PCM-002 has many incorrect issues. The cost of the work is ridiculous, Prime's cost is high and duplicates Texsun's work,
the markups are incorrect, and the PCM will not be recommended to the FW1ND. It is on my plate to do some shopping to
see what the cost of the materials is retail but I haven't had time to do that yet. The high level float in the Plant Sewer
Meter Vault #3 is not a critical work item-it wouldn't be installed until probably January 2014 so I'm not pushing its
processing.
PCM-001 markups are per the General Conditions (see GC 12.01.C.2.d) and in FNI's opinion represent a fair credit.
Normally my FW1ND PM issues an IOC advising FNI that the PCM should be included in a Change Order if the
price/credit for the changed work is acceptable. That IOC is forwarded to the General Contractor which acts as an
effective notice to proceed with the changes in the work until a change Order is processed.

HI Ted,
I was reviewing/comparing both PCM 001 and PCM 002. It's interesting to note that for credit Pepper-Lawson refunds
back only subs overhead (5%); and bonds & insurance (1.59%).
However, for change order (additional money), they include multiple OH&P (Texsun 15%; Prime 5%a, PL 10%), bonds
1.59%, etc. You may review pages 4& 6 of PCM 002 proposal and Pg 4 of PCM 001.

Transmitted herewith please find a copy of Pepper-Lawson's April 3, 2013 credit proposal for the
referenced deleted work. The credit for the deleted worl< is $2,760.00.
The VCWRF recently had plant wide power factor correction capacitors installed as part of the Johnson
Controls Inc. Energy Improvements contract. These plant wide power factor correction capacitors
eliminate the need to have individual motor power factor correction capacitors on the Multi Stage
Centrifugal Blower motors.
We have reviewed this credit proposal and are of the opinion that it is a fair and equitable credit. We
recommend the City accept this credit and issue a deductive Change Order in the amount of $2,763.00.
Please advise if the Water Department desires this PCM be incorporated in a Change Order.

Transm(tted herewith please find a copy of Pepper-Lawson's May 9, 2013 cost proposal for the
referenced work. The cost for this work is $13,609.00. No additional Contract Time has been requested.
The filter effluent gallery mechanical piping for filters 1-14 was installed in 1976. The coating system on
the 36" side outlet tees and the 24" filtered water pipes at their floor penetrations is failing. The piping
above the side outlet tees and fllters 15-20 piping remains in good condition. This extra work corrects
the coating failures and provides additional protection of the 24' floor penetra�ion by using a grout
buildup at the floor line.
We have reviewed this price proposal and are of the opinion that it ts a fair and equitable price. We
recommend the City accept this cost and fssue a Change Order in the amount of $13,609.00. Please
advise if the Water Department desires this PCM be incorporated in a Change Order.

referenced work. "fhe cost for this work is $5,351.00. No additional Contract Time has been requested.
The Contract Drawings require new waste wash water pumps and discharge piping be installed and
connected to the existing waste wash water discharge header piping. The Contractor determined during
field layout measurements that the new discharge piping was too long to fit up to the existing piping
stub up for WP-11; the header is about 7" too close to the new pump. There is sufficient room for the
discharge piping for pumps WP-12 and WP-13. The discharge header was not installed as shown on the
original construction Record Drawings; it is turned at an angle to the pumps rather than perpendicular
to the pumps and each pump has a different length of horizontal discharge piping,
-fhe Contractor submitted RFI-031 which presented several alternatives for corrective action.
Consultation with the plant staff and consultants determined that the custom built discharge 90 degree
bend fabricated with steel pipe provided the best lang term solution. Attached is a sketch of the
proposed pipe modification.
We have reviewed this price proposal and are of the opinion that it is a fair and equitable price. We
recommend the City accept this cost and issue a Change Order in the amount of $5,351.00. Please
advise if the Water Department desires this PCM be incorporated in a Change Order.
