flow path quite lengthy. 5. Coordination with the Texas Historical Commission. A brief letter and investigation should suffice as the area in question is a road and has been used as such since at least the 1940's. +� Additional sketches of proposed water and sewer lines to illustrate the concept. • Revising the sewer concept to allow leaving the sewer (L-4298), but removing the manhole. • Developing special sewer line backfill details for the levee crossing. � The redesign (including hot7zontal and vertical alignment adjushnents) of approximately 150' of 24" water line from open cut to by other than open cut. Two plan and profile sheets will need to be revised. e Additional redesign of approximately 200' of the 24" water line will be required due to the rerouting of L-5010 and the Castleberry High School service on one of those sheets. • The redesign (including horizontal and vertical alignment adjustments) of approximately 350' of 8" water line from open cut to by other than open cut. Two plan and profile sheets will need to be revised. • Additional redesign of approximately 200' of the 8" water line may be required due to the rerouting of L-5010 and the Castleberry High School service on one of those sheets. • The redesign of sanitary sewers (L-4298 and L-5010) in the viciruty of the levee. This includes replacing backfill in the levee, removing the manhole at the levee, rerouting the school service to drain to the southerly manhole, adding a sewer from that manhole to the east and then north to pick up L-5010 a.nd abandoning the sewers crossing Churchill Road at the xnanhole being removed. One additional plan and profile sheet will need to be created for the new sewers. Some exceptions to standard design criteria will likely be required to successfully complete the project. • Survey for redesign of the sewers near the levee. • Attend a maximum of four meetings with the District regarding the levee. i Attend a maximum to two meetings with the school to discuss sewer rerouting and an easement on the east side of Churchill Road. • One sanitary sewer easement far the sewer redesign. The school is considered private as is the lot using L-5010. • Standard specifications will be used. : Prepare plan and profile sheets (two) for appro�mately 700' of 8" Sewer L-4293 from about Shear Drive to around Stevens Street. The Contractor provided information about the upstream limit of the work (appro�mate horizontal and vertical location). • Additional redesign of appro�mately 100' of the 24" water line will be required due to the extension of L-4293 on one sheet. No hydrology or hydraulics are included as they are should not be necessary. No trails. No storm water agreements. Neel-Schaffer, Inc. proposes to increase the contract amount by $35,400.00 for these additional services. All additional services will be performed in accordance with the original contract dated August 9, 2017. Authorize execution of Amendment No. 3 to City Secretary No. 49485, an engineering agreement with Neel-Schaffer, Inc., in the amount of $35,400.00 for Churchill Road Water and Sanitary Sewer Improvements project for a revised contract amount of $566,925.00; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water and Sewer Capital Project Fund in the amount of $35,400.00 transferred from available funds within the Water and Sewer Fund for the Churchill Road Water and Sanitary Sewer Improvements project (City Project No. 100888). DISCUSSION: On August 1, 2017, Mayor and Council Communication (M&C C-28302) the City Council authorized the execution of an engineering agreement with Neel-Schaffer, Inc. in the amount of $458,204.00 for the preparation of plans and specifications for the Churchill Road Water and Sanitary Sewer Improvements. The agreement was subsequently revised by Amendment No. 1 in the amount of $14,980.00 administratively authorized May 30, 2018 that provided for additional water and sewer design on the project and Amendment No. 2 in the amount of $58,341.00 administratively authorized December 18, 2018 that provided additional design for the project 24-inch water main. Amendment No. 3 will provide additional design services necessary to obtain a Section 408 permit from the United States (U.S.) Army Corps of Engineers (USACE) for the segment of the project water and sewer mains crossing the USACE levee on Churchill Road.
